Goal

Complete the existing D-069 maintenance in PR #211 after accepted governing bootstrap #212/#213 integration. Preserve finite owner-authorized exceptions/default ten, implement the exact Router-only manual-Codex assurance amendment, and reconcile the old delivery with the accepted visible-harness/no-receipt workflow. Do not recreate the retired Task/packet experiment.

Fresh Governing Evidence

Canonical develop 121ee3fe33b74dc38b2401d22e7aa6df1b124bc9 contains D-069A and the owner-approved transparent workflow. #212 is merged/accepted/closed, #20 consumed at historical1dcb4a0 with separately owner-accepted cleanupcddcac0; that one-time acceptance does NOT transfer to #210. PR #211 starts from current published ace145ab328cdfadf5a3c886251bf69d205f43bf on issue-210-d069-review-governance. Preserve its history/branch/PR, no sync merge or rewrite.

The old native 48-file/directory Read grant and Task-only requirement were superseded by the direct repository-wide 2026-10-20T18:58:08Z owner decision. They are historical, not active acceptance prerequisites. Read-only/source/identity/coverage/security protections remain; user explicitly selects/starts separate visible Kilo/Codex review. No scripts, HTTP model orchestration, Task/model delegation, persistent review-evidence or replacement receipt hierarchy.

Verified Original Owner Authority

The current primary recovered actual role-user native records read-only in Kilo session ses_edcee3d47ffedWKe8vBjTUNCG7, not from a Kilo-authored issue comment or reconstructed file. Corrected exact canonical attestation #18085 and source-recovery metadata #18082 preserve attribution.

  • Conditional maximum11: native user part prt_1408235dd001UMJyvip9N29CFM, native time1792083637749, complete text SHA256 3cfe86b95cf3faa7728c90137222966b226a687c24046bfad92d3283c362913b. Preserve nine consumed outcomes; #10 ordinary/#11 owner-manual only after valid canonical authorization and governing policy integration. The source's pre-bootstrap prohibition/no-bypass sentences remain intact. Historical file hash013e/#17258's incomplete transcription is not asserted equal to the complete native source. Those integration/source/canonical prerequisites are now freshly verified; no ordinal is reserved or invoked merely by this body.
  • Router manual assurance: native user part prt_13ca21f3c001W5Szn0yCzs3E89, native time1792018620227; complete text SHA256 88587ec09f71a4f4cf74456d35fc93f0cea0560b413fdaa08db8d43f1b845319; exact P2 substring SHA256 87db81f409f9cafa359e422c482346f9dd4de5fb2d60278c342e763d28b0e06c. It explicitly accepts unsupported backend identity observability only for the Router owner-manual official Codex security path, with every other official binary/dispatch/session/input/output/context/ref/verdict requirement and FAIL on actual mismatch/substitution. Historical991c file-copy metadata is unavailable/not claimed equal to these native bytes.

This body/#18085 are agent transcriptions, never owner authorship or a new grant. No original bytes/hash/time is invented, no local source copy is required. #185's exclusive maximum12/source875ffc and its original scope remain unchanged; no transfer or implicit review authorization there.

Acceptance Criteria

  1. Reconcile this existing branch's governance content with accepted develop without merging develop into the feature, synchronization merge commits, rewriting published history, replacing the PR or touching unrelated work. Current-base tree delta must be only genuine remaining #210 policy/tests; already accepted source is not reimplemented or reverted.
  2. Mark D-069A's actual governing integration/authority status explicitly; default ten and exact finite canonical Repo/Issue/PR/direct-owner scope admission stay. No self-bootstrap/unlinked/ledger-only exception. Native/canonical records hold minimal counts/provenance, not a directory prerequisite.
  3. Implement the exact owner-authorized Router-only manual-Codex assurance contract in D-069A, AGENTS, LLM policy and directly affected rules/tests: official binary/version/provenance, actual requested gpt-daybreak-blue-latest invocation/dispatch, independent session/turn/input/output provenance and safe context/tool audit, exact current refs and structured verdict/no blockers. Owner assertion/exit0/UI/config/self-report alone is insufficient.
  4. If only backend identity is independently unavailable on the supported official path, record RUNTIME_UNOBSERVABLE under the precise explicit owner acceptance, not RUNTIME_VERIFIED. DISPATCH_VERIFIED is actual dispatch only. An actual identity/dispatch mismatch or unauthorized substitution is FAIL; other missing proof/stale refs/substantive findings keep the gate open. No fabricated attestation/cryptographic certainty or generic identity weakening elsewhere.
  5. Preserve fresh separate user-visible read-only Kilo/Codex review, exact actual changes/compact diff/necessary context, no credentials/unapproved context, explicit model selection and real native identity/provenance. No hidden model/session launcher, native Task, generated wrapper, silent fallback, OS-isolation claim or mandatory local packet/history reconstruction. Retained packet tests are offline-only; product routing/inference unchanged.
  6. Add meaningful scoped policy/finite-admission/manual-assurance regressions and preserve source/permission security tests. Run focused tests, uv sync --only-dev, make check, uv run basedpyright, make package-check, working/staged whitespace; inspect intended/full source delta, commit explicit files and push existing PR. Correct stale #212 pending/unconsumed references to truthfully distinguish original exact approval and separately accepted cleanup without starting another review.
  7. Preserve all #1-9 actual outcomes: #8 owner-manual REQUEST_CHANGES; #9 COMMENT/NONPASS at12376b3, original context/permission failures remain historical and do not prove current isolation. Effective exclusive ceiling11 only after the verified original/canonical/integrated conditions above; #10 fresh ordinary and #11 owner-manual later, no #12/reset/source-role shortcut. No invocation/reservation until actual imminent visible handoff/required gate.
  8. After a frozen clean pushed candidate, provide concise exact refs/acceptance/source instructions for an explicitly USER-opened independent ordinary #10. Do not dispatch it programmatically. After actual verified exact-ref ordinary APPROVE/validation, reserve/hand off #11 owner-manual gpt-daybreak-blue-latest official Codex security review. This is not pre-implementation eligibility; no automatic Daybreak or substitute. Any source/base change invalidates approval.
  9. No merge/closure until both actual accepted gates/currentness pass under explicit applicable /loop authority. Preserve source history and unrelated worktrees, no source modifications during active review. Only after this maintenance is accepted/integrated may #185/PR #209's distinct current acceptance/review history/producer contracts and exclusive max12 source be revalidated for resumption; MI/downstream receipts are not invented from this governance work.

No catalog/policy/profile capability ratings or generic model-policy.json change, product/runtime/security exposure/credential-store change, other-repo mutation, new controller/framework/database or local receipt subsystem. No release/deployment/main promotion. Leave #211 open/unmerged until its actual gates pass; this primary is the sole mutator, no additional model is launched.

Correct D-069 review governance and unblock Scarcity Router delivery

Explicit owner authorization for one narrowly scoped workflow-maintenance delivery.

Repository: BioMedical-IT/scarcity-router.

Context

Issue #185 / PR #209 is stopped after 10 consumed reviews. The owner authorized a ceiling of 12, but the accepted D-069 policy and current repository commands unconditionally prohibit review #11.

Do not attempt review #11 under the existing policy. Do not reinterpret an issue comment as superseding canonical repository instructions.

1. Register and implement the governance correction

Check existing canonical issues for duplicate scope. Reuse a suitable issue or create one narrowly scoped maintenance issue, as explicitly authorized here.

Create a separate normal PR from current develop.

Amend D-069 through a clearly recorded owner-approved addendum and align all relevant instructions:

  • AGENTS.md
  • docs/llm-operating-policy.md
  • .kilo/command/loop.md
  • .kilo/command/finish-pr.md
  • .kilo/command/review-pr.md
  • .kilo/rules/10-task-system.md
  • .kilo/rules/35-technical-recovery.md
  • applicable workflow contract tests

Preserve the default 10-review ceiling.

Permit an explicit owner-authorized, issue/PR-specific finite exception only when its canonical authority, maximum ordinal and scope are verified independently of the local progress ledger.

Every previous review remains counted. No reset, silent extension, replacement PR or review-gate bypass.

Reviewer roles depend on current approval requirements; ordinal numbers are chronological counters, not permanent role assignments.

2. Manual Daybreak policy

For Scarcity Router, the owner personally invokes the mandatory Daybreak security review through official Codex CLI.

The implementation agent must never invoke Daybreak automatically.

Manual review occurs after implementation, ordinary review and validation are complete.

Define how the agent receives and verifies the owner-supplied security-review evidence, including exact HEAD/base, requested reviewer identity, execution provenance, verdict and findings.

Do not treat owner approval, CLI exit zero or an unverifiable model claim as independent security approval.

No merge before all required gates pass.

3. Fix demonstrated reviewer preparation failures

Preserve reviewer independence and actual read-only permissions.

Prevent the known causes of invalid ordinary reviews:

  • unallowlisted commands in a read-only checkout;
  • references to nonexistent files;
  • access to generated artifacts outside the source catalog;
  • incomplete exact-PR diff coverage;
  • missing independently accessible pinned producer evidence;
  • inconsistencies between the allowed-file manifest and the tool audit.

Use the existing native Kilo subagent with direct scoped source reads.

Preflight these conditions using deterministic synthetic fixtures before spending review ordinals.

Do not weaken the audit to force an APPROVE. Do not introduce a second launcher.

4. Deliver the maintenance PR

Run normal validation, fresh independent ordinary review and all applicable security gates under the currently governing policy.

This maintenance issue begins with its own legitimate review ledger; it must not inherit or reset #185's ledger.

If security-critical, finish ordinary validation/review and return READY_FOR_OWNER_SECURITY_REVIEW with frozen objects and verified acceptance evidence.

I will perform the mandatory Daybreak review manually.

Do not merge without the required verified approval.

5. Resume #185 only after governance is integrated

Once the maintenance PR has been fully approved and merged:

  1. Reload current canonical repository instructions in a fresh execution context.
  2. Revalidate issue #185, PR #209 and their review history.
  3. Reconcile PR #209 with the new develop, preserving source behavior and history.
  4. Confirm that the effective governing rules actually support its owner-authorized 12-review ceiling.
  5. Verify review preparation and full exact-object validation before dispatch.
  6. Use review #11 for fresh independent ordinary approval.
  7. Reserve review #12 for my manual Daybreak audit.
  8. Merge #209 only after both valid exact-object approvals and complete acceptance.

If a higher-priority runtime instruction still prohibits review #11 despite the integrated policy amendment, do not violate it. Report the exact instruction source and required owner-side configuration change.

Do not automatically increase the ceiling further.

6. Restore independent work

If #185 remains stopped, preserve it and begin a separately owner-authorized fresh /loop invocation for unrelated eligible Router tasks.

Do not manufacture dependencies or treat #185's open status as a repository-wide blocker.

No cross-repository mutation, release, deployment or main promotion.

Report actual deliverables and only genuine remaining owner decisions.

Kilo transcription receipt for Adrian's direct owner instruction received 2026-10-15T17:00:37Z. The verbatim source is retained owner-only at .review-evidence-210/owner-directory-grant-decision-2026-10-15.txt, SHA-256 013e313e1a009ef4b51168df4a49f2f4582e8880d98728df64ee87bcab2ae7b3. This comment is Kilo-authored, not owner-authored. The source explicitly does not activate the future maximum-11 allocation before valid canonical authorization and integration of the governing policy change.

Verbatim direct owner instruction:

SR #210 — Owner decision on reviewer isolation

I approve replacing the failing exact 48-file Read allowlist with one narrowly scoped directory-level Read grant for the sealed pr-reviewer-input evidence packet, exclusively for the independent ordinary reviewer.

This authorization is conditional on the demonstrated native 48-file PASS and these safeguards:

  • The directory contains only the complete, exact-revision, independently verifiable evidence packet. No credentials, extra files, symlinks or hardlinks.
  • The parent records the complete file inventory and hashes, verifies them before and after review, and prevents concurrent mutation of the packet.
  • The reviewer has no Bash, Git, MCP, search, write, delegation or external access.
  • Real native Task tests must confirm complete packet reads and denial before content disclosure for sibling, absolute, traversal and symlink escapes.
  • The independent post-execution audit and full-PR coverage requirements remain unchanged.

Implement this narrowly in existing PR #211. Do not claim OS-level isolation when only Kilo tool permissions have been tested.

Separately evaluate the smallest executable bootstrap maintenance delivery needed to integrate D-069's finite owner-exception mechanism under the CURRENT governing ten-review policy. Reuse an existing eligible issue if possible; otherwise report the exact new issue authorization needed. Do not modify another repository.

The intended future exception for #210/PR #211 is maximum 11 reviews: #10 ordinary, #11 owner-manual Daybreak, with all prior outcomes preserved. This allocation becomes effective only after valid canonical authorization and integration of the governing policy change.

The verbatim source is retained owner-only at `.review-evidence-210/owner-directory-grant-decision-2026-10-15.txt`, SHA-256 `013e313e1a009ef4b51168df4a49f2f4582e8880d98728df64ee87bcab2ae7b3`. This comment is Kilo-authored, not owner-authored. The source explicitly does not activate the future maximum-11 allocation before valid canonical authorization and integration of the governing policy change. Verbatim direct owner instruction: # SR #210 — Owner decision on reviewer isolation I approve replacing the failing exact 48-file Read allowlist with one narrowly scoped directory-level Read grant for the sealed `pr-reviewer-input` evidence packet, exclusively for the independent ordinary reviewer. This authorization is conditional on the demonstrated native 48-file PASS and these safeguards: - The directory contains only the complete, exact-revision, independently verifiable evidence packet. No credentials, extra files, symlinks or hardlinks. - The parent records the complete file inventory and hashes, verifies them before and after review, and prevents concurrent mutation of the packet. - The reviewer has no Bash, Git, MCP, search, write, delegation or external access. - Real native Task tests must confirm complete packet reads and denial before content disclosure for sibling, absolute, traversal and symlink escapes. - The independent post-execution audit and full-PR coverage requirements remain unchanged. Report the verified isolation result, remaining review-governance dependency, and earliest actionable task. No merge, issue closure, release or deployment.

Metadata/availability notice from the owner-authorized repository workflow cleanup in #212/PR #213 (agent transcription, not new owner authority or a review grant).

The direct owner instruction of 2026-10-20T18:58:08Z retires local review-evidence folders and programmatic model launchers repository-wide. The old #210/PR #211 packet-directory/Task mechanism must not be recreated or treated as a prerequisite; future model selection/start is explicit in a fresh user-visible Kilo/Codex harness. Tracked changes are only on the existing #212 PR; this does not implement/review/merge #210.

Selected for post-#212 /loop continuation under the direct owner instruction 2026-10-20T21:10:00Z. Prerequisite #212 is now integrated/accepted/closed: develop 121ee3fe33b74dc38b2401d22e7aa6df1b124bc9, tree identical to accepted cddcac0. Historical missing-policy interpretation is revalidated, not carried forward.

Complete current canonical queue inspected: 16 open issues/page2 empty, six exact wontfix exclusions. #174/#205 preserve explicit parked/review-bound dispositions; #176 depends on #185, whose started delivery explicitly requires this governing maintenance. Other Kernel-dependent import/protocol/state/retirement lanes retain their actual producer/contract/acceptance distinctions, not blanket open-state blockers or QUEUE_EMPTY. This selection follows the earliest executable prerequisite of the existing #185/#176 delivery chain, not PR age or a new priority assignment.

Immediate action is read-only comparison of the existing #210/PR #211 scope/source against accepted develop and the current owner-approved visible-harness policy: identify already-delivered requirements versus any genuine remaining scoped work, reconcile superseded packet/Task acceptance without recreating it, preserve #1-9 actual outcomes. No #10/Daybreak/model invocation or ceiling activation is authorized by this comment; it is an agent selection/status transcription, not owner evidence. No automatic launcher, local receipt hierarchy, cross-repo mutation or main/release/deployment.

Read-only source/authority reconciliation found genuine remaining #210 work, not a need to recreate the retired architecture.

Accepted develop121ee3f already contains generic finite D-069A admission, but still calls it proposed/unintegrated and does not state the precise Router-only manual-Codex observability contract implemented on PR211. PR211's old tree also predates accepted visible-harness/no-receipt policy. Corrected canonical source attestation for the two already-existing owner decisions (agent transcription; not a new owner instruction). The primary verified original native message role user in session ses_edcee3d47ffedWKe8vBjTUNCG7; no original file/receipt directory was recreated.

# SR #210 — Owner decision on reviewer isolation

Preserve all nine consumed review ordinals. Do not dispatch #10 or Daybreak.

Do not bypass current policy or treat this instruction alone as an already integrated exception.

Report the verified isolation result, remaining review-governance dependency, and earliest actionable task. No merge, issue closure, release or deployment.

## P2 — Practical manual Codex verification contract

The existing mandatory RUNTIME_VERIFIED requirement has no demonstrated supported independent backend-model attestation mechanism in the official Codex execution path.

I explicitly authorize replacing this unattainable requirement FOR THE SCARCITY ROUTER OWNER-MANUAL SECURITY REVIEW ONLY with:

  • verified official Codex executable, version and binary provenance;
  • actual invocation and dispatch of the requested gpt-daybreak-blue-latest model;
  • independently captured process/session/turn and immutable input/output provenance;
  • exact frozen repository/PR/base/HEAD binding;
  • validated structured security verdict and independent review-context/tool audit;
  • explicit RUNTIME_UNOBSERVABLE when the backend-served model identity is not independently exposed;
  • FAIL on actual observed identity mismatch or unauthorized substitution.

Use DISPATCH_VERIFIED only for genuinely verified dispatch configuration, never as a synonym for independently verified backend execution.

Do not fabricate a backend attestation, promote local configuration to runtime identity, or claim cryptographic certainty.

Preserve the mandatory owner-manual security review and fail-closed approval requirements. This is an explicit acceptance of the limited backend identity observability of the supported Codex runtime, not authority to omit security review.

Record this owner decision and its precise assurance limits in D-069A and all affected workflow policies.

Current interpretation is bounded by accepted #212 integration121ee3f and the later owner-visible/no-receipt policy: the governing mechanism is now on develop and these original scoped owner records are freshly available to the primary and canonically linked. The retired directory/Task mechanism is not recreated. #1-9 remain consumed; no #10/#11 invocation or reservation here, no new ceiling/transfer and no self-bootstrap. Original sources plus actual current policy/acceptance, not this agent comment alone, control each future visible review.

Validated candidate and ordinary-review handoff

This is an agent-authored delivery/status record, not a new owner instruction. D-069A is integrated at 121ee3fe33b74dc38b2401d22e7aa6df1b124bc9. The original native owner source and canonical #210/PR #211 scope were verified; the finite maximum11 applies only to this issue/PR. All actual #1-9 outcomes remain unchanged (see issue body and D-069A/D-077 records).

  • Repository: BioMedical-IT/scarcity-router
  • Issue/PR: #210 / #211, both open; PR targets develop
  • Exact HEAD: 803f4e01edcaa57627c8aa56895243cbb37507e2
  • Exact base: 121ee3fe33b74dc38b2401d22e7aa6df1b124bc9
  • Merge-base: 79795ec99960c442901f729804569138d85a902d
  • Validation: 94 focused tests; uv sync --only-dev; make check (2,850 passed, 17 skipped, type check clean); standalone uv run basedpyright; make package-check; working/staged whitespace checks all passed.

Ordinal #10 is RESERVED for the pending ordinary whole-PR review. It has not been started or dispatched and is not yet a consumed review outcome. #11 is not reserved. No merge, issue closure, or Daybreak invocation is authorized here.

Adrian must explicitly start a fresh separate user-visible read-only Kilo/Codex reviewer session and select its model. No tool, script, Task, subprocess, background process or HTTP call may start it. Use .kilo/agents/pr-reviewer-standalone.md if that visible Kilo profile is available; otherwise use an owner-started official Codex path with appropriately read-only access. Do not expose credentials or unrelated context.

Review the complete PR diff as Forgejo presents it, including inherited merge-base hunks: the merge-base predates accepted #212 and cannot be silently treated as the exact net change. Also verify the direct tree delta against the exact base (12 scoped governance/policy/test files, +246/-156); the accepted standalone profile/helper/helper-tests content is already in develop except the narrow profile wording correction. Do not omit changed hunks. Check the D-069/D-069A and Router-only manual-Codex assurance contract, finite scope/authority and #1-9 history, source/permission boundaries, regressions/tests and UX impact. Report exact HEAD/base/merge-base, APPROVE / REQUEST_CHANGES / COMMENT, concrete findings, limitations, checks actually run and UX impact. Approval must not be inferred from tests, the implementation agent, or this handoff.

Any HEAD/base change invalidates this reservation's frozen review target; stop and preserve the ordinal/history rather than silently reusing it. Only after an actual exact-ref ordinary APPROVE and fresh validation may #11 be separately reserved for Adrian's owner-manual official Codex security review under its narrow D-069A observability limits. #12 is prohibited. Both required gates and explicit /loop-only integration/closure remain outstanding.

It has not been started or dispatched and is not yet a consumed review outcome.** #11 is not reserved. No merge, issue closure, or Daybreak invocation is authorized here. Adrian must explicitly start a fresh separate user-visible read-only Kilo/Codex reviewer session and select its model. No tool, script, Task, subprocess, background process or HTTP call may start it. Use `.kilo/agents/pr-reviewer-standalone.md` if that visible Kilo profile is available; otherwise use an owner-started official Codex path with appropriately read-only access. Do not expose credentials or unrelated context. Review the complete PR diff as Forgejo presents it, including inherited merge-base hunks: the merge-base predates accepted #212 and cannot be silently treated as the exact net change. Also verify the direct tree delta against the exact base (12 scoped governance/policy/test files, +246/-156); the accepted standalone profile/helper/helper-tests content is already in `develop` except the narrow profile wording correction. Do not omit changed hunks. Check the D-069/D-069A and Router-only manual-Codex assurance contract, finite scope/authority and #1-9 history, source/permission boundaries, regressions/tests and UX impact. Report exact HEAD/base/merge-base, `APPROVE` / `REQUEST_CHANGES` / `COMMENT`, concrete findings, limitations, checks actually run and UX impact. Approval must not be inferred from tests, the implementation agent, or this handoff. Any HEAD/base change invalidates this reservation's frozen review target; stop and preserve the ordinal/history rather than silently reusing it. Only after an actual exact-ref ordinary `APPROVE` and fresh validation may #11 be separately reserved for Adrian's owner-manual official Codex security review under its narrow D-069A observability limits. #12 is prohibited. Both required gates and explicit `/loop`-only integration/closure remain outstanding.

Owner decision needed: PR mergeability

Post-reservation read-only diagnosis found a material integration issue. Forgejo reports PR #211 mergeable: false at HEAD 803f4e01edcaa57627c8aa56895243cbb37507e2 / base 121ee3fe33b74dc38b2401d22e7aa6df1b124bc9. A non-branch-mutating git merge-tree --write-tree origin/develop HEAD diagnostic reports overlapping conflicts in the 12 files that differ from the current base. The feature branch predates accepted #212; both sides independently changed the same governance/policy/test sections. The diagnostic did not change HEAD, index or worktree.

The exact #10 ordinary-review reservation in #18121 is still unstarted and not a consumed review outcome. The issue explicitly forbids merging develop into the feature, synchronization merges, rewriting published history or replacing the PR. Starting a review on this nonmergeable tree may spend the scarce #10 on refs that need a later source change; any changed HEAD invalidates the frozen review target, and #11 remains the only later slot for a distinct owner-manual security gate. No source change or history operation has been attempted after discovering this.

Decision: either keep the exact #10 reservation and have Adrian start review on these frozen refs with the mergeability caveat, or hold #10 and authorize a specific conflict-resolution approach and disposition of its still-uninvoked reservation before changing HEAD. The second option is recommended to avoid spending the limited review budget on a tree that cannot currently merge. No merge/rebase/rewrite is proposed as authorized. The primary will not start a reviewer, change source, or alter the reservation until this is resolved.

Stale #10 target binding canceled; reservation preserved

Per Adrian's direct instruction in this session, the #10 reservation remains reserved, uninvoked and unconsumed, but its old exact-HEAD binding to 803f4e01edcaa57627c8aa56895243cbb37507e2 is canceled because PR #211 is nonmergeable. This supersedes only the target binding in #18121; it does not delete or consume #10, reset the counter, or alter any #1-9 outcome. No reviewer was started and no review verdict was produced.

Keep #10 held until conflict resolution yields a final mergeable candidate. Rebind the same still-unconsumed #10 only after final source/currentness/validation are complete and an imminent separate user-visible review handoff is ready. #11 remains the distinct later owner-manual security gate, not reserved now; #12 is prohibited. Preserve visible-review and no-launch/no-receipt workflow. No source change, merge, rebase, force-push or history rewrite is authorized by this state record.

Conflict-resolution direction applied

Adrian's direct instruction in this session resolves the earlier mergeability decision gate: preserve the existing #211 PR and its published history; use only minimal forward commits; do not merge/rebase develop, rewrite/force-push, or replace the PR. D-069A and the offline visible-review workflow are already present in integrated develop, but active #210-specific admission/source and Router-only manual-Codex policy corrections remain substantive, so #211 is not superseded.

The working candidate now keeps accepted develop sections byte-identical and carries the current governance corrections as leading authoritative amendments plus a new regression test. The upstream-added standalone reviewer profile, existing workflow-contract tests, offline reviewer helper and helper tests remain byte-identical to develop; the global current notice explicitly supersedes the profile's historical #212 mirror text. This additive structure is intended to avoid the previously diagnosed overlapping merge hunks; final mergeability is not yet claimed and will be checked after the forward commit.

Ordinal #10 remains reserved but uninvoked/unconsumed, with the 803f4e0 binding canceled per #18130. It will be bound only to a final validated mergeable candidate immediately before the user-visible review handoff. No reviewer has been started. Full validation is running; the earlier focused tests pass.

Final candidate: #10 target rebound

This is the same still-uninvoked ordinal #10; no counter reset or additional review invocation. The canceled 803f4e0 target from #18130 is superseded. #10 is now bound to the final validated, mergeable candidate below. It has not been dispatched, so no review outcome is consumed. #1-9 remain unchanged. #11 is not reserved.

  • Repository: BioMedical-IT/scarcity-router
  • Issue/PR: #210 / #211, both open; target develop
  • HEAD: 3b5848717c0bca3a41473fd657fb9bf3c201da7d
  • Base: 121ee3fe33b74dc38b2401d22e7aa6df1b124bc9
  • Merge-base: 79795ec99960c442901f729804569138d85a902d
  • Forgejo reports mergeable: true; local git merge-tree --write-tree origin/develop HEAD completed without conflicts.
  • Direct current-base tree delta: 8 policy/governance/test files, +191/-0; no merge commit. Forgejo's merge-base view lists 20 files because the common ancestor predates #212. The other listed files' current blobs are byte-identical to develop; this includes adopted reviewer/helper/test sources. Review the complete Forgejo PR diff and validate the direct tree delta at the exact base; do not omit inherited hunks.
  • Sanitized uv sync --only-dev: passed. Focused tests: 97 passed. make check: 2,853 passed, 17 skipped; basedpyright 0 errors/warnings/notes. Standalone basedpyright: 0 diagnostics. make package-check: passed wheel/sdist, isolated install, CLI/MCP/REST smoke checks. Working/staged whitespace checks passed.

Adrian must explicitly open a fresh separate user-visible read-only Kilo/Codex reviewer session and select the model. Use .kilo/agents/pr-reviewer-standalone.md only with the root AGENTS.md current amendment, which supersedes its historical #212 mirror text. Review exact HEAD/base/merge-base, complete material scope, security/source/permission contracts, test coverage, findings/limitations, and UX impact. No model/session launcher, Task, subprocess, background model or HTTP inference. No credentials or unrelated context.

Any HEAD/base change invalidates this binding; stop and preserve its history. Only an actual exact-ref ordinary APPROVE plus current validation can permit a later distinct owner-manual #11 official Codex security handoff under D-069A. No #12, merge, closure or automatic Daybreak is authorized here.

Security #11: original outcome preserved; native dispatch recovered

Kilo-authored evidence/status reconciliation only. The owner reports manual execution in a fresh official Codex session. Native record independently located: session 01a15f4f-1724-7600-a76d-fd891be7b164, turn 01a15f4f-1f0f-7e82-b7c7-9e0daf87527a, file ~/.codex/sessions/2026/10/21/rollout-2026-10-21T18-33-01-01a15f4f-1724-7600-a76d-fd891be7b164.jsonl.

Original final assistant message msg_0d71cb22612af42b016ad8e9b78f84819197391a6641551264, line108, 2026-10-21T16:35:13.710Z: security verdict UNVERIFIED, no material security vulnerability in the effective eight-file delta, UX impact none. Its two blockers were unavailable #10 provenance and unavailable requested-model dispatch. Preserve that original outcome; no subsequent clarification/APPROVE exists in the recovered record, which ends at16:35:13.742Z. #11 is consumed; no #12 is authorized.

Evidence dimensions:

  • REQUESTED: original owner review prompt, line12, requires gpt-daybreak-blue-latest and exact HEAD 3b5848717c0bca3a41473fd657fb9bf3c201da7d / base 121ee3fe33b74dc38b2401d22e7aa6df1b124bc9.
  • Native harness/path metadata: line1 records originator: codex_vscode, source: vscode, thread_source: user, cli_version: 0.162.0-alpha.17.2, provider openai. This is native path/version metadata, not a new independent binary-hash attestation.
  • DISPATCH_VERIFIED configuration: original line8 turn_context at16:33:04.484Z binds the exact turn above to model: gpt-daybreak-blue-latest; collaboration_mode.settings.model matches, effort low. This is machine-visible per-turn dispatch configuration, not merely a prompt, global setting, UI label or reviewer self-report.
  • Owner-visible selection: the owner may confirm the actual original Codex selection, but that would be owner-attested UI evidence, not independent backend identity. No separate selected-model UI confirmation is invented here.
  • Backend identity remains RUNTIME_UNOBSERVABLE: no independent server-side identity attestation was recovered; no RUNTIME_VERIFIED claim or observed mismatch.

Under docs/llm-operating-policy.md:11-20,307-324 and D-069A's current amendment, backend unobservability alone is permitted under the existing narrow owner acceptance. Owner/UI selection alone would NOT replace mandatory dispatch evidence; that gap is now addressed by the original native per-turn record. No policy change or new owner waiver is needed for that distinction.

#10 provenance is now independently recoverable from the original Kilo session and attributed at #18306. Live canonical HEAD/base remain unchanged. Evidence is available for the EXISTING #11 reviewer to clarify only those two gaps, with original UNVERIFIED and any later addendum separately retained. This reconciliation itself is not a security APPROVE, does not start/resume a model, and does not assume a follow-up is a free review invocation. If the proposed clarification would require a new counted whole-PR review, stop; #12 remains prohibited. No source edits, commit, merge or closure.

#11 clarification preserved separately; exact acceptance conflict

Revalidated under Adrian's 2026-10-21 continuation: PR #211 remains open/unmerged/mergeable at HEAD 3b5848717c0bca3a41473fd657fb9bf3c201da7d, base 121ee3fe33b74dc38b2401d22e7aa6df1b124bc9, merge-base 79795ec99960c442901f729804569138d85a902d. Checkout is clean; canonical Actions #3025 (run URL /actions/runs/254) is SUCCESS at that exact HEAD. Prior full validation remains recorded; no source changes or validation reruns.

Original #11 remains UNVERIFIED, as recorded in #18311. Separate native clarification recovered from the SAME Codex session 01a15f4f-1724-7600-a76d-fd891be7b164: turn 01a15fb5-989d-7c91-a88a-4129981a3f84, assistant message msg_0d71cb22612af42b016ad903a765888191bdbbfa529aa6e15e, 2026-10-21T18:25:46.961Z, native rollout line150. Its disposition explicitly resolves both recorded gaps and states '#11 no longer blocks /loop integration.' It verifies original #10 APPROVE/empty findings/exact refs and original native Daybreak dispatch. Backend remains RUNTIME_UNOBSERVABLE. This is an attributed transcription, not a new invocation, owner instruction or retroactive APPROVE; original and addendum remain separate. No #12.

STOP_AND_ASK acceptance conflict: governing docs/llm-operating-policy.md:14-19 and .kilo/rules/40-llm-operating-policy.md:8-12 explicitly require structured security APPROVE. Neither the original UNVERIFIED nor this evidence-only addendum issues that verdict. The substantive gaps are cleared, but treating that disposition as satisfying the literal verdict requirement requires an exact owner acceptance decision, not an implementer-generated approval.

Read-only native recovery and canonical/currentness/CI checks resolve evidence availability, not this acceptance interpretation. No technical repair can change the reviewer's actual words; another invocation, source edit or policy change is forbidden by this continuation. Choices: explicitly accept original #11 plus its separate gap-clearing clarification as the security gate for ONLY these exact #210/#211 refs without relabeling either record, or keep the PR open under the literal requirement. No merge/closure was attempted. Fresh full canonical queue: 16 open issues, page2 empty, six exact wontfix exclusions; selected delivery is preserved, no QUEUE_EMPTY or unrelated issue selection claimed. Its #212 prerequisite is integrated at the exact current base and closed.

## #11 clarification preserved separately; exact acceptance conflict Revalidated under Adrian's 2026-10-21 continuation: PR #211 remains open/unmerged/mergeable at HEAD `3b5848717c0bca3a41473fd657fb9bf3c201da7d`, base `121ee3fe33b74dc38b2401d22e7aa6df1b124bc9`, merge-base `79795ec99960c442901f729804569138d85a902d`. Checkout is clean; canonical Actions #3025 (run URL /actions/runs/254) is SUCCESS at that exact HEAD. Prior full validation remains recorded; no source changes or validation reruns. Original #11 remains `UNVERIFIED`, as recorded in #18311. Separate native clarification recovered from the SAME Codex session `01a15f4f-1724-7600-a76d-fd891be7b164`: turn `01a15fb5-989d-7c91-a88a-4129981a3f84`, assistant message `msg_0d71cb22612af42b016ad903a765888191bdbbfa529aa6e15e`, 2026-10-21T18:25:46.961Z, native rollout line150. No #12. Adrian directly answered Accept Combined Evidence in this invocation's owner question, explicitly accepting original #11 plus its separate gap-clearing clarification as satisfying the security gate ONLY for #210/PR #211 at HEAD 3b5848717c0bca3a41473fd657fb9bf3c201da7d / base 121ee3fe33b74dc38b2401d22e7aa6df1b124bc9. This resolves #18315's exact acceptance conflict; this comment is an agent attribution, not owner authorship or a reviewer verdict. Original UNVERIFIED and later clarification stay separate, no retroactive APPROVE, #12, general policy change or transfer. Initial explicit /loop continuation supplies integration authority. Immediate canonical recheck confirms same refs, clean checkout, mergeable/open/unmerged PR, no exclusion label, exact-HEAD CI #3025 SUCCESS and predicted merge tree 81fa0ef05d8654cfc334b553c6884b1c94aa5ecb. Proceeding with supported merge-style integration only.

Integrated and acceptance verified: PR #211 merged through supported Forgejo merge-style operation at cd8fb16b62472b0c4a437a33718c84bbeaaa0ea8 (2026-10-21T18:49:32Z). Fresh fetch verifies parents are exactly accepted base 121ee3fe33b74dc38b2401d22e7aa6df1b124bc9 and approved HEAD 3b5848717c0bca3a41473fd657fb9bf3c201da7d; both are ancestors of develop. Integrated tree 81fa0ef05d8654cfc334b553c6884b1c94aa5ecb equals both the reviewed candidate tree and pre-merge prediction. Net integrated scope is the eight #210 governance/policy/test files, +191/-0; accepted upstream content is preserved. Prior full validation and exact-HEAD CI #3025 SUCCESS apply unchanged, not newly rerun. Ordinary #10 APPROVE is retained; original #11 UNVERIFIED, separate gap-clearing clarification (#18315), and Adrian's exact-ref combined-evidence acceptance (#18321) remain separately attributed. No retroactive APPROVE, new review, implementation changes, history rewrite, branch deletion, release or deployment. Closing #210 after verified integration and accepted criteria, then returning the clean checkout to current develop and refreshing the canonical queue.
