Goal

Product owner: Scarcity Router for its contracts/artifacts; MI publishes knowledge, Kernel consumes routing. G13/G04/G06/G08/G10. Source: Creatidy architecture v1.0 (2026-10-04), sections 1-5, 7-13, 14-18 via #173. Establish an explicit compatibility and migration discipline with executable producer-consumer upgrade/refusal proofs, without a universal protocol version.

Why and Evidence

Current develop 8d9d4b04bcb23fe19ff702b6209fbcb1537cdf1b already versions machine envelope v1, capacity v3, execution v1, resource/route/audit families, server config/store and worker protocol separately. worker_protocol.py supports (4,3,2,1) and server-first order; top docs still call current v3. Catalog/policy/track artifacts have independent versions; static bootstrap exists. These are useful local foundations, not an agreed Kernel executable-route/MI publication compatibility matrix. #93 parity and release/migration tests do not prove every new cross-product artifact transition.

Scope

Inventory exact public/internal contract families, supported producer/consumer revisions, mandatory/additive/closed-vocabulary semantics and artifact/calibration versions. First use current serializers/parsers/version gates; decide required compatibility boundary for #174 executable contract, #176 MI consumption and #183 state/events. Implement only missing migration/conformance tests/docs/insertion points after owning contract decisions. No public schema version chosen by this issue, no generic migration engine or common DB/broker/service framework.

Acceptance Criteria

  1. Human-readable and tested version matrix distinguishes artifact content/calibration version from schema, source/adapter/harness protocol and package release. Existing REST/MCP/CLI shape and independent execution/worker contracts remain valid where promised.
  2. Producer-consumer fixtures cover supported old/current combinations, unknown major/closed enum, additive fields, missing required semantics and lossy downlevel transport. Reject/refuse safely before effects with actionable upgrade order, not silently default or drop effort/tools/reasoning/provenance.
  3. Catalog/tracks/bootstrap and user config/human overrides have explicit migration/projection authority; no dual public truth or deletion of working bootstrap until MI replacement proof. Snapshot conflicts/expiry and calibration versions remain reconstructible through migration.
  4. Durable config/store migration is bounded/atomic/idempotent, future schema fails safely; rollback/downgrade and retained audit/pins have explicit documented limits. Test old configuration/data including source kinds; never auto-repair unsafe state or erase history.
  5. Public installed package onboarding/service lifecycle/upgrade order consumes these contracts without private creatidy-onprem or checkout-relative assumptions; no unnecessary new always-on services/manual conversion steps.
  6. Deliver exact-revision conformance artifacts and negative migration fixtures, full gates and UX/security-boundary review. Known producer contract unresolved -> named owner/evidence gate, not fictional spec or removal from backlog.

Dependencies, Priority, Reuse and Authority

Foundational contract research before #176 activation and new state/route surface acceptance; owning contracts remain #174/#176/#183, not duplicated here. Cross-product counterpart links at registration: Kernel #11 recommendation consumer; MI #9 bounded proof. New dedicated publication/consumer counterpart not found; link when registered. Refs #173, #93, D-028/D-045/D-053/D-062/D-064.
Reuse strict parser/serializers, worker negotiation, server migration and package checks; prove why existing local paths suffice before adding helpers. External adoption requires exact revision/files/license/attribution, negative compatibility/security tests, dependency/maintenance evidence and separate data/service terms. Priority: dependency foundation, not a release/deploy authorization. Future proof can be synthetic/inference-free; real services/consumer releases, state migration and credentials/effects require separate owner-selected execution. No permission or branch-protection change.

Actual cross-product compatibility/migration owners found at closeout: Creatidy/model-intelligence#13 publication contract and #18 producer artifacts/history distribution; Creatidy/creatidy-kernel#62 installed consumer/state/profile migration. Installed receipts are MI #19 and Kernel #60, coordinated with Router #141/#186. Freeze each owning contract first, prove old/current/refusal/downgrade/rollback combinations, then receive installed producer-consumer artifacts. No universal version/schema is preselected and registered OPEN tasks are not integration evidence.

Pre-implementation eligibility revalidation in SAME /loop2026-10-05T12:38:32Z: read-only current1dae194 version/parser/test inventory completed, no product branch/PR/commit/substantive changes or reviews.

Actual local families remain separate: machine1,capacity3,eligibility/resource/route/execution/audit1,config2 reads1+2,atomicserverstore1→2,localsettings/stores1, worker4 withserver4/3/2/1 butcurrentworkeronly4, catalogcontent5,modelpolicyshape1/content9,trackschema1. Existing compatibility assertions inspected, not newly executed conformance. Inventory found stale current2/6doc entries and missingfuture-policy-schema guard for later owned correction; no blind refactor or partial product workaround.

Fresh directly linked MI #13 is CLOSED with accepted minimum publication/reference/source-critical/utilization contract and pinned-shape conformance, explicitly acknowledged (not treated as missing/unagreed). Current MI2f106e8/Kernel9dfa209 are pinned. MI18/Kernel62 installed/distribution work remains separate. Router #174 executable producer/consumer boundary after175, #176 admitted publication/calibration/bootstrap/freshness policy, and #183 authorized state/event schema remain unfrozen/unimplemented in current architecture/source. Existing core/admin/worker primitives and MI-local proof do not supply those future owning contracts.

Named gate G13_OWNING_CONTRACT_FREEZE: #185 explicitly permits implementation/missing conformance seams only AFTER its owning174/176/183 contract decisions and chooses no public schema itself. Cannot manufacture future ABI/admission/critical authority or bootstrap migration merely to satisfy upgrade matrix. Bounded research is permitted and performed, but does not waive actual conformance criteria.

Under corrected workflow this untouched issue is temporarily ineligible, stays open/unchanged, and returns NONTERMINALLY to full freshSELECT. No whole-loop BLOCKED/STOP, new owner handoff, speculative replacement semantics, new dependency or external mutation. Missing tool/access is not the reason; all inspected canonical paths succeeded.

Fresh evidence reassessment from new /loop2026-10-09T23:49:05Z, canonical Router developedd31326d4abe5cc282adb419cb54c78d4677ec4 / MI938f4160493359f9795c3bda081b065afac96b16. Re-read current body/comments/native dependencies (none) and required MI13/14/15/16/18/19. MI15 source acquisition/publication and MI16/18 accepted scopes actually integrated; exact public publication framing1/payload1+2/utilization1 and explicit1->2 retained-byte migration inspected. Do not inherit historical missing-producer/QUEUE_EMPTY claims.

Existing independently owned Router contract families have actionable compatibility work without inventing future ABI: declared model-policy shape1 is not enforced by selection_app loader; remote envelope1 equality accepts bool/float; composed ServerStore.open does not invoke future-schema refusal. Exact parser/migration tests and existing artifact schema/content distinctions are inside this foundation's accepted research/conformance scope. #185 open state alone cannot gate the repository.

New executable174/MI176/state183 families still require their owning accepted definitions; whole-issue migration/installed acceptance is not proved merely by existing-family work. #174 producer PR204 remains unmerged after mandatory security findings and review-capacity STOP_REVISE, not a missing external producer. MI19 is downstream installed Router176 acceptance, never an upstream implementation prerequisite. This invocation stops for the started174 review bound, not WAIT/QUEUE_EMPTY or inability to investigate185. No185 implementation/approval/closure claimed; no new schema/engine, no external mutations.

Implemented existing-contract compatibility foundation on one scoped branch/commit; independent gates remain open. PR209: BioMedical-IT/scarcity-router#209 . HEAD efc33b09c45d3a94f9fa43b17b2009a8abc4da99; base/merge-base 79795ec99960c442901f729804569138d85a902d.

Current-family tested matrix preserves separate schema/content/calibration/package/adapter meanings. Declared policy/envelope malformed/future versions now refuse before use; shipped unversioned policy and old/current supported projections remain. Store upgrades are atomic/idempotent and recheck under BEGIN IMMEDIATE. Invalid/future history refuses before permission/journal effects, including committed WAL left after abrupt writer exit through read-only preflight; no repair or reverse migration. Local bootstrap, catalog ratings, calibrated minima, overrides and public serialized versions unchanged. Named future174/176/183/Kernel58/199 producer/consumer/retirement gates remain, not claimed solved by185.

Executed sanitized proof: focused1023PASS; full2808PASS/17existing platform/live skips, UVtypes0, whitespace/staged whitespacePASS. Isolated make package-checkPASS verifies wheel/sdist/temporaryinstall/3CLIhelps/catalog5-policy9withoutcheckout/MCPdiscovery/loopbackhealthz/SIGINT/cleanup. Initial package cache miss for hatchling diagnosed and recovered offline using existing approved dependency cache; failed and successful durable receipts retained. No release/deploy/live-provider/platform acceptance claim.

Security-critical trust/store-boundary classification. Default ceiling10, no whole-PR review invoked yet. Exact current audited ordinary APPROVE and separately validated independent direct official Codex gpt-daybreak-blue-latest approval are required before supported canonical merge/integrated acceptance/closure. This is implemented/validated, not approved or complete. #174 and #205 remain explicitly parked; no cross-repository mutation.

Defensive delivery resumed under Adrian's workspace authorization2026-10-12T12:36:43Z. The preserved fix and local regression tests are now committed and normally pushed to existing PR209: HEAD 1bd604fe4d7a0485bcb45a1aabb4e8de72524398, base 79795ec99960c442901f729804569138d85a902d. Five issue-scoped commits/history retained; no rewrite, replacementPR or counter reset.

The actual refused invocation was PRIMARY Kilo agentcode, requested gpt-6.1-sol via provider openai, at2026-10-12T03:42:48.757Z. Native runtime retained APIError, exact cyber_policy, retryable=false. Request ID and HTTP status were not retained. This was not a direct-Codex review, code defect, validation result or review verdict. No rejected request was blindly replayed, access tier changed, mandatory reviewer substituted or safety control circumvented. No credentials, raw rejected prompt or unnecessary fixture payload are published here.

Observed local gates on the preserved defensive source: full2828PASS/18 explicit platform skips/type0/durable exit0; focused183PASS/1skip; full UV-managed types0; whitespace/staged whitespacePASS. Isolated installed-package verificationPASS after correcting only scratch placement outside checkout (the failed independence assertion and successful receipt retained). All receipts now reside in Git-excluded durable workspace storage after temporary-artifact loss.

The task remains rejecting invalid schema objects before retained-state writes while admitting legitimate migration-generated internals. Regression details remain in local tests. Ordinary1–3 requested changes and ordinary4 COMMENT are preserved; consumed4/default ceiling10. Current complete ordinary approval with actual tool/context audit AND mandatory independent direct official Codex gpt-daybreak-blue-latest approval are still absent. PR209 remains open/unmerged; no issue closure, security approval, completion or QUEUE_EMPTY claim. Permitted local validation/platform work continues; any renewed provider refusal will be recorded as the precise external access limitation.

BLOCKED: review-input execution preparation, not a code/test verdict or owner architecture decision.

PR209 remains open/unmerged at HEAD ff4432d19b823ffa6a642ff1dc265b107dfb67a4, base 79795ec99960c442901f729804569138d85a902d. Current local validation is retained: full 2,834 tests/18 explicit skips, managed types zero diagnostics, sync/whitespace/isolated installed-package checks passed. New fixed offline reviewer wrapper also passed 189 tests/1 skip and exact current-source checks.

Two lossless whole-source/Git-diff layouts each measure 1,153,990 bytes before fresh metadata. Their mandatory core alone is 1,075,240 bytes against the unchanged 900,000-byte input cap. Additional exact historical Kernel/Router source closure and original attribution are accounted for separately; nothing was truncated or silently omitted to obtain a review.

A third bounded official-source/no-auth actual-CLI MCP investigation found a supported direct-only namespace candidate, but did not demonstrate runtime reads: the one synthetic request advertised zero tools and ended with a failed turn. Direct fixture denials are not official execution proof. The unchanged protected packet-only operator cannot use that candidate without a separately bounded, verified source/completeness/event integration. Stable adjudication, security model, input limit and safety controls were not changed.

All six consumed reviews remain counted under ceiling10; four remain. Ordinary7/security8 are still unreserved. Both current-object approvals remain absent. No paid request or review ordinal was consumed by this preparation, and no merge/issue closure is authorized.

The full canonical 15-issue queue and relevant dependency/accepted producer revisions were refreshed. This started delivery is preserved, not silently skipped; #174/PR204 and #205/PR206 remain parked with their histories intact. No QUEUE_EMPTY or whole-program inactivity claim.

Original owner continuation mandate, workspace message 2026-10-12T17:25:41Z. Published by kilo as a transcript of Adrian's direct instruction, not as a directly owner-authored Forgejo comment. Six consumed review ordinals and all historical records remain preserved.

Resume SR #185 / PR #209 using the existing native Kilo reviewer mechanism.

The owner explicitly authorizes continuation of this delivery and subsequent /loop execution.

Do not serialize the repository, full diff, or source files into the reviewer prompt.

  1. Prepare the exact clean, read-only PR checkout.
  2. Verify that the existing pr-reviewer subagent can access this checkout using its already authorized read, glob, grep and Git inspection tools.
  3. Launch a fresh independent Kilo session using task with subagent_type: pr-reviewer, background: false, and no task_id.
  4. Supply only the PR URL, exact HEAD/base, checkout location and canonical acceptance references.
  5. Let the reviewer independently inspect the complete PR, reading source files incrementally as needed. Preserve full-PR coverage and review independence.
  6. Do not pass previous findings, implementation reasoning, or a requested verdict.
  7. If mandatory Daybreak security review is required, run it separately through direct Codex CLI with access to the frozen read-only checkout. Do not paste the entire repository into its input.
  8. Preserve all six consumed review ordinals. Reserve a new ordinal only for an actual whole-PR review dispatch, after verifying the execution path.
  9. After valid required approvals, merge PR #209, verify acceptance, close #185 and automatically continue /loop.

If the reviewer cannot read the checkout, identify the exact failing tool/path/permission. Do not invent a new launcher, change architecture, or create a maintenance PR without concrete evidence that the existing mechanism cannot work.

Do not terminate with a progress-only message. Execute the authorized steps.

Workspace: /home/adrian/workspace/scarcity-router. Exact standalone read-only checkout: .review-evidence-180/issue185-frozen-0bf9bf1. Source and Git metadata are filesystem read-only; clean exact HEAD/merge-base verified, seven issue-scoped commits, no synchronization merge, no remote/alternates/object hardlinks. Existing native pr-reviewer read/glob/grep/Git tools were demonstrated against the preceding immutable checkout; this checkout uses the same authorized workspace/tool mechanism.

Incremental complete full.patch, patch-catalog.json and patches/: .review-evidence-180/issue185-review8-provenance/. These are locally readable Git-object evidence, not prompt serialization or scope limits. Source chunks of at most 400 lines keep individual tool results manageable. Discover existing paths with Read/glob before opening them; do not infer filenames or rely on transient cleanup directories.

Use existing single allowlisted Git calls with workdir set explicitly to the frozen checkout. Native examples: git status --short before and after inspection; git rev-parse HEAD; git rev-parse --abbrev-ref HEAD; git merge-base 79795ec99960c442901f729804569138d85a902d 0bf9bf1c39fe7d718360ffdfa6bcb03c970eba76. No chaining, git -C prefixes, git branch, shell listings, credential-bearing configuration/remotes or write commands. Per-file Git diff/show or the locally readable full/per-file patches provide complete source-delta evidence.

Existing fixed offline validation command: uv run --no-sync python tools/test_runner.py, workdir .review-evidence-180/issue185-review8-safe. Continuation outcome: existing native reviewer access works; PR209 remains open/unmerged at 0bf9bf1c39fe7d718360ffdfa6bcb03c970eba76, base 79795ec99960c442901f729804569138d85a902d.

Both exact-checkout access probes successfully used authorized read/glob/grep/Git tools. Fresh foreground ordinary7 used references-only input and returned COMMENT. Its cold-sidecar uncertainty was investigated offline with synthetic data; the resulting four-line owned-sidecar guard and regression tests were committed normally as 0bf9bf1. No repository/source/diff was pasted into reviewer prompts and no maintenance PR or replacement launcher was created.

Current validation passed: full 2,836 tests/18 explicit skips, zero UV-managed type diagnostics, locked development sync, whitespace and isolated installed-package gates; independently executed exact-source focused validation 191 tests/1 skip. Source and reviewed checkout are clean/read-only.

Fresh foreground ordinary8 returned APPROVE/findings[]. Its actual 115-call context/tool audit nevertheless remains NONPASS: one compound Git attempt was permission-denied; a completed source-diff call had conflicting display/metadata output; a parent directory scope was omitted from the projection; final clean status was followed by HEAD/merge-base checks rather than the strict status-last ordering. No failed audit was silently waived or reordered, so this verdict is not valid merge approval.

Separate direct official Codex source-path preparation diagnosed Responses Lite tool declarations and demonstrated native Code Mode, but the bounded frozen configuration had shell_tool=false and exposed no file/Git reader. Exact limitation: MODEL_VISIBLE_NATIVE_SOURCE_READER_UNAVAILABLE_WITH_SHELL_DISABLED at /source/benign.txt. This is configuration-specific, not proof that standard native CLI reading cannot work. No native source-read/credential-denial proof, production capture binding or Daybreak security review was completed. No security/model substitution, tier change, safety weakening or paid experimental inference.

Eight of ten whole-PR reviews are consumed; nine and ten remain unreserved. Both a valid current audited ordinary approval and mandatory Daybreak approval are still missing. Bounded technical recovery is exhausted for the current setup; state is BLOCKED, not code rejection, READY_TO_MERGE or QUEUE_EMPTY. Current source and all history/counters are preserved; no merge/closure or silent skip to another started delivery. The fresh 15-issue canonical queue was checked, and parked #174/#205 remain untouched.

Manual Daybreak Security Review Authority and Timing

For this #185 / PR #209 delivery and subsequent Scarcity Router work, the implementation agent must NOT launch Daybreak automatically. Adrian will personally run the mandatory independent security review through the official Codex CLI using a separate review prompt prepared by ChatGPT. The security review is deferred until all other authorized implementation, testing, remediation and ordinary review work for the selected issue is complete. This changes reviewer invocation authority and timing, not the mandatory security acceptance requirement.

Continue #185 only: complete remaining in-scope implementation/remediation; focused and full validation; verify ordinary reviewer access and actual tool-audit compliance; then obtain one fresh ordinary independent whole-PR APPROVE. Preserve all six earlier consumed ordinals and current #185 counter history; eight ordinals are currently consumed. Reserve #9 only for a verified actual ordinary whole-PR dispatch; leave #10 unreserved for Adrian's manual Daybreak review. Do not invoke Codex/Daybreak, substitute Luna, or claim security acceptance. Do not merge before validated manual security approval.

After non-security work is complete, hand off exactly READY_FOR_OWNER_SECURITY_REVIEW, including PR URL, exact HEAD/base/merge-base, complete validation evidence, ordinary verdict and audit validity, remaining capacity, and unresolved limitations. Owner will obtain the standalone Daybreak prompt from ChatGPT, run the review personally and provide its result for final acceptance. Do not start another issue or /loop cycle while #185 still has executable work. Preserve the product scope. Permanent workflow documentation is a separate reviewed maintenance delivery.

PR209 0bf9bf1c39fe7d718360ffdfa6bcb03c970eba76 over base/merge-base 79795ec99960c442901f729804569138d85a902d, open/unmerged. Ordinary8 returned APPROVE/findings[], but its actual audit is NONPASS and cannot authorize handoff or merge. No source defect is currently established from that review; all its specific audit problems and prior reviews remain preserved. Seven-of-ten review history was reserved before8, so actual consumed count is eight; #9 ordinary/#10 owner security are the last slots. This decision authorizes continuation only within these exact rules; it does not waive actual audit compliance or the security gate.

Owner-decision addendum (same direct 2026-10-12T19:44:01Z message): Adrian is switching the primary Kilo implementation model to GPT-6 Luna. The exact original user decision text, including this model switch, is retained as excluded operational evidence at .review-evidence-180/issue185-owner-decision-1944/owner-message.txt, SHA-256 0120cd306359b7140ccd37475d0f134ec76d18b5111937662960d25752cc22c6. This does not change or satisfy the independent Daybreak security review; only Adrian invokes it manually at the deferred handoff after all non-security issue work.

Exact filesystem-read-only checkout /home/adrian/workspace/scarcity-router/.review-evidence-180/issue185-frozen-0bf9bf1. Seven normal commits,17 changed paths,zero merges,no remotes/alternates/hardlinks.

Complete Git delta: clone proof /home/adrian/workspace/scarcity-router/.review-evidence-180/issue185-review8-provenance/clone-proof.json; patch catalog /home/adrian/workspace/scarcity-router/.review-evidence-180/issue185-review8-provenance/patch-catalog.json; patches01-17 under /home/adrian/workspace/scarcity-router/.review-evidence-180/issue185-review8-provenance/patches/. Read each patch and every file below completely per exact range/catalog; byte, line and file hashes are independently verified. Patch14 is two exact chunks1-600 and601-1220. No source/diff/repository serialization into prompt.

Current HEAD source: plan /home/adrian/workspace/scarcity-router/.review-evidence-180/issue185-review10-preparation/review10-head-source-plan-v2.json contains each of17 changed files, pinned blob/hash, full line count, bounded disjoint line chunks. Follow these ranges exactly. Do not merge two chunks, read full file then overlapping ranges, or reread an already-covered interval. In particular server_store.py uses chunks1-429,430-741,742-1151,1152-1174; do NOT extend chunk742 through1174 and then repeat1152-1174.

External sources: /home/adrian/workspace/scarcity-router/.review-evidence-180/issue185-review10-preparation/review10-selected-source-index-v3.json lists24 exact current pinned source/license files plus four separate source revision/tree attestations and their byte-sized ranges. Read their raw source bodies and provenance independently under /home/adrian/workspace/scarcity-router/.review-evidence-180/issue185-public-security-authorities/producers/mi/ and /home/adrian/workspace/scarcity-router/.review-evidence-180/issue185-public-security-authorities/producers/kernel/. Root index or implementer summaries do not substitute for reading the files. Upstream publisher authenticity/tests, installed runtime and consumer adoption remain NOT PROVEN. Omitted41 files and unrelated primary-comment narratives are not in scope.

Historical local source: exact sibling manifest /home/adrian/workspace/scarcity-router/.review-evidence-180/issue185-review7-fit/final-required-additions.json; the sibling is not inside required-additions/. There is no required-additions.json. The authorized source roots are /home/adrian/workspace/scarcity-router/.review-evidence-180/issue185-review7-fit/required-additions/kernel-historical/ and router-head/; read only the exact files enumerated by final-required-additions. In particular router-head/NOTICE DOES NOT EXIST and must not be guessed. Notices are at the explicitly catalogued historical/current Kernel source paths. kernel-historical/core/resources.py is59 lines; read once, without a second out-of-range offset.

Validation: root-attested exact HEAD full-gate receipt /home/adrian/workspace/scarcity-router/.review-evidence-180/issue185-review8-provenance/receipts/owner-final-full.exit.json and source-binding owner-final-full-root-attestation.json record make-check exit0,2836 tests/18 skips,types0 and pre/post source hashes. It is a parent-run gate, not child-run full suite. Fixed root-approved focused validation source is /home/adrian/workspace/scarcity-router/.review-evidence-180/issue185-review8-safe/tools/test_runner.py; inspect fully before exactly uv run --no-sync python tools/test_runner.py in workdir .review-evidence-180/issue185-review8-safe. It uses synthetic home/tmp/cache, read-only source/dependencies, no network and a unique generated safe receipt. Parent verifies stdout path/hash/exit/head/base; reviewer must NOT read generated receipt or its directory.

Exact allowed test commands: .kilo/agents/pr-reviewer.md frontmatter remains unchanged in this PR. Its special command PYTHONPATH=. UV_OFFLINE=1 UV_NO_SYNC=1 uv run --no-sync python -m unittest tests.test_workflow_contract.WorkflowContractTests.test_private_repository_review_uses_exact_mcp_and-local-evidence -v applies only when the reviewer contract itself changes; it does NOT change in PR209, so do not run it here. Running it on the frozen read-only clone tries to create .venv and fails. Do not improvise/execute ad-hoc unittest commands or try writes. The exact fixed focused wrapper above is the applicable independent read-only check; full validation is separately root-attested. Other exact frontmatter test commands are allowed only if their preconditions/environment exist; frozen checkout remains read-only.

Tool directories: the manifest includes read/glob/grep within both frozen scarcity_router/ and frozen tests/ source roots; grep in tests/ is permitted for exact manifested source files. This supersedes the overly narrow previous note restricting grep only to scarcity_router. Glob/grep do not permit access outside these roots or broad workspace listing.

Forgejo scope: Repo15, PR209, issue185, owner comments16811/16841 and this environment note16849; and exactly the direct-linked issue IDs173/93/174/176/183 that appear in the selected issue body. Every linked object is individually Root-snapshotted by id/URL/body/author/timestamp/digest and enforced by the audit. No other object, comment, search/list, repository or cross-repo request.

Frozen README/Git: read README only from absolute /home/adrian/workspace/scarcity-router/.review-evidence-180/issue185-frozen-0bf9bf1/README.md lines1-10; never use workspace-root README. Git calls are one exact allowlisted command per Bash call with frozen checkout workdir, in order: git status --short; git rev-parse HEAD; git rev-parse --abbrev-ref HEAD; git merge-base 79795ec99960c442901f729804569138d85a902d 0bf9bf1c39fe7d718360ffdfa6bcb03c970eba76; git diff --stat 79795ec99960c442901f729804569138d85a902d 0bf9bf1c39fe7d718360ffdfa6bcb03c970eba76; git log --oneline 79795ec99960c442901f729804569138d85a902d..0bf9bf1c39fe7d718360ffdfa6bcb03c970eba76. Recheck HEAD/merge-base, then git status --short as FINAL Bash/Git call. No chains/operators, other Git flags, ls/remote/config/credentials, full Bash diff or commands outside frontmatter.

No directory Reads/listings; no evidence Glob/Grep; only exact file paths above/indexed. The actual tool/capture audit requires full byte-bound patch/source reads, no overlap, exact object/output hashes, permitted exact commands and correct wrapper receipt custody. Missing file/output/capture, command error, unlisted path, line gap/overlap, stale refs or finding remains NONPASS. These instructions do not waive independence, audit or security requirements.

Omitted41 files and unrelated primary-comment narratives are not in scope. **Historical local source:** exact sibling manifest `/home/adrian/workspace/scarcity-router/.review-evidence-180/issue185-review7-fit/final-required-additions.json`; the sibling is not inside `required-additions/`. There is no `required-additions.json`. The authorized source roots are `/home/adrian/workspace/scarcity-router/.review-evidence-180/issue185-review7-fit/required-additions/kernel-historical/` and `router-head/`; read only the exact files enumerated by final-required-additions. In particular `router-head/NOTICE` DOES NOT EXIST and must not be guessed. Notices are at the explicitly catalogued historical/current Kernel source paths. `kernel-historical/core/resources.py` is59 lines; read once, without a second out-of-range offset. **Validation:** root-attested exact HEAD full-gate receipt `/home/adrian/workspace/scarcity-router/.review-evidence-180/issue185-review8-provenance/receipts/owner-final-full.exit.json` and source-binding `owner-final-full-root-attestation.json` record make-check exit0,2836 tests/18 skips,types0 and pre/post source hashes. It is a parent-run gate, not child-run full suite. Fixed root-approved focused validation source is `/home/adrian/workspace/scarcity-router/.review-evidence-180/issue185-review8-safe/tools/test_runner.py`; inspect fully before exactly `uv run --no-sync python tools/test_runner.py` in workdir `.review-evidence-180/issue185-review8-safe`. It uses synthetic home/tmp/cache, read-only source/dependencies, no network and a unique generated safe receipt. Parent verifies stdout path/hash/exit/head/base; reviewer must NOT read generated receipt or its directory. **Exact allowed test commands:** `.kilo/agents/pr-reviewer.md` frontmatter remains unchanged in this PR. Its special command `PYTHONPATH=. UV_OFFLINE=1 UV_NO_SYNC=1 uv run --no-sync python -m unittest tests.test_workflow_contract.WorkflowContractTests.test_private_repository_review_uses_exact_mcp_and-local-evidence -v` applies only when the reviewer contract itself changes; it does NOT change in PR209, so do not run it here. Running it on the frozen read-only clone tries to create `.venv` and fails. **Tool directories:** the manifest includes read/glob/grep within both frozen `scarcity_router/` and frozen `tests/` source roots; grep in `tests/` is permitted for exact manifested source files. This supersedes the overly narrow previous note restricting grep only to `scarcity_router`. Glob/grep do not permit access outside these roots or broad workspace listing. **Forgejo scope:** Repo15, PR209, issue185, owner comments16811/16841 and this environment note16849; and exactly the direct-linked issue IDs173/93/174/176/183 that appear in the selected issue body. Every linked object is individually Root-snapshotted by id/URL/body/author/timestamp/digest and enforced by the audit. No other object, comment, search/list, repository or cross-repo request. **Frozen README/Git:** read README only from absolute `/home/adrian/workspace/scarcity-router/.review-evidence-180/issue185-frozen-0bf9bf1/README.md` lines1-10; never use workspace-root README. Git calls are one exact allowlisted command per Bash call with frozen checkout workdir, in order: `git status --short`; `git rev-parse HEAD`; `git rev-parse --abbrev-ref HEAD`; `git merge-base 79795ec99960c442901f729804569138d85a902d 0bf9bf1c39fe7d718360ffdfa6bcb03c970eba76`; `git diff --stat 79795ec99960c442901f729804569138d85a902d 0bf9bf1c39fe7d718360ffdfa6bcb03c970eba76`; `git log --oneline 79795ec99960c442901f729804569138d85a902d..0bf9bf1c39fe7d718360ffdfa6bcb03c970eba76`. Recheck HEAD/merge-base, then `git status --short` as FINAL Bash/Git call. No chains/operators, other Git flags, ls/remote/config/credentials, full Bash diff or commands outside frontmatter. No directory Reads/listings; no evidence Glob/Grep; only exact file paths above/indexed. The actual tool/capture audit requires full byte-bound patch/source reads, no overlap, exact object/output hashes, permitted exact commands and correct wrapper receipt custody. Missing file/output/capture, command error, unlisted path, line gap/overlap, stale refs or finding remains NONPASS. These instructions do not waive independence, audit or security requirements.

Correction/update to prior status note #16876: the previously resumed read-only audit task has now returned its terminal result. This new issue comment is a Kilo-authored audit/status transcription, not an owner comment or approval.

The same ordinary9 child was not rerun or redispatched. Final actual context/tool audit is NONPASS: its exact selected-child memory-only export contained 156 completed calls, but reported 36 route violations (13 outside workspace scope, 17 unlisted Git option, 5 unlisted/invalid object, 1 source directory not attested); five unlisted issue reads were #173, #93, #174, #176, #183. Required owner/reference comment16848 was not fetched. The closed byte-catalog projection recorded 135 violations across74 calls (67 paths not in catalog, 61 read outputs not bound to catalog bytes, 7 directory paths not framed); patch line-range coverage accounted for 0/17 patches while 33 frozen-source reads occurred. This is an audit failure, not a finding that the reviewer saw no patch content.

The exact fixed validation-wrapper event/receipt check passed: source read first, durable receipt existed, digest matched wrapper output, exit0 and exact HEAD/base matched. Audit metadata confirms actual child result COMMENT, empty-findings marker, no approval marker, cited external-source/adoption and prior test binding limitations, and no security verdict. The child was pr-reviewer, no model override, root parent. Session metadata reports gpt-6-luna/OpenAI/max, but effective runtime identity is not asserted. The exact 143-byte owner-source excerpt was byte-verified against the retained root user message and Kilo transcript; correcting this provenance did not fix the actual tool/scope/catalog violations. Auditor's54 synthetic tests are not whole-child audit acceptance.

Final exact-HEAD full gate remains PASS at 0bf9bf1c39fe7d718360ffdfa6bcb03c970eba76 over base/merge-base 79795ec99960c442901f729804569138d85a902d: 2,836 tests/18 skips, managed types0/0/0; log SHA 886eca23a287902ff7830375bb991c7a9f6ed1ff3d4718dbbfac68cbde2cc085, receipt SHA 6f518d71c674582ce8440f3db1fbec785b9a6315c44efd0afb30b8a5bef696fc. No source changes. Root had already refreshed Repo15/PR209/issue185 after prior comment16876, confirming exact open/unmerged refs; this audit task itself made no Forgejo/Git writes.

Therefore review9 is consumed and remains COMMENT, not the required ordinary APPROVE; actual audit is NONPASS. Ordinal10 remains exclusively Adrian's manual Daybreak slot, not available for an ordinary retry. No Codex/Daybreak was invoked, no review capacity reset, no merge or issue closure occurred. PR209/#185 remain open at the exact refs above. READY_FOR_OWNER_SECURITY_REVIEW is not authorized until the ordinary approval/audit gate is valid; current ceiling/owner-reserved slot leaves no authorized ordinary attempt.

One-time #185-only whole-PR ceiling exception: maximum11, preserve ordinal outcomes1-9. Ordinal10 is reserved for a fresh independent ordinary Kilo whole-PR review. Ordinal11 is reserved for Adrian's later manual Daybreak security audit through official Codex; the implementation agent must not invoke Codex/Daybreak automatically. Security acceptance remains mandatory; do not merge or close before the validated owner-provided security result.

Before reserving10, root must classify the actual review9's exact trace/capture/audit violations, distinguish unauthorized actions from evidence/capture/false-classification issues, and verify a permitted independent native read/glob/grep/individual-Git inspection and a correctly recognizing actual audit without repository serialization, permission broadening or acceptance weakening. Complete those as non-whole-PR preflight only; don't consume10 yet. Revalidate current canonical PR209/HEAD/base and clean checkout and validation receipts. If the existing mechanism can work, correct only preparations/instructions within authority, then use one fresh references-only ordinary10 with full exact-checkout inspection. Require exact-head/base APPROVE/findings[] plus actual tool-audit PASS. If all nonsecurity work succeeds, handoff READY_FOR_OWNER_SECURITY_REVIEW and preserve11 for Adrian. Failure remains an explicit handoff blocker. Never dispatch12, reset/extend the cap, substitute a reviewer/security model, merge, close, or create a workaround launcher/maintenance PR absent verified need. This does not change PR product scope.

Ordinal10 final status, Kilo-authored transcription from the fresh task/audit (not a direct owner comment). PR209 remains open/unmerged at HEAD 0bf9bf1c39fe7d718360ffdfa6bcb03c970eba76, base/merge-base 79795ec99960c442901f729804569138d85a902d.

Fresh foreground pr-reviewer review10 at exact refs returned COMMENT, findings=[], no security result. Ordinal10 is consumed and not reusable. Actual strict postcall audit is NONPASS; no APPROVE/READY or merge is justified.

Exact tool/audit causes:

  • One completed unallowlisted direct uv run ... unittest attempt exited before tests because the frozen checkout is read-only and uv tried to create checkout-local .venv (Permission denied). It ran no tests and did not change source. The separate fixed approved isolated wrapper did pass exit0/191 tests/1 skip, with durable matching receipt.
  • A Read call requested missing/unlisted .review-evidence-180/issue185-review7-fit/required-additions/router-head/NOTICE; call call_80f5d536ff374a9fb3684eac4e5b9638, source-directory/catalog route NONPASS. No file contents were obtained.
  • Child Read the dynamically created fixed-wrapper receipt .../issue185-review8-safe/receipts/invocation-1791857018462796609.json. The parent verified its stdout path/digest/exit0/ref match, but this per-run file was not in the pre-dispatch catalog and child receipt reads were expressly excluded. Two closed-catalog violations; future tasks must use the receipt stdout reference and parent-side validation only.
  • Reviewer also read tests/ with grep although comment16849 narrowed grep to frozen scarcity_router; the exact audit manifest allowed tests and its root route reported no violation. This is an environment-instruction/manifest mismatch, not an unauthorized path. A duplicate server_store.py range reread overlapped lines1152-1174 after complete catalog-matched source reads; redundant/instruction noncompliance, not source corruption; the auditor did not claim it caused a route failure.
  • Exact issue/owner/current-reference snapshots matched; all17 complete Git patches had full byte/line binding and zero gaps. Reviewer did not independently inspect raw pinned MI/Kernel source bodies/provenance; full make check was root-attested, not child-run.

Final exact-HEAD validation remains passed: root owner-final make check 2,836 tests/18 skips/type0; focused wrapper 191/1 exit0; sync/types/package/whitespace receipts pass; checkout clean and develop still797.

The one-time ceiling11 remains authoritative: ordinals1-10 are consumed, with #10 COMMENT/no findings but audit NONPASS. #11 remains exclusively Adrian's manual Daybreak review; no automatic Codex/Daybreak was run. No review12, reset, source change, merge or issue closure. One-time #185-only ceiling12, preserving all ordinal results1-10. The prior allocation is superseded: #11 is a fresh independent ordinary Kilo whole-PR review; #12 is reserved solely for Adrian's later manual Daybreak/Codex review. The implementation agent must not invoke Daybreak. Do not merge/close before the validated owner-provided security approval; never dispatch13 or reset.

Before any #11 dispatch, prepare only: classify #10 exact trace/permissions, align fixed test commands with .kilo/agents/pr-reviewer.md, enumerate files actually present at frozen HEAD (do not assume router-head/NOTICE), keep generated receipts parent-verified and outside child catalog, prove complete17-patch and relevant source inspection, provide pinned MI/Kernel source bodies/provenance, align tests/ grep authorization with actual manifest, and exercise synthetic positive/denied/missing/generated-file audit traces. No whole-PR review or ordinal during preparation. Keep current selected product scope unchanged; do not add a launcher or maintenance PR.

Only when native pr-reviewer/audit preflight is verified may #11 be reserved/dispatched with a fresh references-only session. Require exact current HEAD/base, complete whole-PR inspection, actual tool-audit PASS, APPROVE/no findings. If successful and no work remains, return READY_FOR_OWNER_SECURITY_REVIEW leaving #12 for Adrian. Any failure is preserved and reported; PR209/#185 stay open, no merge or closing. This new capacity authorization changes only this selected delivery's bounded review orchestration and not its product acceptance/security requirements.

If successful and no work remains, return `READY_FOR_OWNER_SECURITY_REVIEW` leaving #12 for Adrian. Any failure is preserved and reported; PR209/#185 stay open, no merge or closing. This new capacity authorization changes only this selected delivery's bounded review orchestration and not its product acceptance/security requirements.

Kilo status update after owner decision #16956 and preparation. PR209 remains open/unmerged at HEAD 0bf9bf1c39fe7d718360ffdfa6bcb03c970eba76, base/merge-base 79795ec99960c442901f729804569138d85a902d. Review10 is consumed, returned COMMENT with findings[]; actual audit NONPASS. No verdict/security result was upgraded.

Preparation: exact access-only native audit pass proved17/17 patch lines and bytes, closed catalog0, direct references exact, fixed runner receipt and allowed individual Git workflow. Synthetic audit tests113 pass, covering positive reads, denied/missing objects, owner/environment separation and generated receipt exclusion. This was a general Kilo access-preflight, NOT an independent review or ordinal.

Actual review10 audit failure:

  • The only Bash allowlist failure was the .kilo/agents/pr-reviewer.md source-only contract unit-test command. It is indeed listed in that frontmatter, but its stated precondition (reviewer contract changed) is not met by PR209 and the frozen per-PR audit manifest only authorized the fixed runner. It failed before test execution because uv tried to create .venv in the read-only checkout. No test ran and no source changed. This is a frontmatter-vs-selected-manifest/conditional-applicability mismatch plus read-only infrastructure denial, not an undisclosed command or product defect. Earlier status text calling it simply “unallowlisted” was imprecise; this note corrects that classification.
  • A Read requested nonexistent/unlisted .review-evidence-180/issue185-review7-fit/required-additions/router-head/NOTICE (call_80f5d536ff374a9fb3684eac4e5b9638). It did not exist; no bytes were obtained. Root-pinned Notices are under the selected Kernel sources, not router-head.
  • The child reread the dynamically generated focused-test receipt from its directory. Parent stdout/path/hash verification passed, but the child receipt itself is deliberately outside the pre-dispatch source catalog. It created closed-catalog violations; future reviews must not read the generated receipt.
  • Reviewer reported Grep under tests/ as conflicting with the prior narrow environment note; the exact frozen manifest permitted tests/ grep and root audit reported no route violation. The earlier note was too restrictive, now corrected.
  • Reviewer reread overlapping server_store.py lines1152-1174 (calls39-42) after coverage had already read them. Exact bytes still matched; redundant overlapping read was an instruction deviation, not content corruption. The immutable audit did not flag it.
  • No external producer MI/Kernel source bodies/provenance were independently inspected by review10, despite now-available sources. The full 17 patch reads remain complete and byte-bound.

Final root validation remains PASS at exact HEAD0bf9: make check 2,836 tests/18 skips/types0; focused191/1; locked sync, package, whitespace receipts pass. No source changes. Ordinals1-10 are consumed; #12 is preserved for Adrian's manual security audit; no Codex/Daybreak, merge or issue closure.

The direct owner decision #16956 authorizes one-time ceiling12 and #11 ordinary/#12 owner-manual. However the higher-priority repository D-069/AGENTS instruction supplied to this assistant imposes a hard maximum10 and explicitly forbids dispatching review11. The assistant cannot obey the #11 launch portion or issue READY_FOR_OWNER_SECURITY_REVIEW. PR209/#185 remain open; do not dispatch13 or reset any history.

Owner decision supersession, transcribed by kilo (not a direct owner-authored Forgejo comment). Adrian's direct 2026-10-14 instruction authorizes a one-time ceiling12 exclusively for #185, preserving ordinals1-10 and assigning fresh ordinary review11 then owner-manual Daybreak12. Exact source SHA and full verbatim owner record are in maintenance issue #210 comment17027 and .review-evidence-180/governance-maintenance/owner-decision-2026-10-14.txt (SHA-256 ea6f2d1236827075a1dd853ae1275ad178e62b63761eaa557e943176594a2049). This supersedes the prior #185 ordinal allocation only; it does not waive valid APPROVE/audit gates or the mandatory security review.

No review11 may be dispatched under the currently integrated D-069. #210 must first be approved/merged through its own fresh default-ten delivery; then a fresh execution context must reload canonical instructions and revalidate this PR's exact review history/current objects before the owner-authorized #185 review11. #12 stays Adrian's manual Daybreak gate; implementation agent must never invoke Codex/Daybreak. Current #185 remains open/unmerged at the recorded HEAD/base; the existing #1-10 outcomes remain unchanged. No review13, counter reset, merge or issue closure.

Direct owner review-cap amendment for #185 / PR #209

This is a Kilo-authored canonical transcription, not an owner-authored Forgejo comment. Direct source: Adrian's native answer Authorize all three in the active primary Kilo session ses_ea0104bd7ffe24sCWNMxA400MA, recorded on 2026-10-22. Exact selected answer bytes (UTF-8, no newline) SHA-256: 5a1528341a40b7e46f953769c8eac02dc03d465956978a66ce9bd202efc90ebe. The answer selects the #185 option in the immediately preceding owner question, which explicitly scoped this finite allocation.

Authorized maximum: 14 whole-PR invocations for Issue #185 / PR #209 only. Preserve all #1-11 outcomes. The previous #12 Daybreak reservation remains unconsumed and is not reclassified. Permit #13 as a fresh ordinary whole-PR review; permit #14 only as the separate owner-manual Daybreak security review after a valid #13 APPROVE on the same exact refs. No #15, no reset, no transfer, no automatic Daybreak, and no merge/closure before all gates pass. This supersedes only the previous #185 cap/role sequence.

Validation passed: focused store/guardrail tests 103 passed, 1 platform skip; branch make check 2,838 passed, 18 skipped; integration candidate make check 2,908 passed, 18 skipped; standalone and managed basedpyright; make package-check; locked dev sync; and whitespace checks. No live provider/model inference or actual credentials were used.

Review accounting is unchanged through #12: #1-11 outcomes preserved; #12 remains the prior unconsumed Daybreak reservation and is not reclassified. #13 is now reserved for one fresh ordinary whole-PR review on the exact refs above. #14 remains owner-manual Daybreak only after a valid #13 APPROVE on the same refs. RCA: unauthorized model route during #13

The primary initiated the managed Agent Manager review session ses_e9bc80afaffecRPASbsiuhJVwD for reserved #13. The start request named pr-reviewer-standalone and a worktree but supplied no model, provider or variant; no owner authorized GLM-5.3-Highspeed. The Agent Manager tool contract indicated that omission inherits the exact current-turn model, but the provider error reported an attempted Z.AI GLM-5.3-Highspeed request (HTTP 429, response code 1311: subscription did not include that model). No structured review result or approval was returned.

Root cause: I trusted implicit model inheritance and dispatched the session without independently verifying the resolved model before it could run. The runtime did not expose the resolved model in the session/list result. This is an unauthorized dispatch and a control/observability failure; the evidence does not establish which lower-level Agent Manager/workspace/router setting selected GLM. The named agent profile is not model authorization.

Contributing action: after finding no result, I sent one status-only follow-up while the session showed retry. The supplied error timestamp overlaps that retry period; available native evidence does not prove whether the first review prompt or the follow-up triggered the failed provider request. I should not have sent the follow-up without verified model identity. No further session or model calls were made.

Containment: after the owner alert, an Agent Manager stop attempt reported the session was no longer managed; a subsequent list showed no active session for it. The managed worktree remains unassigned/frozen at integration tree 9970931e36acdc612316a5f11124d3f1b4e8ccc8 for incident inspection; it has no session. The original issue #13 result remains failed/unverified, not an approval. #14 remains ineligible because it requires a valid #13 APPROVE; no #15/reset/transfer is authorized.

No credential, cookie, response-header value or token is retained here. Further Agent Manager/model dispatch for #185 is stopped pending explicit owner direction and a path that verifies the resolved model before inference.

2026-10-24 owner-directed remediation continues on canonical HEAD 8e8fd9f55ee817472ac48605f0dda71dbc294d9c, current develop b2b35bce6678ebc4e393e8c5d78f8c1044f4b119. The existing per-inode validation-descriptor lease already fixes the original raw-close lock-loss in the two preserved focused cases; it is retained rather than reimplemented. Historical source 0bf9bf1c39fe7d718360ffdfa6bcb03c970eba76 was independently exercised in a synthetic child environment with the pending-migration regression: the external writer printed PENDING/COMMITTED before the first transaction released its lock, confirming the P1. No real credentials/data or model inference.

Extended production-path testing found current-schema migration still opens an unnecessary empty write transaction, which can fail its commit under another live reader. Small correction: after strict schema validation, current-version migrate() is a no-op; actual pending migrations retain their original atomic BEGIN IMMEDIATE path. Expanded tests cover successful production second-open under rollback reader; failed production pending migration under rollback writer; failed WAL mode switch under a live writer; WAL reader snapshot plus legal concurrent external commit. Tests assert all seeded committed configuration/provider/client/audit rows plus new commits survive. Full store suite62 passed/1platformskip; final typed/full branch and predicted-merged-result gates follow.

All review history is preserved: #13 failed/unverified, conditional owner-manual #14 remains ineligible; no #15 or new formal review is authorized. This is remediation/validation under the new direct mandate, not inherited approval or permission to merge. No reviewer-workflow changes are being added to this PR.

### PR #209 / Issue #185 — SQLite compatibility and safe migrations

https://forgejo.creatidy.com/BioMedical-IT/scarcity-router/pulls/209

**New maximum: ordinal #16.**

- #1–13: Preserve all consumed outcomes and original history. #13 remains failed/unverified.
- #14: Previously reserved conditional Daybreak review. Explicitly supersede this unused allocation. Do not execute or reclassify it.
- **#15: NEW ordinary independent review**, after current-base validation and exact-HEAD freeze.
- **#16: Owner-manual Daybreak security review through official Codex**, permitted only after valid #15 APPROVE.
- #17 and beyond: NOT AUTHORIZED.

Prior history/reservation-versus-execution distinctions remain intact, including failed/unverified #13 and its model-route RCA in comment18433; no rerun of obsolete diagnostics. #14 remains UNUSED and its old conditional allocation is superseded, not executed or converted into another result. #15 is authorized but NOT reserved/dispatched yet: actual current-base merged-result validation and native source preflight come first. #16 remains pending/ineligible until valid exact-current #15 APPROVE; only Adrian may invoke official Codex gpt-daybreak-blue-latest. No17+, counter reset, stale approval, automatic Daybreak or merge. No production change merely for review. One consolidated owner handoff follows eligible ordinary work on both deliveries.

Ordinary15's actual REQUEST_CHANGES is preserved in PR209 comment18758, fresh native session ses_e90af415bffe3QDMat4VQkM2Gf, reviewed2321660/base57cef82/effective478c25bf. Concrete P2 late-constructor double release was reproduced without altering any reviewed source: after a guard-exit failure with finalizer registered, failed-instance collection allowed external PENDING/COMMITTED through the still-active first transaction. No permissions/reviewer infrastructure change or extra review was used.

The permanent regression then failed on reviewed2321660 in ALL3 RuntimeError/OSError/KeyboardInterrupt cases with that same premature external commit. Test construction needed ordinary fixes (correct class-bound guard hook and forward-reference cast); these were not source defects/model reviews. Scoped correction now makes _cleanup_failed_open consume an existing finalizer exactly once, clear stale instance lease fields and retain the already-safe pre-registration cleanup. No schema/protocol/catalog/public-interface or unrelated code change. New regression asserts actual finalizer registration/consumption, failed-object GC, remaining lease count1, external blocking until commit, and all seeded config/provider/client/audit rows plus both commits preserved.

Green: entire durable-store suite63tests/1skip, standalone basedpyright0 and whitespace PASS in synthetic env. Full branch and CURRENT-base merged gates follow before publication. Source fix is NOT an ordinary approval;15 remains REQUEST_CHANGES, old14 superseded UNUSED,16 still manual-only INELIGIBLE, no17+ authorized. Independent204 ordinary21 has completed; its source refs were untouched during this diagnostic/fix. Corrected source validated; exact remaining owner gate

Final corrected HEAD 4d6bf51ce1e5aa42cf3dc850373fabd8a46bdf45, base 57cef8275b766a6ecf678db83ea88767b061aa21, merge-base 79795ec99960c442901f729804569138d85a902d, effective tree 397a1aac99357d57ec41720a6bb49ca6c21b1822. Canonical identity/refs/labels/history/dependencies re-read after validation, conflict-free and clean. Canonical/effective complete17-path patches both hash dd1c19a18e864010502a3560c8c2f5819e072e83a32a3251ea026cf09e9208b9.

PASS on this ACTUAL corrected current-base merged tree: uv sync --only-dev;248 focused/17skips; full make check2927/18skips; repo+standalone basedpyright0; all package-check stages; whitespace. Branch2841/18skips and store63/1skip also PASS. Seven production lines + one regression method(3 interruption cases) fixed the independently found late-finalizer double release; exact red/green/committed-row evidence in18765 and PR18768. No unrelated production/policy/reviewer change or source-copy infrastructure; transient archives were solely deterministic integration-test execution.

Ordinary15 remains REQUEST_CHANGES at old2321660 (PR209#issuecomment-18758, native ses_e90af415bffe3QDMat4VQkM2Gf, explicit GPT-6.1 Sol/openai/high). Corrected4d6bf51 is NOT independently approved. Old14 superseded UNUSED;16 is manual-only, UNCONSUMED and INELIGIBLE because required15APPROVE did not occur; no17+ authorized. Nothing is counted/reused/reset by remediation.

Owner-decision contract before handoff:

  1. Exact decision: whether to hold corrected209 open, or explicitly grant a new finite issue-specific ordinary/security allocation applicable to the corrected source/current integration base, including disposition of the unusable conditional16.
  2. Owner-controlled because current direct18:38:51Z authority permits only ordinary15 and conditional manual16/max16. It is not a missing tool, source/test access, model-capability or engineering problem; the new finding was corrected autonomously.
  3. Authorized paths completed: genuine native whole-PR15, deterministic negative reproduction, minimal correction, all focused/full current-base/type/package/Git gates; other PR20421 proceeded independently and APPROVED.
  4. They cannot substitute for fresh whole-PR approval after source changes. Reusing15, relabeling consultation/narrow verification, borrowing another issue's budget, executing16 without its predicate or silently making it a combined ordinary review would change owner authority and violate frozen-source/security rules.
  5. Meaningful choices are hold unmerged or explicit new bounded allocation; no permission/default-policy relaxation or invented ordinal is proposed/dispatched. This is a NEW authorization boundary after an actual new finding, not a request to reconfirm the already-used15 grant.

Safe sequencing:204 currently has ordinary21APPROVE/manual22 pending at base57cef82. Once valid owner22 acceptance is verified, integrate204 first where all gates remain satisfied; only then freeze/revalidate209 against resulting develop for any newly owner-authorized review. This avoids consuming fresh209 approval on a base that204's merge would immediately invalidate. No merge or manual Codex invocation has been performed. One consolidated owner handoff is prepared on Issue174, not repeated routine asks.

### PR #209 / Issue #185

- #15: REQUEST_CHANGES — preserve.
- Corrected HEAD: `4d6bf51ce1e5aa42cf3dc850373fabd8a46bdf45`.
- #16: Previously reserved for manual Daybreak. Explicitly supersede its unused role and authorize it as a fresh independent **full correctness and security review** of the corrected implementation.
- #17–18: Authorized for fresh independent reviews after corrections, if necessary.
- **Maximum ordinal: #18.**
- #19+: Not authorized.

No consumed ordinal may be reset or reused.

These allocations replace the previous conditional Daybreak roles for these two deliveries. They do not permit bypassing independent acceptance.

Admitted only for185/209: old manual16 role superseded UNUSED, not executed/reclassified as a consumed result. NEW16 is fresh native Kilo FULL CORRECTNESS+SECURITY, currently unconsumed/not dispatched.17-18 are authorized fresh reviews after corrections; maximum18/no19+. All prior outcomes/reservation distinctions,13failed/unverified,15REQUEST_CHANGES and old14supersededUNUSED remain intact. This removes the prior15APPROVE condition for a manual16 because that unused role is explicitly replaced, not because the defect/test pass is promoted into approval. No Daybreak model is invoked/emulated through Kilo. No generic budget/security policy changes for unrelated deliveries.

Prefer finishing204 first under its new independent security22 exception, canonical /loop integration only after exact acceptance; then reconcile/test this complete corrected delta against resulting NEW develop and freeze exactHEAD/base/merge-base/effective tree before16. Old57cef82/b2b35bc validation does not prove that new merged tree. Reuse actual descriptor/finalizer, owned-schema/migration/rollback/WAL/external-writer/crash/committed-record regressions; no production edit merely for another review.

Security must be explicitly independently assessed in a fresh read-only native D078 conversation; no implementation context/desired verdict/owner relay, no new worktree/environment merely for independence, no permission framework or retired206 code. Correct findings autonomously, validate full gate and use fresh17/18 as necessary; never reuse consumed16 or infer approval from COMMENT/tests. If all exact-current correctness/security/acceptance passes, owner explicitly authorizes canonical /loop merge into develop and scoped integrated acceptance/closure, never main/release/deploy/cross-repo mutation. A gate here does not stop independently eligible204 work.

Owner pause / continue elsewhere — 2026-10-25T06:21:23Z

Original direct USER message in primary native ses_ea0104bd7ffe24sCWNMxA400MA: “skip it and continue, report eventually”. Interpreted conservatively as pausing this current209 transition-race investigation/delivery and selecting independently eligible /loop work, NOT accepting the risk, waiving security or merging an unapproved store implementation. Current HEAD12e54397c58377a2ee8ab5cb7c7f311dfd31bdb7 and developc38c8ae5390e27b9bfb9ae210b76d6efa89a2d36 are unchanged/clean. PR209/Issue185 remain OPEN/UNMERGED/OWNER-PAUSED. Actual16 REQUEST_CHANGES (PR18798, native ses_e8fc15403ffe5PXdkJU4zeUCHK) and the RO->RW concurrent future-WAL/hot recovery finding remain unresolved.17-18 unused/max18/no19+, no reset/approval inference.204 remains accepted/merged/closed atc38c8ae; exact two-delivery no-Daybreak exception unchanged, not generalized.

Targeted technical consultation ses_e8fb11e7cffe1YB2HSpsEqApKD (requestam-1792885580081-cgf5t8, code agent, explicit GPT-6.1 Sol/openai/high) had completed; native final retrieved and session closed. It was NOT a whole-PR review, verdict or ordinal. Source/archive blob b8c5834857 unchanged, unique experiment scratch self-cleaned, no repository/platform mutation.

Useful diagnosis preserved for any future explicitly resumed work: Python3.12.3/SQLite3.45.1 supports NO_CKPT_ON_CLOSE and it prevented refused RW close changing main/WAL; held RO snapshot through RW close also preserved those bytes but not WAL writer exclusion. Unconditional BEGIN IMMEDIATE regresses current-schema concurrent writer opens. A validated RW read->exclusive/zero-row UPDATE bridge retained exclusion across COMMIT and safely refused BUSY_SNAPSHOT in experiments. However no complete checked standard-library handoff was established for pre-existing hot-journal recovery: RW reads/BEGIN can recover before validation; query_only/no-checkpoint do not prevent it. The BUSY-lock bridge has unobservable lock-state and is NOT accepted as a safety contract. SHM immutability, platform/filesystem identity and actual production races were not proven by consultation.

No new production fix was applied, no consultation output is promoted into security acceptance, and no incomplete/recovery behavior change is silently adopted. Existing source/tests/history preserved. Continue fresh full queue/producer-dependency evidence rather than stall on this owner-paused delivery; its activation/integration gates affect only genuinely dependent stages, not unrelated research/implementation.

Resumed by direct owner USER 2026-10-25T21:40:39Z, this primary session ses_e8afdd38cffer1HiFf0ehu6vlk, explicitly scoped to #185/PR209 correction, ordinary independent review17–18/max18/no19+, authorized /loop integration and closure if accepted. Prior pause and all consumed outcomes remain historical; no review dispatched/reset or approval inferred. Fresh canonical HEAD12e54397/base40f2d545/merge-base79795ec; current D078/D081 govern, no per-PR Daybreak. Native16 full finding independently retrieved from original session and canonical18798.

RED reproduced on unchanged production source: new deterministic preflight callback runs an external process to completion before RW open. All8 combinations (future WAL / future commit+hot-journal crash × schema1/2 × production/raw) refuse but change DB and remove WAL/journal, exactly the reported no-effects violation. No sleeps/stress reliance. Data-preservation assertions follow byte checks. This is RO->RW snapshot loss, not established constructor-guard-to-migration root cause; advisory recovery flock alone cannot constrain external SQLite. Narrow retained-snapshot/SQLite-lock handoff under investigation. Separate native technical consultation is not a formal numbered review; no infrastructure redesign or new service.

Local develop fast-forwarded; no direct develop push/history rewrite/main/release/deployment.

Demonstrated #16 Mechanism And Correction

Old 12e54397: successful RO validation finished its read transaction and closed, releasing SQLite snapshot protection while the private advisory recovery guard remained held. An ordinary external SQLite process, which does not honor that guard, could commit future schema3 in WAL or commit it then crash with a spilled hot rollback journal. Subsequent RW startup refused future state, but hot recovery or last-RW close checkpointing changed main DB and removed recovery artifacts. This proved unauthorized refusal effects/stale authorization, not evidence that committed records had already been lost. The constructor-to-migrate interval was not the original16 trigger, but is now also inside guarded final acceptance.

The correction retains overlapping RO/RW snapshots through validation; disables RW close-checkpointing before disk queries; promotes WAL snapshots under SQLite-exclusive protection before the existing DELETE-mode transition; and keeps production migration/current-schema acceptance inside initialization's transaction/guard. A briefly held SQLite-compatible SHARED-byte-range exclusion protects existing hot-copy authorization and original rollback with the same leased descriptor; bootstrap closes are followed by fresh normal RO preflight, never stale candidate trust across unlock. Existing lease/finalizer order, filesystem/owned-schema checks and recovery-slot lifecycle remain. No public API/schema/migration definition, coordinator, registry or storage abstraction change.

Actual Evidence

Permanent event/barrier tests run external processes to completion at each controlled validation boundary, without sleep/stress dependence. Exact original Git source yields16expected failing cases (RO/RW boundaries × WAL/hot × schema1/2 × production/raw). Corrected source passes those plus hot-candidate exclusion/revalidation, RuntimeError/KeyboardInterrupt release and all retained-record reopen assertions.

All six accepted local criteria map to docs/machine-interfaces.md#acceptance-evidence-map: independently versioned matrix; old/current/additive/negative/lossy compatibility; retained bootstrap/override/provenance authority; atomic durable migration/future refusal; public installed lifecycle/upgrade; actual exact-revision gates and UX/security acceptance. Separate installed executable consumption (#181/Kernel52), MI activation (#176/MI19/Kernel55), state/events (#183), complete outcomes/native retirement and final project release audit remain explicitly To-prove, not closed or claimed implemented here. No owner-only decision remains for this scope. Closing only #185 under the direct scoped /loop authorization.
