M1 PASS (2026-09-05).

Owner acceptance

The provisional uv run python -m scarcity_router status command was exercised in human-readable and --json modes against the owner's actual Linux environment.
OpenAI: the live Codex app-server source produced one normalized degraded/unknown snapshot without guessed quota windows.
Z.ai: the live usage source produced one normalized snapshot with known quota windows, including the currently depleted state; exhaustion was not treated as authentication failure.
Ollama: direct read-only runtime inspection confirmed reachability and configured-model presence; configured context and unknown effective context remained separate, with no quota window fabricated.
Human and JSON views agreed on provider order, window presence and diagnostics; live invocations exited 0.
No model prompt was issued and no credential, auth-file content, raw payload, path or personal quota value was recorded.

Change

Code changed: yes. A narrow parser compatibility fix accepts bounded Ollama namespaced inventory identities so an unrelated installed model cannot hide the configured target.
Added a focused synthetic regression test.
Added sanitized live evidence to docs/poc-evidence.md and updated the roadmap/provider decision documentation.

Residual audit

M1 blockers: none.
DEFER: final package/executable naming (U-008), broader Codex discovery and version policy (U-001), live OpenAI protocol failure-shape evidence, Z.ai orientation/schema revalidation, populated Ollama effective-context and cross-version evidence, freshness/cache policy (U-003), advisory provider health, richer Ollama monitoring, and all M2 selection/reset-credit policy work.
