Goal

Prove the optional ScarcityRouterAllocator boundary through a stable public recommendation interface, then repeat the accepted K7 finite two-WorkUnit scenario without changing Kernel Program authority or semantics.

The owner explicitly selected #11 for execution on 2026-09-27. Optional means replaceable and unnecessary for standalone Kernel operation, not unselected work. Direct prerequisite remains #10; no dependents in this series.

Why

Preserve the original K8 intent: Scarcity Router is strategically useful but independent and optional; prove allocator substitution after FixedAllocator works. Router now has dynamic execution sources, per-source discovery, multiple independently authenticated sources/accounts, exact source/model/effort resources, and a harness-independent execution gateway. Those developments do not transfer Kernel control-plane ownership or authorize consuming that gateway.

Kernel owns Program intent/authority, immutable Attempts, execution and recovery through Runtime, verification/acceptance/outcomes, and Forge effects. Scarcity Router externally recommends an appropriate AI allocation according to its own capability, scarcity, capacity and policy semantics and supplies public decision evidence. It is not Kernel's Program controller, Runtime, Forge, workflow engine, verification/recovery authority, or execution owner.

Scope

Before implementation: revision-pinned gates

  • Re-read current canonical heads and authoritative documents/code in both repositories. Analysis verified Kernel develop at 367b617c87569080e99c46af7cd4cfefd116e4e2 and Scarcity Router develop at f574e51ce5300fbadaf3a4645a0df5e30969ce73 by Git transport; both clean local checkouts match. These are analysis pins, not an assumption that future heads remain unchanged.
  • Router's configured canonical repository is https://forgejo.creatidy.com/BioMedical-IT/scarcity-router; its GitHub mirror is creatidy/scarcity-router. Kernel canonical is Creatidy/creatidy-kernel, mirror creatidy/creatidy-kernel.
  • Read Router docs/product.md, docs/architecture.md, docs/machine-interfaces.md, docs/execution-surface.md, docs/selection-policy.md, D-053 through D-056 in docs/decisions.md, current model/catalog contracts, public recommendation serializers/handlers, and relevant resource/execution-source contracts. Repository documents and implemented contracts, not ongoing business-model analysis, are authority.
  • Establish the narrowest STABLE PUBLIC recommendation contract for one immutable Allocation. Verify the actual /v1/select serialization: explicit provider, model, opaque variant/configuration identity, exact reasoning_effort where applicable, decision rationale/provenance, schema/version identity, and enough data to check the configured Kernel Runtime. Recommendation and execution-gateway interfaces are separate contract surfaces.
  • Never derive effort by parsing/equating variant, model, resource id or another opaque identifier unless the current public contract explicitly defines that mapping. Never infer account, plan, subscription, PAYG, prepaid, promotion, local-compute or other access modes from names. Preserve such data only as opaque external provenance when a stable public contract supplies it; otherwise it stays unknown.
  • If the public contract cannot supply exact execution configuration, STOP BEFORE IMPLEMENTATION with GENUINE_OWNER_DECISION_REQUIRED: identify the missing contract, why inference is unsafe, the smallest additive Router contract change, and whether it belongs upstream. No internal routing_core import, configuration scraping, database access, opaque-id parsing or duplicate selection policy is a workaround. Upstream Router implementation is not authorized by this Kernel issue.
  • Perform a narrow adversarial reuse check using ADOPT -> VENDOR/COPY -> PORT -> ADAPT -> BUILD, at minimum Router scarcity_router/remote.py and its directly relevant tests/contracts. Assess strict response/envelope handling, bounded reads, credential redaction/authentication, verified TLS, loopback handling, redirect refusal and explicit no-fallback semantics. Record exact source repository/revision/files, security/semantic/dependency/maintenance fit, what would be reused and why. Preserve Apache-2.0 attribution/notices for copied or substantially adapted material; no ambiguously licensed code. Greenfield duplication requires a concrete recorded reason. No general competitive/reuse audit.

In scope if the public-contract gate passes

  • One optional adapter over the public recommendation contract, producer-shaped redacted offline fixtures, explicit configured-Runtime compatibility checks, and preserved rationale/provenance. Keep adapters -> ports -> core; no Router implementation dependency in core.
  • Select only for a NEW Attempt. Correct the generic K7 application/port path, which currently calls allocator.select() before determining whether an immutable Attempt exists. Recovery/restart must discover and reconstruct the durably bound Allocation without selecting again or requiring Router availability.
  • Persist normalized execution configuration and sufficient opaque decision provenance as immutable Attempt input. Changed quota, policy, preferences, source inventory or recommendations never rewrite that Allocation. A different Allocation requires normal new-Attempt semantics, never mutation of the existing Attempt.
  • Keep Allocation provider-neutral; extend only generic concepts justified by this integration. Do not import Router's domain model, policy, ranking, quota calculations or business logic into Kernel.
  • Explicitly verify Runtime/provider compatibility, exact model, exact required reasoning effort/configuration, and capabilities relevant to the reference scenario. Model selection is not compatibility proof. If necessary, include the smallest runtime-bound/provider-neutral extension allowing Codex to dispatch exact effort; never omit selected effort or silently use a default.
  • Keep recommendation, durable Allocation, Runtime requested/resolved/observed identities, Program acceptance and Forge delivery as distinct evidence.
  • Preserve refusal/wait evidence, selected=null, unknown capacity/usage, schema/version errors, FixedAllocator conformance, and K1-K7 independence. Recommendation is not a reservation, capacity ownership, or guaranteed future availability. No reservation support is required here, and no receipt may be invented.

Out of scope

Router execution gateway as a Kernel Runtime; prompt/chat proxying through Router; Router upstream changes without separate owner authorization; reverse dependency/shared database; private integrations; shadow scarcity/capability/routing policy; adaptive re-routing of existing Attempts; Quota Governor; reservation emulation; reset redemption; API-cost optimization policy; account/business-plan inference; Upwork-specific behavior; new provider integrations; mandatory routing; generic remote allocator/server/UI/agent frameworks; telemetry/learning; automatic merge/deployment; main, release or deployment changes.

Acceptance Criteria

  • Revision-pinned public-contract feasibility and narrow reuse evidence are recorded before adapter work. Insufficient public execution identity stops at GENUINE_OWNER_DECISION_REQUIRED, not a local workaround.
  • Adapter satisfies ResourceAllocator selection/refusal/wait and hard-requirement semantics using only stable public recommendation data; runtime incompatibility and unsupported required capabilities fail explicitly without weakening requirements.
  • Offline failure cases cover valid selection; selected=null/no eligible candidate -> AllocationUnavailable; malformed response; unsupported envelope/schema version; missing allocation identity; Router unreachable/unavailable; authentication failure where applicable; exact-effort/configuration unavailable; and runtime incompatibility. No Kernel fallback selector or silent FixedAllocator fallback.
  • NEW Attempts bind exact normalized Allocation and decision provenance durably. Restart reconstructs the original configuration without Router selection; test both Router-unavailable-after-dispatch and changed-recommendation-after-restart. Unknown/unavailable Router state cannot mutate Program truth.
  • Exact supported execution configuration reaches Runtime. Requested, resolved and observed identity remain separate evidence; unknown observation is not attestation. No silent omission/defaulting of selected effort.
  • Repeat K7's finite two-WorkUnit reference scenario with ScarcityRouterAllocator for NEW Attempts: Router chooses Allocation; immutable Attempt binds it; Runtime executes that supported configuration; candidate collection, independent verification, acceptance, successor input, IDs/transitions and authority remain unchanged. The first accepted WorkUnit output remains the explicit input to the second.
  • Forgejo PR delivery remains the K5/K7 AGit path. No automatic merge or deployment.
  • No shadow routing or unsupported reservation/capacity-ownership claims. Account/source/access provenance is preserved only where supplied by stable public contract, never guessed.
  • FixedAllocator conformance and K1-K7 offline tests pass with Router absent/unreachable. Producer-shaped redacted fixtures are mandatory. Live recommendation-only smoke is optional against an explicitly configured Router; paid inference or live provider execution is not required.
  • Run focused checks, make check, make package-check, and make audit when relevant. Deliver one branch/PR to develop through /deliver-issue #11 only after the gate passes, retain the same issue/branch/PR through remediation, obtain independent review, leave issue open and PR unmerged for owner integration.

Constraints

  • Preserve ADR 0004, the A0 resource boundary, accepted Kernel architecture, and adapters -> ports -> core. Core/tests require no live Router, Forgejo, cloud or private repository.
  • Router recommendation-only mode remains an independently supported product. Dynamic sources and gateway capability intersections do not establish compatibility with Kernel's separately configured Runtime.
  • Effective executable capability cannot exceed model, execution-channel or administrator limits. Unknown remains unknown; catalog maxima do not prove channel capabilities.
  • Scope threat model: treat external recommendation bytes as untrusted, bound parsing/reads, fail closed on identity/version/security errors, preserve credential redaction and transport protections; no execution authority derives from a recommendation.
  • Finite reference proof remains the accepted K7 two-WorkUnit scenario and its bounded authority/budget, with no paid execution required. No scope expansion to close this issue.
  • Update parent #3 only in K8-related roadmap/acceptance wording. No rewrite of Kernel mission around Router commercial or gateway direction.

Pre-Implementation Gate: GENUINE_OWNER_DECISION_REQUIRED

The required public-contract gate FAILS. Implementation stopped before any adapter, recovery, runtime or repository edits. #11 and only the K8-specific scope/graph/acceptance statements in parent #3 have been reconciled with the owner contract. Both issues remain open.

Exact Sources

Canonical develop heads were read via git ls-remote before analysis and rechecked afterward; clean local checkouts match:

Router's configured canonical owner is BioMedical-IT, not Creatidy; an initial read-only probe of the latter path returned repository-not-found, then the configured canonical remote succeeded. GitHub mirrors were not substituted for canonical heads.

Reviewed Router product, architecture, machine-interface, execution-surface and selection-policy documents; D-053 through D-056; model/catalog types and public selection serialization/handlers; relevant execution-source architecture/implementation. Dynamic multi-source discovery and exact gateway resource binding exist, but do not make gateway-internal decisions part of the public recommendation response. D-056's accepted architecture and deferred effective-limit/tool semantics are not all implemented guarantees. Business/access modes were not inferred from identity names.

Public Contract Findings

Narrowest candidate: machine-interface v1 POST /v1/select, also exposed through equivalent MCP/CLI serialization and authenticated remote control. No gateway execution is needed or permitted for K8.

Required fact Current public evidence Gate result
Provider/model/variant decision.selected.identity is the explicit {provider, model, variant} triple Available, variant remains opaque
Exact execution effort Catalog has an independent reasoning_effort; selected candidate serialization does not Blocking absence
Decision provenance Evaluation instant, requirement, catalog version/date, resource/profile policy versions when applicable, selected evidence/reasons, preference order, degraded flag Available to preserve as bounded external evidence, not authority
Schema/version Outer integer schema_version=1; nested public documents evolve under machine-interface v1 rules Available; catalog/policy versions are separate content versions
Kernel Runtime compatibility Provider/model may be checked against configured Runtime; exact effort cannot be checked because it is absent Incomplete; selection alone proves no Runtime compatibility
Source/account/access mode /v1/select does not serialize the gateway's exact resource/source/entitlement target Unknown, not inferred; not an excuse to import gateway internals

Evidence at the pinned Router revision:

  • docs/selection-policy.md:73-80,136-140: effort is curated data, never parsed from identity; public explicit effort output is deferred.
  • scarcity_router/selection_types.py:350-384: identity serializes exactly provider/model/variant. :1278-1304,1330-1341,1428-1446: catalog effort is separate, known reasoning support requires it, and null is unconfigured rather than the real "none" effort.
  • scarcity_router/selector.py:1139-1182: CandidateEvaluation.to_dict() has no effort field. :1679-1713: SelectionDecision.to_dict() serializes those candidates and decision provenance, not their catalog entries.
  • scarcity_router/machine_api.py:184-189, server.py:317-340, control_api.py:853-892: local and authenticated /v1/select use this same envelope/serializer. Remote control loads the configured recommendation catalog; it does not expose a richer executable route decision here.
  • docs/machine-interfaces.md:175-244,298-312,532-562: v1 recommendation envelope, legitimate selected=null, additive nested-field evolution. MCP uses the same logical response, not an alternative effort-bearing contract.
  • tests/test_selector.py:246-263 explicitly asserts reasoning_effort is absent from the selected serialization. :1118-1139 proves opaque variants can conflict with effort and distinguishes unconfigured from "none".

Gateway GET /v1/models advertises possible model efforts, not the effort selected for this recommendation. It neither defines a variant-to-effort mapping nor binds that listing to the decision. It therefore does not repair the missing recommendation contract. Catalog/configuration scraping, resource-id parsing, defaults and routing_core imports are rejected workarounds.

Smallest Upstream Change

Recommend a separately authorized additive Scarcity Router public recommendation-contract change, not a Kernel workaround:

  • Carry the selected catalog configuration's explicit reasoning_effort into serialized candidate evidence, minimally decision.selected.reasoning_effort; applying the same field consistently through candidate serialization also covers alternatives and other candidate lists.
  • Define exact string/null/absence semantics publicly: configured effort is emitted verbatim; "none" is a real setting, null means unconfigured rather than a default, and absence identifies an older/incomplete producer. Kernel must fail closed where exact required configuration cannot be established. Variant remains opaque and is never a mapping algorithm.
  • Keep existing identity, provenance and machine-interface v1 envelope semantics; use the existing additive compatibility rule. Update documentation and producer-shaped tests proving CLI/REST/MCP/authenticated-control parity, conflicting opaque variant versus effort, null versus "none", and no-solution behavior.

This belongs upstream in Scarcity Router, which owns the selected configuration and public serializer. No upstream change or new issue was made under this Kernel authorization. Once a stable implemented contract supplies exact effort, re-read both heads and rerun K8's gate before implementation. This additive change addresses the demonstrated blocker; Kernel must still independently validate its configured Runtime and required capabilities.

Narrow Reuse Decision

ADAPT transport excerpts rather than rewrite equivalent mechanisms. Source: canonical Router revision above, principally scarcity_router/remote.py:120-228,289-436, with selection_app.py:107-134, docs/architecture.md:590-625, docs/machine-interfaces.md, and relevant test cases in tests/test_interfaces_guardrails.py:1177-1379, tests/test_control_api.py:209-270, tests/test_e2e_acceptance.py:569-597, tests/test_tls_acceptance.py:286-294.

  • ADOPT the public wire contract, not the Python package: remote.py imports application/parser machinery, package imports include routing_core, and package installation brings MCP dependencies. Kernel does not need that dependency closure.
  • VENDOR/COPY unchanged is unsuitable because the module is not standalone and its envelope checks do not validate a usable Allocation.
  • PORT is unnecessary: both projects use Python 3.12+ and this transport uses standard-library HTTP/TLS.
  • ADAPT explicit-origin configuration, bearer header/redacted repr, verified TLS, explicit loopback HTTP, redirect refusal, bounded reads, typed failure and structural no-fallback behavior into the concrete adapter, contingent on a passing contract gate.
  • BUILD only Kernel-owned consumed-wire validation, immutable evidence mapping and configured-runtime checks. Do not build a selector, generalized framework or separate HTTP/TLS stack.

Adversarial limitations requiring tests if adaptation proceeds: upstream equality-based version check accepts true/1.0; arbitrary decision mappings pass its envelope check; socket timeout is not a total deadline; byte limits do not bound nested JSON structures; exception chains can expose hostile response content; exponent-overflow numbers need finite checks; content-type/framing and token control-character handling need explicit policy. Existing remote TLS tests include source-level assertions, not comprehensive client certificate-failure execution evidence. These are static reuse findings, not claims of reproduced vulnerabilities.

Licensing: Apache-2.0 confirmed in Router LICENSE:89-128 and pyproject.toml:17-22; no tracked separate NOTICE was found at this revision. Any future derivative source/tests must retain applicable notices and distributed license, identify modifications, and record exact origin/revision/files and adaptation scope in distributable attribution. Nothing has been copied or adapted yet. Transport adaptation can keep zero new runtime dependencies; Kernel would own its security and public-wire regression tests. No general reuse audit was performed.

Kernel Work Deferred By Gate

Confirmed, but intentionally not changed:

  • src/creatidy_kernel/ports/application.py:85-120 selects before existing Attempt lookup and publishes allocation artifacts after Prepare/Start commits. A generic recovery fix must load the original durable selection without Router calls and cover crashes before artifact publication, not merely move one line.
  • core/resources.py already has optional effort but lacks structured decision provenance/versioned recovery decoding.
  • adapters/codex_runtime.py:41-54,155-174 checks exact model/provider at thread creation but has no effort input/dispatch. observed identity is not fabricated from requested or resolved identity. The smallest exact-effort extension needs verified native-contract evidence after the upstream gate passes.
  • The accepted K7 reference uses controller-owned exact-subject verification, not an assumed fresh LLM reviewer. Its acceptance/successor input stays separate from the K5/K7 durable exact-head AGit PR effect. No merge/deployment semantics are added.

Validation And Separate Evidence States

Executed offline against the pinned Router source:

python3 -B -m unittest tests.test_selector.ScenarioTests.test_five_openai_configuration_outcomes tests.test_selector.RankingTests.test_effort_order_beats_preference_and_conflicting_opaque_variants tests.test_selector.RankingTests.test_unconfigured_effort_is_not_cheaper_than_none -v

Result: 3 tests passed. These validate actual producer serialization/opaque-effort separation; they are not K8 acceptance tests. No live Router call, paid inference or provider execution occurred.

Final git status --short --branch is clean in both repositories; Kernel git diff --stat is empty and git diff --check passed. make check, make package-check and make audit were not run because the mandatory gate prevented repository implementation; no completed-adapter or repository-gate claim is made.

Evidence State in this delivery
Scarcity Router recommendation Public serializer inspected; synthetic producer tests passed; no live selection
Kernel durable Allocation K8 not created; gate blocked
Runtime requested/resolved/observed K8 not dispatched; no attestation claim
Program acceptance K8 reference proof not run; no new accepted outcome
Forge delivery Issue reconciliation and this evidence comment only; no branch, commit, PR, review, merge, release or deployment

Delivery stopped before the PR/review/remediation loop; remediation budget used: 0/10. Terminal condition: GENUINE_OWNER_DECISION_REQUIRED. The material decision is upstream authorization for explicit public recommendation effort, not permission to guess it in Kernel.

## Pre-Implementation Gate: GENUINE_OWNER_DECISION_REQUIRED The required public-contract gate FAILS. Implementation stopped before any adapter, recovery, runtime or repository edits. #11 and only the K8-specific scope/graph/acceptance statements in parent #3 have been reconciled with the owner contract. No gateway execution is needed or permitted for K8. | Required fact | Current public evidence | Gate result | | --- | --- | --- | | Provider/model/variant | `decision.selected.identity` is the explicit `{provider, model, variant}` triple | Available, variant remains opaque | | Exact execution effort | Catalog has an independent `reasoning_effort`; selected candidate serialization does not | **Blocking absence** | | Decision provenance | Evaluation instant, requirement, catalog version/date, resource/profile policy versions when applicable, selected evidence/reasons, preference order, degraded flag | Available to preserve as bounded external evidence, not authority | | Schema/version | Outer integer `schema_version=1`; nested public documents evolve under machine-interface v1 rules | Available; catalog/policy versions are separate content versions | | Kernel Runtime compatibility | Provider/model may be checked against configured Runtime; exact effort cannot be checked because it is absent | Incomplete; selection alone proves no Runtime compatibility | | Source/account/access mode | `/v1/select` does not serialize the gateway's exact resource/source/entitlement target | Unknown, not inferred; not an excuse to import gateway internals | Evidence at the pinned Router revision: - `docs/selection-policy.md:73-80,136-140`: effort is curated data, never parsed from identity; **public explicit effort output is deferred**. - `scarcity_router/selection_types.py:350-384`: identity serializes exactly provider/model/variant. `:1278-1304,1330-1341,1428-1446`: catalog effort is separate, known reasoning support requires it, and null is unconfigured rather than the real `"none"` effort. - `scarcity_router/selector.py:1139-1182`: `CandidateEvaluation.to_dict()` has no effort field. `:1679-1713`: `SelectionDecision.to_dict()` serializes those candidates and decision provenance, not their catalog entries. - `scarcity_router/machine_api.py:184-189`, `server.py:317-340`, `control_api.py:853-892`: local and authenticated `/v1/select` use this same envelope/serializer. Remote control loads the configured recommendation catalog; it does not expose a richer executable route decision here. - `docs/machine-interfaces.md:175-244,298-312,532-562`: v1 recommendation envelope, legitimate `selected=null`, additive nested-field evolution. MCP uses the same logical response, not an alternative effort-bearing contract. - `tests/test_selector.py:246-263` explicitly asserts `reasoning_effort` is absent from the selected serialization. `:1118-1139` proves opaque variants can conflict with effort and distinguishes unconfigured from `"none"`. Gateway `GET /v1/models` advertises possible model efforts, not the effort selected for this recommendation. It neither defines a variant-to-effort mapping nor binds that listing to the decision. It therefore does not repair the missing recommendation contract. Catalog/configuration scraping, resource-id parsing, defaults and `routing_core` imports are rejected workarounds. ## Smallest Upstream Change Recommend a separately authorized **additive Scarcity Router public recommendation-contract change**, not a Kernel workaround: - Carry the selected catalog configuration's explicit `reasoning_effort` into serialized candidate evidence, minimally `decision.selected.reasoning_effort`; applying the same field consistently through candidate serialization also covers alternatives and other candidate lists. - Define exact string/null/absence semantics publicly: configured effort is emitted verbatim; `"none"` is a real setting, null means unconfigured rather than a default, and absence identifies an older/incomplete producer. Kernel must fail closed where exact required configuration cannot be established. Variant remains opaque and is never a mapping algorithm. - Keep existing identity, provenance and machine-interface v1 envelope semantics; use the existing additive compatibility rule. Update documentation and producer-shaped tests proving CLI/REST/MCP/authenticated-control parity, conflicting opaque variant versus effort, null versus `"none"`, and no-solution behavior. This belongs **upstream in Scarcity Router**, which owns the selected configuration and public serializer. ## Narrow Reuse Decision **ADAPT** transport excerpts rather than rewrite equivalent mechanisms. Source: canonical Router revision above, principally `scarcity_router/remote.py:120-228,289-436`, with `selection_app.py:107-134`, `docs/architecture.md:590-625`, `docs/machine-interfaces.md`, and relevant test cases in `tests/test_interfaces_guardrails.py:1177-1379`, `tests/test_control_api.py:209-270`, `tests/test_e2e_acceptance.py:569-597`, `tests/test_tls_acceptance.py:286-294`. - ADOPT the public wire contract, not the Python package: `remote.py` imports application/parser machinery, package imports include `routing_core`, and package installation brings MCP dependencies. Kernel does not need that dependency closure. - VENDOR/COPY unchanged is unsuitable because the module is not standalone and its envelope checks do not validate a usable Allocation. - PORT is unnecessary: both projects use Python 3.12+ and this transport uses standard-library HTTP/TLS. - ADAPT explicit-origin configuration, bearer header/redacted repr, verified TLS, explicit loopback HTTP, redirect refusal, bounded reads, typed failure and structural no-fallback behavior into the concrete adapter, contingent on a passing contract gate. - BUILD only Kernel-owned consumed-wire validation, immutable evidence mapping and configured-runtime checks. Do not build a selector, generalized framework or separate HTTP/TLS stack. Adversarial limitations requiring tests if adaptation proceeds: upstream equality-based version check accepts `true`/`1.0`; arbitrary decision mappings pass its envelope check; socket timeout is not a total deadline; byte limits do not bound nested JSON structures; exception chains can expose hostile response content; exponent-overflow numbers need finite checks; content-type/framing and token control-character handling need explicit policy. Existing remote TLS tests include source-level assertions, not comprehensive client certificate-failure execution evidence. These are static reuse findings, not claims of reproduced vulnerabilities. Licensing: Apache-2.0 confirmed in Router `LICENSE:89-128` and `pyproject.toml:17-22`; no tracked separate NOTICE was found at this revision. Any future derivative source/tests must retain applicable notices and distributed license, identify modifications, and record exact origin/revision/files and adaptation scope in distributable attribution. **Nothing has been copied or adapted yet.** Transport adaptation can keep zero new runtime dependencies; Kernel would own its security and public-wire regression tests. No general reuse audit was performed. ## Kernel Work Deferred By Gate Confirmed, but intentionally not changed: - `src/creatidy_kernel/ports/application.py:85-120` selects before existing Attempt lookup and publishes allocation artifacts after Prepare/Start commits. A generic recovery fix must load the original durable selection without Router calls and cover crashes before artifact publication, not merely move one line. - `core/resources.py` already has optional effort but lacks structured decision provenance/versioned recovery decoding. - `adapters/codex_runtime.py:41-54,155-174` checks exact model/provider at thread creation but has no effort input/dispatch. `observed` identity is not fabricated from requested or resolved identity. The smallest exact-effort extension needs verified native-contract evidence after the upstream gate passes. - The accepted K7 reference uses controller-owned exact-subject verification, not an assumed fresh LLM reviewer. Its acceptance/successor input stays separate from the K5/K7 durable exact-head AGit PR effect. No merge/deployment semantics are added. ## Validation And Separate Evidence States Executed offline against the pinned Router source: ```sh python3 -B -m unittest tests.test_selector.ScenarioTests.test_five_openai_configuration_outcomes tests.test_selector.RankingTests.test_effort_order_beats_preference_and_conflicting_opaque_variants tests.test_selector.RankingTests.test_unconfigured_effort_is_not_cheaper_than_none -v ``` Result: **3 tests passed**. These validate actual producer serialization/opaque-effort separation; they are not K8 acceptance tests. No live Router call, paid inference or provider execution occurred. Final `git status --short --branch` is clean in both repositories; Kernel `git diff --stat` is empty and `git diff --check` passed. `make check`, `make package-check` and `make audit` were not run because the mandatory gate prevented repository implementation; no completed-adapter or repository-gate claim is made. | Evidence | State in this delivery | | --- | --- | | Scarcity Router recommendation | Public serializer inspected; synthetic producer tests passed; no live selection | | Kernel durable Allocation | K8 not created; gate blocked | | Runtime requested/resolved/observed | K8 not dispatched; no attestation claim | | Program acceptance | K8 reference proof not run; no new accepted outcome | | Forge delivery | Issue reconciliation and this evidence comment only; no branch, commit, PR, review, merge, release or deployment | Delivery stopped before the PR/review/remediation loop; remediation budget used: `0/10`. Terminal condition: **GENUINE_OWNER_DECISION_REQUIRED**. The material decision is upstream authorization for explicit public recommendation effort, not permission to guess it in Kernel.

Delivery resumed: D-057 prerequisite verified

Continuation of the existing ledger/comment #12454, not a new issue or budget. Owner explicitly resumed /deliver-issue #11; no PR/branch existed at the previous stop. max_remediation_cycles=10, remediation_used=0 remain unchanged.

Fetched canonical develop using normal Git transport in both repositories. Kernel base remains 367b617c87569080e99c46af7cd4cfefd116e4e2. New upstream contract baseline: Scarcity Router 81b8e6393a1b2df8a6c7a9c6c3dcb8a7f6884e4e, the merged PR BioMedical-IT/scarcity-router#149 resolving #148 / D-057. MCP confirms merged into develop by owner; Git confirms the merge is in fetched origin/develop. Router's working checkout is on unrelated ongoing work, so analysis/tests use a detached checkout of this exact merged baseline, preserving that work.

Public gate now passes for the bounded recommendation-only integration: CandidateEvaluation.reasoning_effort is required at construction, always serialized as string or explicit null, and populated from entry.reasoning_effort at every candidate construction. Null is unconfigured, "none" is a configured value; no variant inference. docs/machine-interfaces.md documents the additive field across selected/alternatives/excluded/closest/recoverable candidates under envelope v1; existing provider/model/opaque variant and decision provenance remain unchanged. The local and authenticated handlers retain shared serialization. Gateway/internal-resource contracts remain out of scope and do not confer Runtime compatibility.

Executed at the pinned merged baseline: python3 -B -m unittest tests.test_selector.ReasoningEffortSerializationTests -v: 9 tests passed, including decision-wide exact catalog provenance, opaque variant mismatch, null versus "none", alternatives and excluded/closest/recoverable preservation. No live telemetry or inference.

Proceeding with the approved scope: attributed narrow ADAPT of scarcity_router/remote.py (new pinned source revision above), provider-neutral durable Allocation evidence, generic no-reselection recovery including Prepare/Start crash boundaries, exact Codex effort transport with honest identity evidence, and offline two-WorkUnit substitution proof. No policy duplication, dependency on Router package, gateway execution, merge or deployment. The previous stop is resolved by the upstream public contract, not a local compatibility shim.

Review boundary 1: routing and dispatch evidence

Frozen PR #28 head 31bf956119b0c5ead312b19ea408295a6b3b5d03, base 367b617c87569080e99c46af7cd4cfefd116e4e2.

One valid routing selection at 2026-09-28T08:28:25.431Z: profile repository_review; monotone tightening L4, minima reasoning/coding/tool_use=5/5/5, tool use and reasoning mode true. Catalog version 4, profile-policy version 8, resource-policy version 1; selected_balanced, eligible, not degraded. Router-selected identity: openai / gpt-5.6-sol / medium. Only returned eligible alternative: same provider/model with high. No fallback or repeated selection.

Current Agent Manager catalog explicitly offers GPT-5.6 Sol on openai with variant medium. First literal raw-ID launch was rejected before session creation because the harness matched both GPT-5.6 Sol and GPT-5.6 Sol Fast; this is invalid infrastructure diagnostic, not a review. One corrected retry used the exact catalog display name GPT-5.6 Sol with unchanged provider openai and variant medium (catalog resolution, not an alias/new routing choice):

{"mode":"local","versions":false,"tasks":[{"prompt":"/review-pr https://forgejo.creatidy.com/Creatidy/creatidy-kernel/pulls/28","model":"GPT-5.6 Sol","provider":"openai","variant":"medium"}]}

Agent Manager request am-1790584176429-kse7db returned explicit resolution:

Requested 1 Agent Manager local session.
Resolved models:
- session: GPT-5.6 Sol (openai) · medium

State: routing selected; REQUESTED; DISPATCH_VERIFIED by harness resolution; reviewer completion and substantive verdict pending. This is a fresh whole-PR read-only reviewer, not any implementation helper. routing_result=DIRECT, corrected launch retries used 1/2. remediation_used=0/10; no completed valid review yet.

Forgejo CI run #2038 (actions run 61) passed for the exact head: https://forgejo.creatidy.com/Creatidy/creatidy-kernel/actions/runs/61. Branch-protection inspection was denied for this token; no bypass or protection-state assertion.

The development-routing MCP response still uses an older deployed serialization without D-057 effort output. It was used only under the existing review-routing provider/model/variant harness contract, not as K8 execution-allocation evidence or a live K8 smoke test. K8's consumer remains deliberately strict against the merged D-057 baseline and would reject missing execution effort. No effort was inferred for Kernel execution from this review response.

Review cycle 1 completed; remediation 1 / owner reviewer preference

Independent review #653: #28 (comment)
Reviewed head 31bf956119b0c5ead312b19ea408295a6b3b5d03; base 367b617c87569080e99c46af7cd4cfefd116e4e2. Routing and DISPATCH_VERIFIED evidence remain in comment #12550: repository_review L4, 5/5/5, tool use/reasoning required; openai/gpt-5.6-sol/medium, direct, exact catalog-name corrected launch.

Substantive recommendation: REQUEST_CHANGES; Forgejo persisted COMMENT because the shared author account cannot request changes on its own PR. One blocker: Codex process reconstruction after accepted runtime receipt but before identity publication loses resolved provider/model/effort and cannot complete acceptance. Required regression must discard the in-memory runtime at precisely that boundary. Two non-blocking observations concern unconfigured-effort identity validation/contradiction handling and credential-substring collisions.

Classification: ordinary implementation/recovery defect within accepted K8 semantics, not an authority or architecture redesign. Proceeding on the same branch/PR. remediation_used=1/10, remaining 9; valid full review count 1. Full validation and a fresh whole-PR review will follow the corrected head.

Owner changed reviewer preference at 2026-09-28T08:39:47Z: use GLM-5.3 instead of GPT-Sol, citing five Z.ai resets and no OpenAI resets. The completed review predates this instruction; it is retained as evidence. GPT-Sol session was idle/completed and has now been removed. Its old periodic check was cancelled. No further OpenAI reviewer will be dispatched. The next changed-head routing boundary will constrain selection to Z.ai GLM-5.3 while preserving L4/5/5/5/tool-use/reasoning requirements; no silent lowering, alternate OpenAI use or quota inference.

Terminal review gate: GENUINE_OWNER_DECISION_REQUIRED

Fresh changed-head routing selection at 2026-09-28T08:54:06.271Z, honoring the owner's new GLM-only preference:

{"profile_id":"repository_review","tightening":{"task_level":"L4","capability_minima":{"reasoning":5,"coding":5,"tool_use":5},"hard_constraints":{"requires_tool_use":true,"requires_reasoning_mode":true,"required_provider":"zai","required_model":{"provider":"zai","model":"glm-5.3"}}}}

Result: selected=null, alternatives=[], reason_codes=["no_eligible_candidate"]. All GLM-5.3 variants are excluded at policy_blackout, rule zai-peak-hours-sgt, reason preserve_zai_offpeak (policy_blocked). This is a valid policy refusal, not a malformed request, transient transport failure or a reason to repeat selection. Router catalog=4, profile-policy=8, resource-policy=1.

Owner-reported five Z.ai resets and no OpenAI resets were preserved as reviewer preference context, not fabricated quota observations or policy overrides. No GLM reviewer was dispatched, no excluded candidate was used, no OpenAI fallback was attempted, and no review floor was lowered. The current route state is NO_SELECTION / reviewer NOT_RUN for this head.

The material owner decision is to permit GLM-5.3 through the authoritative Router blackout policy for this review, or defer review until it is eligible. This Kernel issue does not authorize silently editing Router policy or bypassing the required routing contract. No upstream policy edits were made and no retry schedule remains active.

Validation: make check PASS (757 tests), make package-check PASS, make audit PASS; exact-head Forgejo CI run #2039 / actions run 62 SUCCESS: https://forgejo.creatidy.com/Creatidy/creatidy-kernel/actions/runs/62. Worktree clean; PR open/unmerged; issue open.

Ledger totals: valid whole-PR reviews=1 (REQUEST_CHANGES on prior head); remediation_used=1/10, remaining=9. This valid no-selection outcome consumes no remediation cycle. Original reviewer session was completed and removed; its recurring check cancelled. No merge/main/release/deployment changes. Validation: `make check` PASS (**757 tests**), `make package-check` PASS, `make audit` PASS; exact-head Forgejo CI run #2039 / actions run 62 SUCCESS: https://forgejo.creatidy.com/Creatidy/creatidy-kernel/actions/runs/62. Worktree clean; PR open/unmerged; issue open. Ledger totals: valid whole-PR reviews=1 (REQUEST_CHANGES on prior head); remediation_used=1/10, remaining=9. This valid no-selection outcome consumes no remediation cycle. Original reviewer session was completed and removed; its recurring check cancelled. No merge/main/release/deployment changes. Not READY_FOR_HUMAN until fresh whole-PR review succeeds at the current head.

OWNER_MODEL_OVERRIDE: next independent whole-PR review

Owner decision received 2026-09-28T09:59:23Z explicitly overrides automated reviewer routing for this boundary. Reviewer: Z.ai / GLM-5.3, no OpenAI, Flash, Highspeed, other model or fallback. The prior automated no-selection is historical routing evidence only: not a substantive review, no remediation cycle consumed, no invalidation of the implementation head.

Verified current PR #28 through Forgejo MCP and canonical Git transport: head 0dbbff381306596bb947155cda518d70570eda00; base develop at 367b617c87569080e99c46af7cd4cfefd116e4e2. Clean local checkout matches. No implementation edits for the routing refusal. Exact-head CI #2039 remains SUCCESS; existing local gates at this unchanged head remain make check 757 passing tests, package-check and audit PASS.

This is an owner-selected reviewer, not a Scarcity Router selection. No new automated routing call will be made for this boundary. No changes to Scarcity Router repository, config, deployment, policy, peak-hours/reservations, runtime state, issues or PRs are authorized or made; reconciling Router state is out of scope.

Current Agent Manager catalog offers exact model name GLM-5.3 under the documented Z.ai harness provider zai-coding-plan. The model/provider override will be explicit. Owner did not specify a reasoning variant; no new variant override will be invented. Actual harness resolution will be recorded separately before review evidence is accepted.

Launch a fresh read-only whole-PR context against the current Issue #11 acceptance contract, without the implementer conversation or a previous verdict supplied as authority. Require exact-head findings and a substantive verdict separate from Forgejo persisted review state. On APPROVE with zero blockers plus unchanged green validation/CI, record READY_FOR_OWNER_MERGE; otherwise continue same-PR remediation. No merge.

State: automated route NO_SELECTION (historical); owner override AUTHORIZED; actual dispatch PENDING; verified reviewer model PENDING; current-head verdict NOT_RUN; persisted current-head review absent. Ledger remains valid full reviews=1, remediation_used=1/10.

READY_FOR_OWNER_MERGE

PR #28: #28
Exact approved/current head: 0dbbff381306596bb947155cda518d70570eda00
Base: develop at 367b617c87569080e99c46af7cd4cfefd116e4e2

Re-verified through canonical Git transport and Forgejo MCP after review: both SHAs unchanged, local checkout clean, PR open and unmerged. No implementation change was made for the owner override or automated-routing refusal.

Review Cycle 2: Separate Evidence States

Evidence Verified state
Automated routing Historical NO_SELECTION at this head; not a substantive review and consumed no remediation cycle
Explicit owner choice OWNER_MODEL_OVERRIDE, Z.ai GLM-5.3 only, recorded in issue comment12594; not represented as a Router selection
Actual dispatch One fresh local reviewer session ses_f18898d77ffeGgpvhUgPGovCuw, request am-1790589694495-94a2yu; no fallback or explicit variant override
Verified reviewer model Agent Manager explicitly resolved GLM-5.3 (zai-coding-plan); literal evidence PR comment12598, independently cross-checked by reviewer
Substantive verdict APPROVE, 0 blocking findings, complete PR reviewed at the exact current head
Forgejo persisted review COMMENT, review #654, commit_id exactly matches current head, stale=false; shared author account prevents formal approval state

Independent review: #28 (comment)

The reviewer assessed the entire current acceptance contract, not merely the prior finding: public D-057 handling and strict failures, exact effort/runtime support, immutable Allocation and crash consistency, zero recovery re-selection, Router outage/changed recommendation behavior, requested/resolved/observed separation, attribution/packaging, and unchanged verification/acceptance/successor/AGit semantics. No gateway, shadow policy or unsupported reservation claim. Nonblocking bounded-consumer strictness and documented transport/credential limitations do not require changes or speculative follow-up issues.

Exact-Head Validation

  • make check: PASS, 757 tests, format/lint/BasedPyright/import boundary/secret scan/diff checks.
  • make package-check: PASS, wheel/sdist and distributed LICENSE/NOTICE, isolated dependency-free install and reference replay/export.
  • make audit: PASS, no known vulnerabilities.
  • Reviewer independently reports the same three gates passed at this head.
  • Forgejo CI #2039 / actions run62: SUCCESS, exact SHA confirmed again: https://forgejo.creatidy.com/Creatidy/creatidy-kernel/actions/runs/62

Recommendation evidence, durable Allocation, Runtime identity evidence, Program acceptance and Forge effects remain separate facts in the tests/export/PR; the model-selection override affects only this development review boundary.

Final ledger: valid full reviews=2; remediation_used=1/10; remaining=9. The prior REQUEST_CHANGES on 31bf956 is historical and its blocking receipt/identity defect is resolved and freshly reviewed. Terminal condition READY_FOR_OWNER_MERGE, not integrated/released. Review polling cancelled. Issue remains open, PR remains unmerged; owner integration only. No Scarcity Router calls, repository/config/deployment/policy/runtime-state changes, or Router issue/PR mutations were made under the override. No main, release or deployment changes.
