Summary

  • Reconcile #210 with accepted D-069A and the completed #212/PR #213 state while preserving the existing feature branch and published history.
  • Keep D-069's default ten and the verified direct-owner maximum11 exclusive to #210/PR #211: #1-9 outcomes unchanged, #10 ordinary, #11 owner-manual security only after #10 passes, no #12. #185/PR #209's maximum12 remains exclusive to that delivery.
  • Add the Router-only owner-manual official-Codex backend-identity observability limit with all other identity, dispatch, context/tool, ref and verdict evidence mandatory.
  • Correct current governance through authoritative amendments and deterministic policy regression tests; no product API, selector, gateway, catalog, provider or model-policy behavior changes.

Frozen Candidate

  • Repository: BioMedical-IT/scarcity-router; issue #210; PR #211 to develop.
  • Head: 3b5848717c0bca3a41473fd657fb9bf3c201da7d.
  • Base: 121ee3fe33b74dc38b2401d22e7aa6df1b124bc9.
  • Merge-base: 79795ec99960c442901f729804569138d85a902d.
  • Direct current-base tree delta: 8 scoped policy/governance/test files, +191/-0. No merge commit or history rewrite. Forgejo reports mergeable: true; local git merge-tree --write-tree origin/develop HEAD completed without conflicts.
  • Forgejo's merge-base file list has 20 paths because the common ancestor predates accepted #212. All paths in that list outside the eight direct current-base changes are byte-identical to develop, including the adopted reviewer profile, offline helper and helper tests. Do not mistake this inherited merge-base presentation for new #210 scope or omit review of the complete PR diff. The root AGENTS.md amendment explicitly supersedes historical #212 text in inherited command/profile/rule mirrors that remain unchanged to preserve mergeability.
  • Issue #210 and PR #211 remain open and unmerged.

Authority And Scope

D-069A is integrated, but it did not authorize its own bootstrap exception. The primary verified the original native owner source and exact canonical issue/PR scope; source/correction attribution is recorded at #210 comments #18082/#18085. The #210 maximum11 is conditional and exclusive to this issue/PR. The native #210 source is session ses_edcee3d47ffedWKe8vBjTUNCG7, user part prt_1408235dd001UMJyvip9N29CFM, native time1792083637749, full-text SHA-256 3cfe86b95cf3faa7728c90137222966b226a687c24046bfad92d3283c362913b. The old #17258/file-copy hash omitted two constraints and is not represented as equal to the complete source.

The Router manual-Codex assurance source is native user part prt_13ca21f3c001W5Szn0yCzs3E89, native time1792018620227, full-text SHA-256 88587ec09f71a4f4cf74456d35fc93f0cea0560b413fdaa08db8d43f1b845319; the exact P2 excerpt/canonical attestation is #210 comment #18085. Only this Router owner-manual security path may honestly record RUNTIME_UNOBSERVABLE when the official path cannot independently expose backend identity. Official binary/version/provenance, actual requested-model dispatch, native session/turn/input/output, context/tool audit, exact refs, structured APPROVE and no blockers remain mandatory. Never infer RUNTIME_VERIFIED from UI/configuration/self-report. Mismatch or unauthorized substitution is FAIL; any other evidence gap, stale refs or findings keep the gate open. No automatic Daybreak, generic identity weakening, cross-delivery transfer, local receipt hierarchy or reconstructed source file.

Review History

  • #1: REQUEST_CHANGES; parent audit NONPASS.
  • #2: REQUEST_CHANGES; parent audit PASS.
  • #3: COMMENT for source-index range inconsistency; later parent trace audit did not upgrade the verdict.
  • #4: REQUEST_CHANGES, P1 scoped-search/directory-read bypass; audit passed and checks were hardened.
  • #5: REQUEST_CHANGES, P2 incomplete 17-file patch/catalog coverage; audit passed and coverage was added.
  • #6: REQUEST_CHANGES, P1 changed-patch paths were not mandatory source reads; audit passed and binding was added.
  • #7: ordinary APPROVE with empty findings and passing parent audit at frozen refs; stale after later head changes.
  • #8: owner-supplied REQUEST_CHANGES at previous refs; findings authorized scoped remediation, not automatic Daybreak.
  • #9: COMMENT, no findings, incomplete evidence, no packet bytes reviewed and no UX assessment; parent audit NONPASS. Consumed at prior HEAD 12376b39f2f12f83307982e30151274d3a210745; history is unchanged.
  • #10: consumed ordinary APPROVE, findings: [], at the exact frozen HEAD/base above. Original independent user-visible Kilo session ses_ea448439cffenoDNnV1s2wjOQY; assistant message msg_15bb9ca42001c9v7r4KB01gJnO, part prt_15bb9d3620018qAuAFljzeUjFK, 2026-10-20T23:51:07.362Z. Native metadata: openai/gpt-6.1-sol, variant high; not backend attestation. Actual result, independent role-user start, limitations and provenance were recovered read-only and attributed at BioMedical-IT/scarcity-router#210 (comment). That Kilo-authored comment is a transcription, not an original formal review or owner authorization. The old reserved/unstarted status was historical and is superseded, not deleted. The later resume was only a currentness check.
  • #11: consumed owner-manual Codex security UNVERIFIED at these same refs, with no material security vulnerability found. Original session 01a15f4f-1724-7600-a76d-fd891be7b164, turn 01a15f4f-1f0f-7e82-b7c7-9e0daf87527a, final message msg_0d71cb22612af42b016ad8e9b78f84819197391a6641551264, 2026-10-21T16:35:13.710Z. The two original evidence gaps were missing #10 approval provenance and missing requested-model dispatch. Original native per-turn configuration has now been recovered: model and collaboration_mode.settings.model both equal gpt-daybreak-blue-latest (effort low), supporting DISPATCH_VERIFIED, not backend identity. Backend remains RUNTIME_UNOBSERVABLE. Full attributed reconciliation: BioMedical-IT/scarcity-router#210 (comment). No subsequent reviewer clarification or valid security APPROVE has been recovered; the original UNVERIFIED is preserved separately.

Validation

  • Sanitized uv sync --only-dev: passed.
  • Focused reviewer/workflow/policy tests: 97 passed.
  • make check: 2,853 tests passed, 17 skipped; basedpyright 0 errors, 0 warnings, 0 notes.
  • Standalone uv run basedpyright: 0 diagnostics.
  • make package-check: passed wheel/sdist, isolated temporary install, installed CLI/MCP/REST smoke checks; temporary tool environment removed.
  • Working and staged git diff --check: passed.
  • These are the previously recorded candidate-validation results, not newly rerun by the evidence-reconciliation session. #10 independently ran 97 focused tests; #11 ran 34 focused tests. Their stated limitations remain in the native results and linked attributions.

Pending Gate

The stale claim that #10 is pending/unconsumed is corrected: #10 APPROVE and #11 UNVERIFIED are both consumed; #1-9 are unchanged and #12 is prohibited. Live canonical HEAD/base remain unchanged.

Only an owner-sent evidence clarification in the EXISTING Codex #11 session is prepared: assess the two recorded evidence gaps using the recovered original #10 result and native per-turn requested-model configuration. Do not repeat a whole-PR review, launch another model/session, reinterpret owner UI selection as backend attestation, or assume a follow-up is a free new invocation. If clarification requires a new counted whole-PR review, stop without invoking #12. Preserve original UNVERIFIED and any subsequent addendum separately.

Recovered evidence is not itself security approval. The remaining gate is the existing independent reviewer's valid evidence-only disposition at unchanged refs, subject to all other mandatory assurance requirements. Until then this PR is not READY_TO_MERGE or eligible for /loop integration. No source edits, commits, pushes, merge, closure or policy weakening are authorized by this status correction.
