Integrated offline MI-owned source-build/local-wheel distribution and compatibility/recovery proof, packaged INSTALLATION.md and truthful metadata regression. No production API/dependency/lock/updater/store/consumer-policy changes. Existing #13/#15/#16 mechanisms and owned negative fixtures reused; #17 REJECT intact.
