Parent: #11. Owner: Model Intelligence acceptance of its producer; Router owns consumer implementation/policy; Kernel owns knowledge-reference retention in Attempt/result evidence. G06, G05, G08, G10, G12, G13. Source: shared architecture v1.0 (2026-10-04), supplied sections 1–5, 7–10, 12–18; MI brief §4 integration and §5–§8 proof/readiness/acceptance. Reference/hash availability in #11.

Problem and Evidence

At develop fb7299810fdc4612d4e0559465faef571662c6ef, #9/merged PR #10 supplies synthetic in-process behavior, not a installed producer–consumer user path. Green MI tests or Router selection interfaces do not demonstrate use of an MI version, correct fallback or diagnostic agreement. Documentation readiness must not be labeled READY_FOR_LIVE_TASK.

Bounded Result and Acceptance

After #12 lawful value/owner decision, #13 snapshot contract, #14 semantic boundary, #15 acquisition, #16 operator contract and #18 public distribution, exercise the actual supported installed path at frozen producer/consumer revisions. No new implementation framework or live user task is part of acceptance.

  1. Reproduce permitted source evidence → complete versioned MI publication → Router-compatible consumption, retaining exact knowledge reference and provenance in the explanation. When Kernel counterpart is available, verify reference reaches its evidence without moving routing/authority into MI; otherwise state that dependency unaccepted rather than claiming end-to-end completion.
  2. Execute complete/compatible, incompatible/incomplete/corrupt, conflicting/stale/unknown, future revision, expired promotion, explicit withdrawal and interrupted refresh/update cases. Router-owned consumer tests cover unavailable MI, last accepted knowledge and policy-controlled new use; MI failure alone must not stop an ongoing authorized Attempt. Neither unknown price nor public plan yields zero cost or private entitlement.
  3. Show that CLI/Console-export facts agree with the accepted snapshot/source state, reconnect/dedup/history gaps and transport-only silence. Operators can identify the failing owner/contract and recover through documented supported paths, not direct database editing.
  4. Freeze exact installed package/artifact/source/consumer/configuration versions, contract results, migration/recovery records and concrete limitations. Distinguish integrated source, proposed PR, deployed configuration and directly observed user scenario; generic CI success is insufficient.
  5. Reuse existing producer–consumer conformance and consumer outage/selection tests before a new harness. Pin revisions and licenses for material reuse; preserve #9 adversaries. Document real remaining acceptance blockers and an owner-approved product acceptance result, not automatic closure/GO.

Ownership, Safety and Priority

Link actual Router/Kernel consumer counterparts; do not implement their admission/fallback/harness/permissions in MI. Kernel/Router own local state/outcomes, Console own views, MI public facts only. Priority P2 after concrete dependencies: installed integration and failure acceptance are known requirements, not optional demo polish.
Plan network-free conformance first. If eventual acceptance needs live services, paid source access, inference or effectful tasks, record exact prerequisites and obtain separate owner authorization before running. This session and issue registration grant no such permission; no live task, inference, merge/release/deploy is authorized.

Final exact consumer counterpart: BioMedical-IT/scarcity-router#176 owns admitted MI snapshots/provenance/migration. Requirements/protocol prerequisites: BioMedical-IT/scarcity-router#175 and BioMedical-IT/scarcity-router#181; Kernel Creatidy/creatidy-kernel#49 and Creatidy/creatidy-kernel#47 own requirements and gateway/harness acceptance. Kernel MI knowledge-reference receipt remains under Creatidy/creatidy-kernel#46, no dedicated child found. Review correction supersedes parent-only downstream receipt notes: Kernel Creatidy/creatidy-kernel#55 retains utilized MI reference/evidence-cut, Creatidy/creatidy-kernel#60 receives the installed controlled-task path, and Creatidy/creatidy-kernel#62 owns compatibility/migration. Kernel #51/#52 consume requirements/route contracts, #57 owns its events and #56 whole-task budgets. MI #19 proves its producer path against Router #176; Kernel #60 is separate composed receiver with its own future permissions and live-task authorization. Registration is not acceptance or permission for this session to run inference.

G13 composed receipt also coordinates actual Router BioMedical-IT/scarcity-router#185 upgrade/compatibility proof and BioMedical-IT/scarcity-router#186 public platform/artifact acceptance, in addition to Router #141's existing installed-client program acceptance. These do not replace MI #19 or Kernel #60; each needs its own frozen revisions, observed failure cases and separate permissions for live service/inference/effects.

Fresh pre-implementation eligibility check after verified #16/#18 completion (MI develop938f4160493359f9795c3bda081b065afac96b16; #18 receipt15880).

The actual installed Router MI-consumer prerequisite is currently unmet, not replaced by MI's green packaging/pure conformance tests. Canonical Router develop3834b52f93522fa81af6bd92d5073e04b5d0e050 was resolved by normal Git and inspected from exact available Git objects, never dirty sibling working files. Parent rechecked the same canonical ref and concrete loader/emission source.

Evidence at that pin:

  • scarcity_router/selection_app.py407–421 loads model catalog and model policy; paths71–94/148–151/373–421 bind those installed/repository artifacts, not admitted MI publications.
  • scarcity_router/mcp.py202–208/230–238 calls that loader; selection_types.py1457–1505 accepts the strict catalog_version/updated_on/entries schema, not MI framing.
  • selector.py1530–1555/1728–1767 and machine_api.py184–189 emit catalog/policy/requirement/candidate results without admitted MI cut/utilization binding.
  • execution_sources.py32–56/251–299/514–575 adopts reviewed worker ModelInventoryReport, not MI knowledge. resource_state.py1640–1687 handles quota/resource freshness, not MI last-accepted-knowledge/new-use/expiry/withdrawal policy.
  • Complete tracked source/test/packaging inventory and literal/semantic searches corroborate no implemented MI decoder/admission/activation/reference-emission/outage path. Router #176 remains open and owns that delivery; its status alone is not the absence evidence.

Optional Kernel #55 remains unaccepted/unverified. Current canonical Kernel cad1998d814479cefafe61fe1397fe88fded8b85 objects were not available in prepared locations; that access gap is NOT proof of absence and is NOT the mandatory gate used here. No mandatory Kernel completion, Console receiver/browser prerequisite, or additional live/inference permission is invented.

Under loop.md SELECT/post-selection rules this is existing missing-consumer/contract eligibility, not a new owner architecture decision or exhausted machinery. #19 stays open and untouched: no implementation branch, substantive changes, commit, PR or review (counter0). Actual MI #12–#16/#18 predecessor scopes are delivered; neither this note nor synthetic installed conformance approves product GO or cross-product acceptance. No Router/Kernel/Console mutation, service/test execution, private-state access or inference performed. Rebuild the full canonical queue with this current source gate before terminal selection reporting.

Owner continuation 2026-10-26 supersedes the former Router-consumer prerequisite in comment15888: canonical Router #176 is integrated through PR221/merge4162f6fa9f774beaf6e92d86b7ebc92f306da4bd. The governing delivery is installed deterministic offline optional explicit-input explanation-only acceptance, not D-082 activation, live/provider authentication/inference, Kernel55/Console completion, release/deployment or product GO. Original controlled synthetic public evidence is permitted for the positive interoperability case; selected-source adoption must be assessed separately without invented curation.

Implementation PR: #42
Base d65891668b; clean committed HEAD0b549d20e191698941913e4a1fe9ff73eff8af45. Installed producer is exact MI d658916 (matching Router optional pin), consumer exact Router4162f6f; packages both0.1.0 but all12MI/73Router modules and installed files checked against exact sources/wheel bytes. Source/wheel/sdist hashes, commands, evidence and limitations in INSTALLED_ACCEPTANCE.md and reproducible runner.

Observed: actual installed producer.publish→reader/operator→MIConsumer.load→actual shared selector consumes positive4096-token explanation before evaluation; refresh inside collector preserves A, next decision uses B8192; exact cut/evaluation/context/decision/manifest/envelope verification and immutable historical replay pass. Empty/absent consumer and complete bootstrap/decision comparisons preserve non-explanation authority. Installed CLI status/inspect/export agree.

Validation: sanitized make check PASS178, typing0/Ruff/lock/whitespace PASS; exact-clean-HEAD installed run /tmp/kilo/mi19-installed-0b549d2 PASS62 maintained tests plus9explicit refusals/6binding-tamper refusals. Both sdists rebuild identical wheels. Current candidate packaging/four-mode historical installed lifecycle separately PASS46.

Actual installed #15 normalize+publish+load is exercised with complete original upstream-shaped captures; positive adoption remains unsupported because null scope channel, absent subject configuration/effort and unknown freshness cannot satisfy exact binding.25existing identity pairings do not repair it. This limitation is distinct from controlled installed interoperability, and no source/channel/effort/physical identity mapping was invented. No foreign repository changed. Independent whole-PR review is next; issue remains open pending all loop integration/acceptance gates.

Installed explicit-input acceptance COMPLETE under the owner's 2026-10-26 continuation, with live/product/release limits preserved.

PR42 #42 is actually merged. Canonical develop is8f572c332db8290b5dad9e03f5b0f960271a8349; verified merge parents are approved base d65891668b and approved HEAD0b549d20e191698941913e4a1fe9ff73eff8af45. Both are ancestors of develop and the complete integrated tree is byte-identical to the reviewed candidate. No direct develop push, force/auto merge, branch deletion or foreign mutation.

Independent native whole-PR review budget2/10: review1 COMMENT/findings[] (restricted receipt/execution tools); bounded rule50 native equivalent review2 APPROVE/findings[]/limitations[] at exactHEAD/base. The fresh independent reviewer directly inspected both pinned implementations/license and independently executed sanitized make check PASS178 (Ruff/format, locked sync, basedpyright0errors/warnings, whitespace), installed conformance PASS62 (16Router+46MI) and current packaging lifecycle PASS46/fourmodes/3equalwheels. No implementation remediation commits or self-approval.

Accepted installed revisions: MI d65891668b; Router4162f6fa9f774beaf6e92d86b7ebc92f306da4bd, exactly Router's optional MI dependency pin. Both versions0.1.0 are disambiguated by source/archive/wheel/sdist digests, hash-enforced local-wheel installation and all installed wheel files plus12MI/73Router source modules. sdists rebuild byte-identical wheels; imports/resources originate outside source trees. Router bootstrap selection works with MI absent.

Actual installed producer.publish creates retained digest-addressed A; reader/operator verifies it; MIConsumer.load and actual select_from_inputs supply positive4096-token metadata before real selector evaluation. CompatibleB8192 refreshed during collection cannot relabel capturedA; subsequent selection usesB. Exact cut/evaluation instant/context/decision/utilization manifest/machine reference verify through accepted installed MI verifier. OriginalA immutable artifacts independently replay and verify afterB. Nine explicit refusal cases and six independent binding-tamper cases preserve prior accepted knowledge/publication. Maintained installed adversaries cover conflicts/stale/unknown/future/withdrawal/revocation/retraction/native meanings/history/refusal; complete catalog and decision comparisons preserve non-explanation authority. Installed CLI status=inspect=export=reader; portable recovery/reconnect/dedup/gap/transport-silence and historical packaging lifecycle verified.

The real #15 selected-source normalize→publish→load path was exercised with complete deterministic original upstream-shaped captures. Positive applicability is NOT claimed: null applicability channel, absent subject configuration/explicit effort and unknown freshness fail exact matching even with25existing identity pairings. No channel/effort/physical identity/curation was invented. This source-adoption limitation is separate from the authorized controlled installed interoperability proof, and would require separately accepted source curation/Router associations for broader positive adoption.

Durable repeatable receipt and recovery/limits: INSTALLED_ACCEPTANCE.md plus tests/verify_installed_router.py and tests/installed_router_cases.py on integrated develop. Exact-clean candidate run /tmp/kilo/mi19-installed-0b549d2; independent rerun /tmp/kilo/mi19-independent-review2; independent packaging /tmp/kilo/mi19-independent-distribution. All documented digests reproduced independently. NOTICE records Apache2.0 test reuse.

Conclusion: full authorized deterministic installed explicit-input acceptance PASSED. Component/integration validation is not final project/product GO. Live/provider calls, default MI activation, D082 active admission/calibration, Kernel55/Console composed adoption, deployment/public release and full A/B/C value remain unaccepted/unverified; no ongoing live Attempt or end-to-end downstream completion is claimed. No new owner decision is required for this bounded installed result. Closing only this accepted MI19 scope after verified merge and acceptance.
