Goal

Correct repository-development reviewer preparation and external CLI result handling so independently completed reviews can be captured, diagnosed, recovered and audited without weakening approval, security, confidentiality or review-budget gates.

Why

The explicit owner maintenance/continuation mandate2026-10-10T22:40:14Z authorizes this separate delivery independently of #174/PR204's outcome. Historical review18 executed official Codex0.159.3 and completed its turn, but its rejected raw result was discarded; exact rejection subtype and verdict are unrecoverable. Process exit0, native output-schema generation and synthetic success do not prove a validated review or approval. Related #188/#190/#202/#180/#122 own broader workflow rules; this issue owns safe result capture/recovery and its preparation defects.

Scope

  • Minimal standard-library development helper around existing tracked process/log/receipt mechanisms, not a second orchestrator or product module. Separate spawn/running/exit/turn/extraction/schema/revision/safety/verdict/parent acceptance, requested versus independently observed identity, and typed failure states.
  • Private atomic receipts, safe bounded rejection diagnostics, strict ownership/mode/path/link handling, durable launch identity and duplicate prevention. Never retain unsafe raw output, infer a lost verdict, normalize unsafe permissions or turn CLI0/schema0 into approval.
  • Native Codex output-schema/output-last-message contracts and missing-file-only JSONL fallback using the LAST completed final-agent message from a successful completed turn. Safety/schema rejection cannot be bypassed by fallback; incomplete/interrupted/nonzero execution remains distinct.
  • Canonical acceptance-only independent reviewer preparation with the complete issue, full applicable original owner decisions, IDs/provenance/accepted local authority and complete frozen PR source. No blanket comment/prior review/finding/implementer-remediation/private history exposure. Preserve permitted single-command shell forms and audit actual tool routes/arguments.
  • Reconcile current develop into the existing PR206 branch through the explicitly owner-authorized normal non-history-rewriting Git merge. Preserve accepted PR208 exact private Forgejo MCP repo/PR/issue/decision metadata getters, including forgejo-mcp_get_repo; no reviewer anonymous Git transport, credential-bearing remote inspection or ambient credential helpers. Verify canonical metadata against clean exact local Git objects/merge-base/complete delta. Preserve all PR206 context/capture/recovery/observability/prospective controls and reconcile tests without weakening either delivery.
  • Observable installed executable/version/hash/host/PID/session/frozen objects, sanitized durable exit/result receipts, handle-loss recovery before retry. No raw private prompts, credential values, headers, environment secrets or unnecessary model transcripts.
  • Validate exact caller context, durable launch claim and original stored binding before ANY recovery mutation, including metadata scrubbing, receipt rewriting, verdict invalidation or native cleanup. Wrong HEAD/base must preserve completed/rejected evidence and cleanup state; correct original context remains recoverable. Never trust caller metadata to replace the durable claim.
  • Focused repair of valid-policy rescreening: distinguish typed internal diagnostic/status fields from untrusted reviewer content. Forbidden literals such as OK must not indiscriminately null required enum fields or interrupt payload removal. Evaluate and sanitize retained payloads coherently under current policy before persisting structurally valid records. Preserve terminal rejection, provenance, launch identity, native cleanup, partial-failure/idempotent recovery and no-relaunch/no-upgrade invariants.
  • Prospective capacity operates on the existing persisted excluded delivery ledger. Count all consumed/reserved ordinals and all missing final roles. Roles derive current approval dependencies, not permanently preassigned future numbers; never schedule security before ordinary approval. Refuse patches lacking numerical capacity for all required fresh reviews. Keep default10 and explicitly authorized issue exceptions; no second controller.
  • Appropriate existing .kilo command/rule/agent guidance and regression tests; no product, deployment topology, public recommendation/gateway serialized contract or dependency change.

Acceptance Criteria

  1. Deterministic synthetic subprocess/reviewer fixtures cover valid APPROVE/REQUEST_CHANGES/COMMENT, malformed/duplicate/nonfinite JSON, missing/unknown/wrongly typed fields, revision mismatch, incomplete/interrupted/nonzero execution, unsafe output, failed/missing native output, last-completed JSONL extraction, disconnect/handle loss and duplicate prevention. No paid-model tests, actual credential input or fake live identity attestation.
  2. Wrong HEAD and wrong base cause no change to any pre-existing receipt/result/diagnostic/captured output/cleanup state for successful and rejected terminal results, including pending/blocked cleanup. Later original-context recovery preserves the original outcome. Missing/corrupt claims or bindings fail typed without writes.
  3. Exact forbidden-OK reproducer and equivalent diagnostic/status collisions are covered across completed, rejected, interrupted and pending-cleanup states. Typed internal enum/status fields remain valid; newly forbidden retained payloads are removed and recovery reaches a typed safety rejection, without partial schema-corrupting metadata writes. Interrupted writes/repeated recovery remain safe, provenance/immutable terminal rejection/durable identity/native cleanup remain valid, previously rejected results never become APPROVE, and policy changes never permit another Codex launch.
  4. Receipts preserve distinct stages, bounded typed reasons and recovery evidence before raw cleanup, with access-controlled Git-excluded runtime output. Independently inspect the claim/context, metadata/payload screening, typed diagnostic, durable rejection, cleanup, partial-write/retry and secret-safety paths BEFORE fresh expert review; no known reproducible defect may be deferred to it. Complete integrated semantic checks include reviewer permissions/manifests, credential-safe local Git, context/tool audit, terminal recovery, policy rescreening, prior UNSAFE_TEXT classification and prospective capacity. No review of untested conflicts or contradictory instructions.
  5. Separately verify installed-Codex supported integration/version/provenance/read-only inspection, direct input-size/environment/output-capture preflight and independently controlled execution/adjudication. Synthetic actual-binary tests use isolated fake backend/no real auth/provider traffic and are marked NOT_APPROVAL; the under-review helper is not sole evidence of its own approval. No asserted live identity or global permission enforcement from fixtures. Security12's UNSAFE_TEXT rejection is not approval; its exact discarded trigger/verdict must not be invented or bypassed through weaker safety.
  6. Clean native independent whole-PR context, exact original decision provenance, permitted single-command shell forms and actual tool-call audit are required. Canonical repository/PR/issue metadata and manifested original decisions are read through exact read-only MCP getters, including get_repo, with no anonymous reviewer Git/remote inspection. Local frozen SHA/ref/merge-base/complete-delta agreement is mandatory. Forbidden history/shell attempts invalidate approval. Prospective fixtures preserve consumed/failed/COMMENT/violating counters, exact-object/stale approvals, numeric bounds, dependency-derived roles and historical10RC->11ordinary->12security regression, plus the new12-consumed/stale-base recovery within ceiling15.
  7. Full required focused/synthetic/make check/UV-managed basedpyright/whitespace gates pass with durable sanitized exit receipts. Global default ceiling10 remains unchanged. Historical owner16179 ceiling12 and16250 ordinary11->security12 allocation/results remain preserved. New owner16611 (workspace2026-10-11T19:48:05Z) authorizes #205/PR206 only to maximum15 total whole-PR invocations, preserving ALL12 consumed. After reconciliation/validation next13 is fresh ordinary, next14 restricted only after valid current ordinary APPROVE/findings[]/actual audit;15 is contingency only if numerical capacity and dynamic chronological role ordering can still close ALL mandatory gates. Require independent validated direct official Codex gpt-daybreak-blue-latest security APPROVE at SAME exact HEAD/base, not exit0. HEAD/base changes invalidate approvals. No16/reset/replacementPR/substitution/security waiver/automatic further exception.
  8. Only both exact current approvals plus successful required validation/currentness authorize supported Forgejo PR merge into develop, verified integrated acceptance and issue205 closure. If205 succeeds continue normal /loop selection. If205 cannot close all gates within15, preserve open/unmerged STOP_REVISE, explicitly park it under16611, retain old invocation's terminal/history, THEN begin the separately owner-authorized NEW /loop invocation with a fresh full canonical queue; never silently skip a started delivery. Preserve174/PR204/all historical ordinals and parking, revalidate current base/security, never invent capacity or reuse stale approvals. Neither parked174 nor205 may silently restart. Reassess185/176/current accepted MI contracts with canonical priority/ordering/dependency evidence, without forced selection, and continue independently eligible Router work through normal delivery gates.

Constraints

Security-critical reviewer trust/secret-safety/approval evidence. Same issue/branch/PR, normal owner Git identity/history. The specific normal develop-to-existing-PR206 reconciliation merge is expressly authorized; no other synchronization/history-rewriting authority. No source/head edit to PR204, no product modules/APIs/deployment/dependency adoption, global credential logging or shell wrapper, service/daemon/controller/dashboard, unbounded retries, weaker review/security gate or lost-review18/12 reconstruction. No cross-repository mutation, main promotion, release, deployment or live product inference. Only explicitly mandatory development security review is authorized model execution, not paid-model experimentation.

Applicable owner-decision record. Source: Adrian's explicit workspace-session mandate 2026-10-10T22:40:14Z, “Recover the Codex review-result pipeline before any further security review”. The complete maintenance and continuation decisions below are original text, not implementation conclusions, previous reviewer findings or an approval request.

4. Permanently correct the workflow

Independently of the #174 outcome, register or reuse one narrow workflow-maintenance issue.

Implement and review the diagnosed result-capture, validation, independence and observability corrections in a separate PR.

Use normal review/security requirements and preserve the existing product architecture.

Do not classify an implementation as validated merely because its synthetic fixtures pass; separately confirm supported Codex integration behavior.

5. Continue other executable work

The owner explicitly authorizes parking #174 if its review remains exhausted, without closing it, resetting its counter, creating a replacement PR or waiving security acceptance.

After safe maintenance integration, continue the authorized /loop with a fresh canonical issue queue.

Do not let parked #174 prevent selection of unrelated eligible Router tasks. Reassess #185/#176 against the delivered MI contracts, while respecting normal issue ordering and genuine gates.

No cross-repository mutation, deployment, release or main promotion.

Do not return control merely to announce planned steps. Stop only for a genuine decision, exhausted authorized execution, or a valid terminal queue state.

Report the actual validator failure classification, repair evidence, review #19 result if executed, maintenance PR outcome, and the continuing Router queue status.

The product/source scope remains the complete canonical #205 issue body and frozen local authoritative workflow/security contracts. This decision does not grant a substitute reviewer, model identity assertion, lower security classification, lost-verdict reconstruction, global credential logging or weaker approval/merge gates. The historical #174 budget remains separate; this delivery uses the unchanged default ten-review bound.

STOP_REVISE for PR206, preserved open/unmerged at HEAD 81847ddfc9d72af4503ffd571e80b4e50b5fb530, base edd31326d4abe5cc282adb419cb54c78d4677ec4.

Committed receipt-corruption/typed-completion corrections and completed full sanitized validation: 2,842 tests, 17 skips, basedpyright zero diagnostics, durable exit0; focused178 passed. Complete 742,149-byte source/authority packet independently reconstructs from exact Git objects; final installed-Codex synthetic capture cases and separate observable operator/warning ABI checks passed. These are engineering evidence, not security approval or live model identity.

Native ordinary review9 returned REQUEST_CHANGES: stale HEAD/base recovery can destructively overwrite completed retained evidence before rejecting caller context (tools/review_result.py:693-714). Separate offline probes corroborated both HEAD and base cases: the original successful capture subsequently recovers REVISION_MISMATCH/incomplete, with its receipt changed. The review's actual shell audit also detected three disallowed read-only command forms; no approval is accepted.

All nine consumed invocations remain counted. One remaining slot cannot cover the required fresh ordinary plus separate restricted security pair after a fix, so no further patch or restricted invocation was made. Security10 remains unreserved/unexecuted; no merge/issue closure or budget reset. This is a new recovery-context durability finding, not an unfinished malformed-receipt correction, with recurring evidence-preservation semantics recorded in the excluded ledger.

PR204/#174 remains owner-parked unchanged at 4ade22b66abf426bf62f115f9780d3940d2e60ca; its conditional security19 is unspent. Fresh canonical queue still has15 open issues, six exactwontfix exclusions and other nonexcluded work, including actionable current-family #185 conformance. The stop is selected #205 review-pair capacity, not QUEUE_EMPTY, missing MI producer or a blanket Kernel gate. The same loop cannot bypass this started delivery without new explicit owner authority.

Applicable original owner-decision record. Source: Adrian's explicit workspace mandate 2026-10-11T08:16:56Z. The complete original text below authorizes reopening the preserved STOP_REVISE disposition only for this delivery, without erasing any review or extending another issue's budget. This is acceptance authority, not an implementation conclusion or an approval request.

Resolve #205 / PR #206 and resume Scarcity Router work

Explicit owner authorization for a bounded recovery and automatic continuation of /loop.

1. Review-budget decision

Authorize a one-time extension for issue #205 / PR #206 from 10 to 12 total whole-PR review invocations.

Preserve ordinals 1–9 exactly. Review #9's security finding and tool-policy violations remain recorded.

No replacement PR, counter reset, reviewer substitution or security-gate waiver.

This exception applies only to #205.

2. Fix the actual recovery defect

Revalidate canonical Forgejo state first.

Expected current HEAD:

81847ddfc9d72af4503ffd571e80b4e50b5fb530

Expected base:

edd31326d4abe5cc282adb419cb54c78d4677ec4

In tools/review_result.py, the existing recover() path may mutate stored result/diagnostic records before rejecting a caller whose requested HEAD/base does not match the durable launch claim.

Correct the ordering:

  • Validate caller context, launch claim and stored binding before any mutation, including metadata scrubbing, receipt rewriting, verdict invalidation or native-output cleanup.
  • A mismatched HEAD/base must fail safely and leave the pre-existing completed result intact.
  • A later recovery using the correct original context must still succeed.
  • Preserve all existing secret-safety, receipt-integrity, immutable terminal-state and valid-policy-rescreening guarantees.
  • Do not replace durable-result validation with trust in caller-supplied metadata.

Add adversarial deterministic regressions proving that wrong HEAD and wrong base cause no change to any existing receipt, result, diagnostic, captured output or cleanup state.

Verify this for both successfully completed and rejected terminal results.

3. Correct reviewer execution preparation

Review #9 also recorded three disallowed read-only shell command forms.

Inspect their exact tool traces.

Correct the reviewer preparation or instructions so necessary inspections use permitted, single-command forms.

Do not broaden shell permissions merely because the commands were read-only.

Enforce:

  • clean independent context;
  • canonical acceptance-only source manifest;
  • no prior findings/history exposure;
  • full frozen PR inspection;
  • actual tool-call audit;
  • preflight of direct-Codex input size, environment and output capture.

Do not dispatch another reviewer until the known problems are corrected and tested.

4. Validation and review

Run focused tests, all relevant synthetic capture cases, make check, type checks and whitespace checks.

Use durable exit receipts.

Once the implementation is complete and the PR is frozen:

  • Review #10: fresh independent ordinary whole-PR review.
  • Review #11: mandatory independent security review through direct official Codex CLI requesting gpt-daybreak-blue-latest, after ordinary approval.
  • Review #12: contingency only, subject to the requirement that all necessary final approvals can still be obtained.

Do not use the under-review helper as the sole independent evidence of its own approval. Verify the external execution and result through an independently controlled acceptance path.

No review #13. No automatic additional budget extension.

If both required approvals are obtained on the same exact HEAD/base, merge PR #206, verify integrated acceptance and close #205.

Otherwise preserve the PR and report the precise unsatisfied gate.

5. Correct the workflow's review-budget planning

Within the accepted scope of #205, add a minimal prospective review-capacity check.

For security-critical changes, the workflow must account for BOTH mandatory final reviews before beginning another remediation/review round.

The check must operate on the persisted review ledger and must not reset counters or weaken the hard ceiling.

A code patch that invalidates both approvals must never be treated as deliverable when insufficient review capacity remains.

Document and test the rule without introducing a second controller or changing the default review ceiling.

6. Automatic continuation

After #205 integration, continue the already-authorized /loop without another owner prompt.

Rebuild the complete current canonical queue.

Preserve #174 / PR #204 and its historical review ledger.

Reassess its exact HEAD/base against the newly integrated develop. Do not reuse an approval if the reviewed objects are no longer current, and do not silently grant additional #174 review capacity.

The owner explicitly authorizes leaving #174 open and parked if its review budget or exact-object approval requirements remain unsatisfied, while continuing unrelated eligible Router deliveries.

Prioritize only according to the existing canonical selection rules, including the current eligibility of #185/#176.

Do not stop the entire repository merely because the parked #174 cannot presently merge.

No cross-repository mutation, main promotion, release, deployment or live inference.

Report the actual terminal state, #205 review/merge evidence, current #174 acceptance status, subsequent deliveries and remaining exact gates.

Execute the authorized steps rather than returning a progress-only handoff.

This is acceptance authority, not an implementation conclusion or an approval request. # Resolve #205 / PR #206 and resume Scarcity Router work Explicit owner authorization for a bounded recovery and automatic continuation of `/loop`. ## 1. Review-budget decision Authorize a one-time extension for issue #205 / PR #206 from 10 to **12 total whole-PR review invocations**. Preserve ordinals 1–9 exactly. Review #9's security finding and tool-policy violations remain recorded. No replacement PR, counter reset, reviewer substitution or security-gate waiver. This exception applies only to #205. ## 2. Fix the actual recovery defect Revalidate canonical Forgejo state first. Expected current HEAD: `81847ddfc9d72af4503ffd571e80b4e50b5fb530` Expected base: `edd31326d4abe5cc282adb419cb54c78d4677ec4` In `tools/review_result.py`, the existing `recover()` path may mutate stored result/diagnostic records before rejecting a caller whose requested HEAD/base does not match the durable launch claim. Correct the ordering: - Validate caller context, launch claim and stored binding **before any mutation**, including metadata scrubbing, receipt rewriting, verdict invalidation or native-output cleanup. - A mismatched HEAD/base must fail safely and leave the pre-existing completed result intact. - A later recovery using the correct original context must still succeed. - Preserve all existing secret-safety, receipt-integrity, immutable terminal-state and valid-policy-rescreening guarantees. - Do not replace durable-result validation with trust in caller-supplied metadata. Add adversarial deterministic regressions proving that wrong HEAD and wrong base cause no change to any existing receipt, result, diagnostic, captured output or cleanup state. Verify this for both successfully completed and rejected terminal results. ## 3. Correct reviewer execution preparation Review #9 also recorded three disallowed read-only shell command forms. Inspect their exact tool traces. Correct the reviewer preparation or instructions so necessary inspections use permitted, single-command forms. Do not broaden shell permissions merely because the commands were read-only. Enforce: - clean independent context; - canonical acceptance-only source manifest; - no prior findings/history exposure; - full frozen PR inspection; - actual tool-call audit; - preflight of direct-Codex input size, environment and output capture. Do not dispatch another reviewer until the known problems are corrected and tested. ## 4. Validation and review Run focused tests, all relevant synthetic capture cases, `make check`, type checks and whitespace checks. Use durable exit receipts. Once the implementation is complete and the PR is frozen: - Review #10: fresh independent ordinary whole-PR review. - Review #11: mandatory independent security review through direct official Codex CLI requesting `gpt-daybreak-blue-latest`, after ordinary approval. - Review #12: contingency only, subject to the requirement that all necessary final approvals can still be obtained. ## 5. Correct the workflow's review-budget planning Within the accepted scope of #205, add a minimal prospective review-capacity check. ## 6. Bounded owner recovery executed and preserved on PR206 at 015a2558f9d5748321a19d5b42f7b63413889be3, base edd31326d4abe5cc282adb419cb54c78d4677ec4.

Implemented pre-mutation caller/launch-claim/stored-binding validation, completed/rejected/pending-cleanup adversarial regressions, unchanged-permission reviewer command preparation and persisted-ledger prospective capacity guidance/tests. Full sanitized gate passed2,846 tests/17skips, basedpyright0 diagnostics, durable exit0; focused251 passed. Exact review9 traces show all three disallowed commands were permission-denied attempts, not verified execution. Final797,599-byte complete-source packet, seven current-helper actual-Codex synthetic cases and separate independent capture/adjudication preflight passed without authentication/live inference. These are engineering evidence, not approvals.

Ordinary review10 returned REQUEST_CHANGES/P1. Its actual108-call context/route/shell audit passed with no violations. New defect at tools/review_result.py697-708: valid same-context policy tightening with forbidden=("OK",) can null the validated diagnostic code and persist partially scrubbed records before removing the newly forbidden reviewer payload. Repeated recovery then fails FIELD_TYPE and leaves the payload intact. A separate deterministic offline probe corroborated this without source changes, forged receipts or a model call. The wrong-HEAD/base ordering fix remains intact.

Precise stop: ordinary approval is absent. The two numerically unused slots are explicitly allocated by owner comment16179 to security11 after ordinary approval and contingency12. A fix would need BOTH fresh ordinary and restricted approvals; the current ordinal/role sequence cannot close them. I did not reallocate11 to ordinary, run restricted review without ordinary approval, reverse reservations, combine gates, waive the finding, reset counters or request review13. Reviews11/12 remain unreserved/unexecuted. No further patch was made, and the PR/issue remain open and unmerged: STOP_REVISE under the prospective role-capacity check, not a claim that numerical ceiling12 is exhausted.

#174/PR204 remains parked, open/unmerged, HEAD4ade22b66abf426bf62f115f9780d3940d2e60ca/baseedd unchanged. Its old ordinary17 objects still match unchanged develop; mandatory security approval is absent, conditional19 remains unspent and real-harness acceptance remains separate. No #205 integration occurred, so no post-integration174 approval reuse or additional review capacity is claimed.

Fresh complete canonical queue remains15 open issues, six exactwontfix exclusions and other nonexcluded work including185/176. No QUEUE_EMPTY, missing-MI-producer or whole-repository inactivity claim. Automatic subsequent delivery was conditional on205 integration, which remains gated; no subsequent delivery, merge, issue closure, main/release/deployment, product inference or cross-repository mutation occurred.

Applicable original owner-decision record. Source: Adrian's explicit workspace mandate 2026-10-11T10:53:24Z. This complete original correction supersedes comment16179's ordinal-to-role allocation only; it does not increase ceiling12, reset any consumed review or grant another issue capacity. This is acceptance authority, not an implementation conclusion or desired review verdict.

Owner correction: Complete #205 within the existing 12-review budget and continue /loop

Explicit owner decision and continuation authorization.

Repository: BioMedical-IT/scarcity-router
Issue: #205
PR: #206

1. Correct review-role allocation

The previous owner instruction incorrectly fixed review #11 to security and #12 to contingency.

I explicitly supersede that ordinal-to-role allocation.

The review ceiling remains 12. All ten consumed ordinals remain counted and unchanged.

The two remaining slots are allocated according to the mandatory review sequence:

  • Review #11: Fresh independent ordinary whole-PR review.
  • Review #12: Independent direct-Codex gpt-daybreak-blue-latest security review, after ordinary approval.

Review ordinal is a chronological counter, not an immutable reviewer role.

No review #13, no reset and no approval substitution.

Record this owner correction in the issue and persistent ledger before proceeding.

2. Repair the P1 defect

Revalidate canonical Forgejo state.

Expected PR HEAD:

015a2558f9d5748321a19d5b42f7b63413889be3

Expected base:

edd31326d4abe5cc282adb419cb54c78d4677ec4

The current recover() implementation can corrupt a typed diagnostic while rescreening retained metadata under a tightened policy, before removing newly forbidden result payloads.

The reproduced case uses TextPolicy(forbidden=("OK",)).

Correct the actual failure mechanism.

Requirements:

  • Preserve existing caller-context and durable-binding verification before any mutation.
  • Distinguish typed internal diagnostic/status fields from untrusted reviewer content.
  • Do not indiscriminately replace required enum fields with null.
  • Evaluate and sanitize retained payloads consistently with the current policy.
  • Ensure metadata validation cannot fail halfway through a recovery while leaving newly forbidden payloads retained.
  • Preserve terminal rejection, provenance, durable launch identity, native-output cleanup and idempotent recovery.
  • Never convert a previously rejected result into APPROVE.
  • Never treat a policy change as authority to relaunch Codex.

Add adversarial tests covering the exact P1 reproducer and equivalent fields across completed, rejected, interrupted and pending-cleanup states.

Test interrupted writes and repeated recovery where relevant.

Prefer a focused correction to existing recovery logic. Do not introduce another result-capture framework.

3. Finish implementation BEFORE reviewing

Run the required focused and full validation.

Independently inspect the recovery state machine, including:

  • claim/context verification;
  • metadata and payload screening;
  • typed diagnostic preservation;
  • durable rejection;
  • native cleanup;
  • partial failure and retry behavior;
  • secret-safety invariants.

Do not dispatch review #11 while known reproducible defects remain.

Use the existing sanitized, independent reviewer-context procedure and permitted shell-command forms.

For the mandatory security review, verify Codex invocation and result capture using an independently controlled evidence path. The under-review helper cannot be its own sole acceptance authority.

4. Complete the existing PR

After implementation is frozen:

  1. Run ordinary review #11 against the complete PR at exact current HEAD/base.
  2. If #11 returns valid APPROVE with no findings, run mandatory direct-Codex Daybreak review #12 on the same exact objects.
  3. Require a validated independent security APPROVE, not merely CLI exit 0.
  4. If both gates pass, merge PR #206 into canonical develop, verify integrated acceptance and close #205.

If #11 requests changes, or #12 does not approve, preserve the PR, report STOP_REVISE and do not seek another automatic exception.

No review #13.

5. Preserve and correct future review planning

Within #205's existing workflow-maintenance scope, ensure that prospective capacity checks:

  • reserve enough numerical slots for all required final reviews;
  • determine reviewer roles from the current approval dependencies;
  • never freeze a future ordinal to security before ordinary approval exists;
  • do not invalidate genuine review findings merely because the budget is inconvenient;
  • prohibit implementation patches when insufficient numerical capacity remains;
  • preserve default 10-review ceilings and owner-authorized exceptions.

Add a regression for the exact sequence:

Ordinary review #10 returns REQUEST_CHANGES, leaving slots #11 and #12. After correction, #11 can be ordinary and #12 can be security, with no ceiling increase.

6. Automatic continuation

After successful #205 integration, automatically continue the previously authorized /loop using a fresh canonical queue.

Preserve #174 / PR #204 and all its historical review ordinals. Revalidate its current base and security acceptance before any further delivery or merge.

Do not invent additional #174 review authority.

The owner authorizes keeping #174 parked while other independently eligible Router work proceeds. Do not treat its exhausted review budget as a repository-wide blocker.

Reassess #185/#176 against current accepted MI producer contracts and follow ordinary queue ordering.

No cross-repository mutation, main promotion, release, deployment or live inference.

Do not return a progress-only handoff between already-authorized steps.

Report the actual final state, including review #11/#12 verdicts, merges, current develop and remaining gates.

Currentness update after goal reentry: STOP_REVISE remains required under owner16250, with all12 review ordinals consumed and no new review authority.

PR206 HEAD remains 6007b6750492cb3155aee19b7f553f61ef4ab6da. Canonical develop advanced to 79795ec99960c442901f729804569138d85a902d through owner-merged PR208 at19:37:10Z. PR206 is still open/unmerged and Forgejo now reports it nonmergeable; merge-base remains edd31326d4abe5cc282adb419cb54c78d4677ec4.

Historical ordinary11 APPROVE covers6007/baseedd only and is stale for integration against the changed target base. Security12 still has no validated verdict after UNSAFE_TEXT rejection and same-capture recovery. Both fresh exact-object final roles would now be required, but remaining capacity is zero. No review13, reconciliation patch, reset, substitution or inferred approval.

PR204 remains preserved/parked with unchanged HEAD and the new target base; its historical ordinary approval is also stale, conditional19 remains unspent, and security/real-harness gates stay open. The freshly exhausted queue has15 open issues, six exactwontfix exclusions and nine nonexcluded; potential185/176 work is not absence of work or authority to bypass started205. This goal performed no merge, source edits, repeated validation/review or further issue selection.

Applicable original owner-decision record. Source: Adrian's explicit workspace message2026-10-11T19:48:05Z. The complete text below supersedes the previous #205 ceiling12/future-role and continuation disposition only as stated. All12 consumed reviews, their outcomes, failed capture evidence and historical STOP_REVISE records remain intact. This is acceptance authority, not an implementation conclusion or desired verdict.

Reconcile PR206 with merged PR208, complete bounded review, and restore Router delivery

Explicit owner authorization covering both a bounded #205 recovery and a subsequent independent /loop invocation if needed.

Repository: BioMedical-IT/scarcity-router.

1. Revalidate and reconcile

Fetch canonical Forgejo state.

Expected historical evidence:

  • PR #206 HEAD: 6007b6750492cb3155aee19b7f553f61ef4ab6da
  • Current develop: 79795ec99960c442901f729804569138d85a902d
  • PR #208 is already merged.
  • #205 has consumed review ordinals 1–12.
  • #174/PR204 remains parked.

Revalidate all objects before modification.

PR208 introduced accepted reviewer access changes:

  • Exact private Forgejo MCP repository/PR/issue metadata reads.
  • No anonymous git ls-remote or credential-bearing Git remote inspection by the reviewer.
  • Local exact-Git-object verification of reviewed HEAD/base and complete PR delta.

These changes are now authoritative.

Integrate current develop into the EXISTING PR206 branch through a normal non-history-rewriting Git merge. Resolve all conflicts while preserving both:

  1. PR208's accepted reviewer access/security contract.
  2. PR206's review capture, recovery, observability, independent-context preparation and prospective capacity controls.

Do not restore obsolete shell permissions or omit forgejo-mcp_get_repo.

Reconcile the workflow contract tests. Do not delete or weaken either PR's valid acceptance requirements just to obtain a green test suite.

Do not force-push, create a replacement PR or reset review history.

2. Complete technical validation before review

Inspect the complete integrated PR for semantic contradictions, especially:

  • reviewer MCP permissions and exact accepted-object manifests;
  • credential-safe local Git inspection;
  • context independence and tool-call auditing;
  • reviewer-result capture and policy rescreening;
  • durable terminal receipts and recovery;
  • prior UNSAFE_TEXT failure classification;
  • prospective capacity calculation.

Run the focused regression suite and full required repository gates.

Do not launch an LLM review with known reproducible defects, conflicting reviewer instructions or untested conflict resolutions.

Preserve durable validation receipts.

3. Conditional review-budget exception

I authorize one additional issue-local review-budget exception for #205 / PR206:

Maximum 15 total whole-PR review invocations.

All 12 previously consumed ordinals remain counted and unchanged.

After successful reconciliation and validation, allocate future review roles dynamically:

  • #13: ordinary independent whole-PR review.
  • #14: mandatory independent direct-Codex Daybreak security review if ordinary approval is valid.
  • #15: bounded contingency, only when the remaining capacity can still satisfy every mandatory approval gate.

Ordinals are chronological counters, not permanently assigned reviewer roles.

Every review must cover the exact current base/HEAD. A changed base or HEAD invalidates relevant prior approvals.

The security gate requires a validated independent gpt-daybreak-blue-latest verdict. CLI exit zero is insufficient. Do not treat an UNSAFE_TEXT rejection as an approval or weaken safety policy to force acceptance.

No review #16, no counter reset, no replacement PR and no automatic further exception.

4. Complete #205 if all gates pass

If ordinary and security reviews approve the same final objects:

  • Merge PR206 through canonical Forgejo.
  • Verify integrated acceptance on current develop.
  • Close #205 only if its full acceptance is satisfied.
  • Preserve the complete review and recovery history.

5. Do not block unrelated Router work indefinitely

This owner message also provides SEPARATE, explicit authorization for a fresh /loop invocation after the #205 disposition.

If #205 cannot satisfy all review gates within the authorized limit:

  • Preserve #205/PR206 open and unmerged at STOP_REVISE.
  • Do not waive security acceptance or claim completion.
  • Do not reset its ledger or create a replacement PR.
  • Treat that delivery as parked pending another explicit owner decision.

Then start a NEW owner-authorized /loop invocation under the authorization supplied in this message, retaining the old invocation's terminal status and historical records.

Do not represent this as silently skipping a started issue inside the terminated invocation.

Fetch the complete canonical Router queue. Apply exact exclusion labels, previously stopped-delivery rules, fresh eligibility checks, mandatory priorities and actual dependency evidence.

#174 and #205 must not be silently restarted.

Reassess #185/#176 using current MI producer contracts, but do not force selection order.

Continue independently eligible Router work automatically through normal review, merge, acceptance and closure.

If #205 succeeds, continue directly into normal /loop selection instead.

No cross-repository mutation, release, main promotion, deployment or live inference is authorized.

6. Final report

Report:

  • Exact PR208-to-PR206 reconciliation and any resolved conflicts.
  • New HEAD/base, validation and review #13–15 results.
  • #205 integration or preserved STOP_REVISE.
  • The fresh /loop invocation and subsequent delivered tasks.
  • Remaining issues with precise external dependencies or owner decisions.
  • Final canonical develop and actual terminal state.

Execute the authorized work rather than returning a progress-only handoff.

Owner amendment: visible automatic review handoff (2026-10-22)

Direct source is Adrian's current user instruction in the active primary Kilo session. The owner makes elimination of manual reviewer-prompt and result copying a permanent development-workflow acceptance requirement and explicitly authorizes orchestration through supported, user-visible Kilo functionality. This is a development workflow extension of #205's accepted result-capture/recovery scope, not a product API, second controller, or hidden model launcher.

The single primary /loop is to:

  • Start one fresh read-only pr-reviewer-standalone session through Agent Manager only after exact PR/HEAD/base/merge-base, acceptance, validation, and finite budget are verified and recorded.
  • Supply the exact canonical issue/PR references, changed-file scope, complete compact Git diff, applicable accepted decisions, and no implementation reasoning, prior findings, credentials, or desired verdict.
  • Retrieve the completed session's structured native result through supported Kilo session recall, validate verdict/ref/schema against the frozen objects, and record minimal outcome/provenance canonically.
  • Route actionable REQUEST_CHANGES directly to this same primary implementation context, then validate the corrected HEAD within the existing review budget; no owner copy/paste relay.
  • Advance only on valid exact-ref APPROVE; preserve separate owner-manual Daybreak for security-critical work.

Use Agent Manager's visible, read-only session path, not Task/subagents, subprocess/model scripts, HTTP inference, a fallback reviewer, or duplicated state store. Keep source-read permissions scoped and user-approved; this amendment does not weaken them. No persistent evidence directories or review-receipt hierarchy are required. The current #205 cap is 16 per comment #18351; consumed ordinals remain unchanged.

Validation on this exact candidate: make check passed 2,928 tests (17 skipped); uv run basedpyright passed with 0 errors/warnings; make package-check passed; base-to-HEAD whitespace checks passed. No live model/provider inference occurred.

Review history #1-14 remains unchanged. This reservation is #15 ordinary only, through the direct owner-authorized visible Agent Manager flow in comment #18386, against the complete current PR delta. #16 remains owner-manual Daybreak security review only after a valid #15 APPROVE on these same refs; no #17, reset, transfer, automatic Daybreak, merge or issue closure.

Ordinary review #15 outcome: REQUEST_CHANGES

#15 is consumed. The fresh visible local Agent Manager session was ses_e9bf10a22ffeLB15GBmWUj19oW; its native result was retrieved through Kilo session recall. The complete diff was read. Frozen refs were HEAD 19acf627146dec4b438c74b3b90b670524525cd2, base/merge-base cd8fb16b62472b0c4a437a33718c84bbeaaa0ea8. The reviewer ran no checks and recorded no APPROVE.

Findings:

  • P1 .kilo/rules/35-technical-recovery.md:140-142: it presents #174's #20 Daybreak as conditional on a valid ordinary #19, but canonical #174 comment #18387 records #19 as failed/unverified with no verdict and forbids retry. Therefore #20 is not eligible; the policy text must accurately state the parked state. This does not authorize edits to PR #204.
  • P2 tools/review_result.py:1167-1208: launch metadata resolves argv[0] but Popen receives the original argv; the receipt records a caller-supplied version as parent-observed without digest/identity binding. The executable launched is not bound to the claimed observed binary.

The result also notes that it could not independently verify the actual Git objects/diff digest, did not receive the canonical #174 source, and could not verify installed-Codex/native execution evidence. UX impact was assessed as material for the stranded #174 workflow.

Disposition: STOP_REVISE for #205. #16 remains owner-manual Daybreak only after a valid #15 APPROVE on these same refs, so #16 is ineligible; no #17, reset, transfer, merge or closure is authorized. Keep PR #206 and Issue #205 open/unmerged. No source changes were made after review.

Direct owner amendment: #205 review allocation and model selection

Source: Adrian's direct instruction in the active primary session ses_ea0104bd7ffe24sCWNMxA400MA, 2026-10-22T15:53:36Z. This applies only to Issue #205 / PR #206.

  • #15 remains consumed as REQUEST_CHANGES; preserve its outcome unchanged.
  • The prior #16 conditional Daybreak-only reservation is unused. Explicitly supersede/skip it without reclassifying or executing it; do not reset or erase any history.
  • #17 is the next ordinary independent review, only after correcting the #15 findings, required validation and freezing the exact new HEAD.
  • #18 is a separate owner-manual official Codex Daybreak security review, only after a valid #17 APPROVE at the same refs.
  • No #19 or higher ordinal is authorized.

For ordinary review sessions, default to the exact model/provider/reasoning selection of the main implementation session. The user may explicitly choose a different model for a specific review; only that direct override may change the selection. Never silently choose a Highspeed model, workspace-default substitute or provider fallback. Verify the resolved selection before sending review content; if exact selection cannot be confirmed, stop without dispatch.

This owner amendment supersedes the previous #205 cap/role sequence only as specified. It does not modify any other issue's budget, the owner-manual Daybreak requirement, or the rule against source changes after review begins.

Model-selection clarification (2026-10-22T15:53:36Z)

This direct owner instruction clarifies and supersedes the override scope in #18436: Adrian has never authorized Highspeed model usage. Ordinary review must use the exact model/provider/variant of the main implementation session by default. The user may explicitly choose another permitted model for a specific review; Highspeed models are not permitted by the default or override path unless a future direct owner instruction explicitly supersedes this prohibition. Never let Agent Manager, workspace defaults, provider routing, plan errors or retry behavior silently select a different model. If the exact requested model cannot be bound/confirmed, do not dispatch review content; preserve the ordinal and stop at that gate.

#17 ordinary review reservation

Issue #205 owner amendment #18436 sets #17 as the next ordinary independent review after correcting #15, completing validation and freezing the exact new HEAD. #16 remains explicitly skipped without reclassification/execution; #18 remains owner-manual official Codex Daybreak only after valid #17 APPROVE at the same refs; no #19.

Frozen refs: PR HEAD b62ecdcb656eb692cdf897f6e9a7bb92dc182f84; base/merge-base cd8fb16b62472b0c4a437a33718c84bbeaaa0ea8. The normal merge parent cd8fb16b62472b0c4a437a33718c84bbeaaa0ea8 and prior PR parent 19acf627146dec4b438c74b3b90b670524525cd2 are preserved. PR #206 remains open/unmerged.

Validation on this exact candidate: make check passed 2,932 tests (17 skipped); standalone uv run basedpyright passed with 0 errors/warnings; make package-check passed; diff checks passed. No model/provider inference occurred during validation.

The #17 ordinary review is authorized to request the exact current primary model openai/gpt-6-luna through provider openai, with no implicit workspace model or provider fallback and no Highspeed model. Any model/provider mismatch or error is terminal; preserve #17 and stop without retry/substitution. The separate #18 Daybreak remains owner-manual.

Ordinary review #17 outcome: REQUEST_CHANGES

#17 is consumed on HEAD b62ecdcb656eb692cdf897f6e9a7bb92dc182f84, base/merge-base cd8fb16b62472b0c4a437a33718c84bbeaaa0ea8. The fresh visible session was ses_e9a574cb7ffeNT1jh9LKsA4HZY; the Agent Manager start resolved to GPT-6 Luna / OpenAI / max before the owner's later Sol 6.1 High instruction. The complete diff was read. The reviewer ran no checks and did not record APPROVE.

Finding P2, tools/review_result.py:403: ux_impact is checked with policy.check_identity, which omits the OPAQUE token screening applied to other untrusted reviewer fields. A long opaque identifier in UX text could therefore be accepted and forwarded to the primary. Apply full TextPolicy.check with the current context before accepting ux_impact, preserving only exact parent-attested public-source exceptions; add a regression test for a long opaque non-secret value.

The reviewer assessed material UX impact. It could not independently verify Git object ancestry/diff digest and did not run tests; the primary's frozen-ref and diff-hash verification remains separately recorded. The native result had no other findings.

The later direct owner instruction selecting Sol 6.1 High applies to future review starts, not retroactively to this already-started #17. Agent Manager catalog resolves that selection as GPT-6.1 Sol / OpenAI / high. #16 remains skipped; #18 is owner-manual Daybreak only after a valid #17 APPROVE, which did not occur. No #19, retry, source edit, merge or issue closure is authorized. Keep PR #206/Issue #205 open and unmerged at STOP_REVISE.

Direct owner amendment: PR #206/#205 review allocation and model

Source: Adrian's direct answers in the active primary session after #17 REQUEST_CHANGES. This amendment applies only to Issue #205 / PR #206 and preserves all prior review history.

  • #15 remains REQUEST_CHANGES; do not erase or reinterpret it.
  • #16 remains skipped under #18436; do not reclassify or execute it.
  • #17 remains consumed as REQUEST_CHANGES; do not reuse it.
  • #18, previously conditional owner-manual Daybreak, is superseded/skipped without reclassification or execution.
  • #19 is the next ordinary independent whole-PR review after the new findings are corrected, full validation passes, and exact refs are frozen.
  • #20 is the separate owner-manual official Codex Daybreak security review, only after valid #19 APPROVE on identical refs.
  • Maximum20; no #21/reset/transfer.

Effective model for all review starts from the owner's 2026-10-22 instruction is GPT-6.1 Sol / provider openai / reasoning variant high. The owner explicitly directs this selection; do not default to or silently return to GPT-6 Luna, use a workspace default, or fall back. Highspeed remains unauthorized. A later per-review explicit owner choice may override this selection.

Direct owner amendment: #19/#20 and review model selection

Source: Adrian's direct instructions in the active primary session on 2026-10-22, including the explicit #19/#20 allocation and Sol 6.1 High model choice. This applies to PR #206 / Issue #205 for review budget; the model selection applies to review sessions going forward.

  • #15 REQUEST_CHANGES and #17 REQUEST_CHANGES remain preserved.
  • #16 and #18 are explicitly skipped/superseded without reclassification, execution or history reset.
  • #19 is the next ordinary independent whole-PR review after correcting #17 findings, full validation and freezing the exact HEAD.
  • #20 is separate owner-manual official Codex Daybreak security review only after valid #19 APPROVE on identical refs.
  • Maximum20; no #21/reset/transfer.

Effective model for review starts is GPT-6.1 Sol / provider openai / reasoning variant high. Adrian explicitly selected this model; do not default to GPT-6 Luna for these reviews, use workspace/provider fallback, or substitute. Highspeed remains unauthorized. A later explicit per-review user selection may override the effective model.

#19 ordinary whole-PR review reservation

#19 is reserved under direct owner amendment #18480 for the complete PR #206 at frozen HEAD cfb16c66a255966fcbf9b69114fa872fd7b42d4e, target base/merge-base cd8fb16b62472b0c4a437a33718c84bbeaaa0ea8. The PR branch is clean and open/unmerged.

Validation on these exact refs: make check passed 2,933 tests (17 skipped); standalone uv run basedpyright passed with 0 errors/warnings; make package-check and base-to-HEAD whitespace checks passed. Product model-policy selector remains version9.

Model request for this review is explicitly GPT-6.1 Sol / provider openai / variant high, matching current direct owner instruction #18480. No Highspeed, GPT-6 Luna fallback, workspace default or provider substitution is allowed; any model/provider mismatch or error terminates #19 without retry/fallback.

History remains unchanged: #15 and #17 REQUEST_CHANGES; #16 and #18 are explicitly skipped. #20 is the separate owner-manual official Codex Daybreak security review only after valid #19 APPROVE on identical refs; no #21 or higher.

Ordinary review #19 outcome: COMMENT, approval gate unresolved

#19 is consumed on HEAD cfb16c66a255966fcbf9b69114fa872fd7b42d4e, base/merge-base cd8fb16b62472b0c4a437a33718c84bbeaaa0ea8. The fresh visible session was ses_e99f8a316ffeg0lOjbvgpOiY7U, explicitly resolved to GPT-6.1 Sol / openai / high. It read the complete supplied diff, found no concrete source defect and assessed UX impact as none; it ran no tests.

The reviewer did not approve. Its limitations were that it could not independently verify the diff digest/PR HEAD/merge ancestry through its authorized read-only tools, and it lacked accessible full original owner decision sources/provenance. The primary's local Git and canonical Forgejo checks remain separate evidence; they do not erase the review-context limitations or turn COMMENT into APPROVE.

#20 is owner-manual official Codex Daybreak only after valid #19 APPROVE on these same refs, so #20 is ineligible. No #21/reset/transfer/automatic Daybreak/merge/closure. Keep PR #206 and Issue #205 open/unmerged pending a new explicit owner disposition. No source edits occurred during or after #19.

The fresh local Agent Manager session was ses_e97e95bd6ffe7m45SGZCHT8W2k, explicitly requested as GPT-6.1 Sol / openai / high. Its native structured result had no code findings, UX impact none, and no tests run.

The reviewer read the complete supplied 4,716-line/17-path diff and confirmed its workspace develop ref matched the base, but could not independently bind the supplied diff digest to the actual PR HEAD/merge-base Git objects or verify canonical currentness with its read-only tools. It also lacked direct native access to the original owner-message provenance; primary recovery and identifiers are recorded in Issue comment #18542. These limitations mean no APPROVE, even though the primary separately verified the exact refs and digest.

#22 is owner-manual official Codex Daybreak only after a valid #21 APPROVE on identical refs; that condition was not met, so #22 is ineligible. No #23/reset/transfer/automatic Daybreak/merge/closure. PR #206 and Issue #205 remain open and unmerged pending new direct owner disposition. No source changes occurred during or after #21.

2026-10-24 owner-directed reconciliation (direct source: Adrian's current native primary-session message at 15:47:18Z). This authorizes technical reconciliation/removal of superseded scope and regression fixes, NOT additional numbered reviews, resets or security waivers. Current baseline develop b2b35bce6678ebc4e393e8c5d78f8c1044f4b119 / D-078; PR206 HEAD cfb16c66a255966fcbf9b69114fa872fd7b42d4e. Complete 17-path original delta and current effective difference were inspected. Targeted native read-only technical consultation ses_e91648698ffesYWobL2vaLi7at inspected all helper/fixture/test code; it is not a review and consumes no ordinal.

Disposition: retire the unmerged tools/review_result.py subprocess-capture/claim/receipt machinery, its fixture/tests/type-check include, obsolete standalone reviewer profile and conflicting workflow/model-policy amendments. The helper's executable callers are its own tests, and its recovery requires its own launch/exit/turn records; it does not recover native Kilo sessions and exposes no installed CLI. D-078 already provides native fresh-session invocation, exact Git source, read-only behavior, automatic result retrieval and preserved budgets. Optional existing reviewer_packet validators remain untouched. Prior historical outcomes/provenance stay canonical; no removed implementation is reclassified as accepted.

One genuinely useful independent residual remains: the 18-line tests/test_openai_codex_acquisition.py fixture correction that catches BrokenPipeError on reader cancellation, bounds feeder completion, and tests absence of thread traceback. It fixes an existing test utility without changing product interfaces. Retain that alone on the existing PR; do not close it as wholly redundant or create a replacement delivery/reset. All other paths will match exact current develop, without rebase/force-push or a develop synchronization merge. Full effective merged-tree validation will follow. #21 remains COMMENT; conditional #22 security remains ineligible; no #23 dispatch or merge is authorized.

Reconciliation published normally to existing PR206 as 8af0453e206d8b120c5e29a4e8fb9bbccf81265c. All superseded reviewer/capture/receipt/standalone-profile/model-override changes are retired. Complete effective delta against develop b2b35bce6678ebc4e393e8c5d78f8c1044f4b119 is exactly one test file,18 additions: cancellation-safe fake Codex writer plus regression. git merge-tree --write-tree is conflict-free and exactly equals tested tree a8b1d2fbeed65e434393eab224db6827dbcfcede; D-078 and every other baseline path are byte-identical. Prior published history is preserved, without rebase/force/synchronization merge.

PASS: locked dev sync; focused acquisition93/workflow32/reviewer-packet63; full make check2856/17skips; basedpyright0; package-check; working/staged whitespace. Synthetic private HOME/TMPDIR only, no inference.

Implemented+validated, NOT independently approved/merged. #21 COMMENT and all earlier ordinals persist; conditional #22 remains ineligible, no #23. Since a genuinely useful fixture correction remains, PR206 is narrowed rather than falsely closed as wholly redundant. Further formal acceptance requires owner authority; no model call or ordinal was added. Continuing the independently authorized #185/#174 reconciliation, not ending repository work on this issue-local gate.

Final scope reconciliation supersedes the interim residual disposition in comments #18664/#18667: after retiring its capture harness, the18-line pipe-writer test utility correction is optional unrelated fixture maintenance, not necessary #205 runtime/native-session functionality. It is retained in historical commit 8af0453 rather than keeping a redundant delivery open or reviving excluded #166; no accepted functionality is removed.

Final append-only retirement HEAD 94dd82393fa2df1483f5b8b6bc7b0dc61b994b7d has exactly the same tree as integrated develop b2b35bce6678ebc4e393e8c5d78f8c1044f4b119: 8529ea5bf1ee891a5e5c6d7f11175449609417fd. Conflict-free predicted merge is also that identical tree; complete effective delta is zero. Final187 acquisition/workflow/offline-validator tests, basedpyright0 and whitespace/equality checks pass; exact baseline full gate2855/17skips and independent #216 review#9 remain recorded, and interim candidate full gate2856/17skips plus package/type checks passed. No new implementation merge/approval is claimed.

PR206 was CLOSED UNMERGED as SUPERSEDED by #216 through canonical MCP at2026-10-24T17:16:31Z, under the owner's explicit retirement criterion. #216 covers native fresh conversations, safe exact-source/read-only access, automatic final-result retrieval, bounded history and operator recovery; its tree/official CLI paths/model honesty/manual Codex gate are unchanged. Never-integrated capture/claim/receipt/launcher/standalone-profile and conflicting rule changes are rejected. All historical commits, findings, ordinals and owner decisions remain intact; no new review/waiver/branch deletion/rewrite. Closing this issue as superseded, not asserting the rejected design was implemented or approved.
