Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
Establish bounded-by-default governance for every multi-agent or orchestrated workflow. Define explicit execution and review budgets, MERGE_BLOCKER versus DEFER findings, immutable reviewed-head and serialized phases, scoped final verification, complexity/progress watchdogs, and human escalation after budget exhaustion. Update AGENTS.md, model-policy.json, docs/decisions.md, and tests/test_model_policy.py without adding runtime orchestration code.
