Goal

Correct evidence-gated dependency eligibility in /loop so unfinished same-repository predecessors are assessed and downstream acceptance is not promoted into upstream implementation prerequisites.

Why

Owner authorization 2026-10-09 selects this maintenance FIRST in a NEW /loop invocation, then automatic ordinary SELECT in the SAME primary context after reviewed integration/acceptance. Historical MI #15 -> Router #185 -> Router #176 -> downstream MI #19 interpretations produced false inactivity. Complete open queue14/page2empty had no exact defect issue. Owner clarification 2026-10-10T00:12:47Z additionally requires technical-recovery progress narration not become a terminal handoff.

Scope

Minimum declarative edits to .kilo/command/loop.md, .kilo/rules/10-task-system.md, .kilo/rules/35-technical-recovery.md and tests/test_workflow_contract.py; applicable shared-policy consistency only. Refresh full canonical queue/dependencies/current upstream artifacts; classify conditions by owner/evidence/stage; trace backward and evaluate unfinished local predecessors; revalidate changed producer contracts; UNVERIFIED requires exact missing check/read-only recovery. Explicitly preserve authorized continuation through technical-recovery progress, with durable logs/exit evidence rather than invented validation success. No product/dependency engine.

Acceptance Criteria

  1. Before WAIT/BLOCKED/STOP_AND_ASK/QUEUE_EMPTY require full fresh queue/current producer evidence/backward traversal; distinguish issue-local gating from repository inactivity and name WAIT's exact external action/owner decision.
  2. Minimum regressions cover integrated MI #15/open executable Router #185 predecessor of #176; truly externally gated #185 with unrelated continuation; downstream MI #19 not gating #176 implementation absent explicit evidence; changed producer reassessment; missing evidence UNVERIFIED; exhaustive QUEUE_EMPTY separates exclusions/verified gates/unverified eligibility.
  3. Decode actual declarative assessment/transitions where supported; static guards explicitly not proof of runtime orchestration. No engine solely for tests.
  4. Preserve exact label exclusions, canonical priority/order/age, post-selection revalidation, one mutator, persistent ten-review ceiling, independent whole-PR exact HEAD/base approval, direct-Codex Daybreak for security_critical, bounded recovery, genuine owner decisions and merge/acceptance gates.
  5. uv sync --only-dev, make check, uv run basedpyright, diff/staged whitespace pass. Fresh independent review/exact currentness precede authorized Forgejo merge; verify integrated develop/acceptance before closure.
  6. Immediately continue normal SELECT in same primary invocation; fresh Router #185/#176 and MI #13/#14/#15/#16/#18/#19 investigation informs normal ordering, not predetermined selection.
  7. Technical-recovery progress/status narration is nonterminal, not an owner handoff, additional confirmation gate or substitute for the exact terminal contracts. Recover uncertain process results/read actual state before reruns and prevent duplicate validation; preserve every review/recovery counter and all gates.

Constraints

Development workflow only; four-file small bounded delivery. No scheduler/database/second controller/speculative queue issues, cross-repository mutation, inference/deploy/main/force/history rewrite or weakened gates. Append excluded ledger; never restart completed invocation/reset issue counters. Maintenance engineering/recovery budget120minutes; maximum10 whole-PR reviews. Not security_critical: no credential/runtime authority/isolation/network boundary change.

Maintenance implementation: PR #203, HEAD f4d4bd97d1, base3834b52f93522fa81af6bd92d5073e04b5d0e050. Four workflow/test files only. Full sanitized gate PASS2781tests/17skips/611.330s, basedpyright0; focused25, locked sync and diff/staged whitespace PASS. Seven document-derived guards cover six dependency scenarios and nonterminal recovery; not runtime orchestration proof. Durable validation log/exit0 recovered without duplicate processes. Proceeding through fresh independent review and authorized currentness/integrated acceptance gates; issue remains open.

Maintenance integrated through authorized supported Forgejo merge PR #203 at edd31326d4 (00:55:41Z). Verified exact merge parents approved base3834b52f93522fa81af6bd92d5073e04b5d0e050 and HEAD3e2a76737d730ff6c37892b338046f30181e7a86; approved HEAD ancestor/current develop tree identical. Fresh whole-PR review ordinal2 APPROVE/findings[] after ordinal1 scope remediation; all counters/history retained. Full2782/17skips/type0/sync/whitespace PASS and integrated26contract tests PASS. Four accepted workflow/test files, existing safety/security/authority boundaries preserved; static tests not runtime proof. Same primary invocation already entered fresh normal SELECT by exhausting current canonical open queue pages1/2 immediately after integrated acceptance; no owner handoff/restart. Required #185/#176 and upstream/downstream evidence investigation continues under the original /loop mandate.
