Implement the first unified read-only status surface over the existing OpenAI/Codex, Z.ai Coding Plan, and Ollama collectors. Add the provisional uv run python -m scarcity_router status invocation, shared observation timestamp, deterministic provider aggregation, failure isolation, safe human output, optional normalized JSON output, focused injected-collector tests, and the required README/provider/roadmap/decision updates. Keep package naming, selection, external status feeds, and other M2 work out of scope.
