Scope\nImplement an honest read-only local Ollama runtime observer producing the existing v1 CapacitySnapshot plus LocalRuntime. Report reachability, configured target model presence, safe model identity, configured context when independently known, and effective context only when actually exposed and validated. Use provider=ollama and source=ollama_local; healthy local runtime has windows=[] and no fake quota semantics.\n\n## Boundary\nUse only explicit/configured local endpoints; no LAN scanning or internet calls. Do not generate, load, pull, delete, benchmark, inspect GPU/energy/token metrics, or change runtime/config. Target model must be configurable, not hard-coded as a universal personal default.\n\n## Verification\nUse synthetic/mocked local responses only. Cover reachable/unreachable, present/missing/unknown model, malformed/ambiguous listings, configured/effective context independence, no fake quota, timeout, endpoint validation, deterministic normalization, secret/path safety. Run make check, basedpyright with 0 errors/warnings/notes, and git diff --check.\n\n## Non-scope\nNo OpenAI changes, Z.ai changes, generation, CLI/status, selector, REST/MCP/dashboard, GPU telemetry, benchmarking, or broad config management.\n\nPR must target main, remain open/unmerged, contain no merge commits, and touch only this issue scope.
