Goal

Establish the public Apache-2.0 Creatidy Console foundation, authoritative English product context, and complete actionable integration backlog. Deliver one independently reviewed bootstrap PR into develop; do not implement the entire application.

Why

Operators need a local-first cross-product view answering what works, why decisions were made, and whether owner action is needed, without duplicating Kernel, Router, MI or harness authority.

Scope

Verify canonical/mirror identity and current sibling contracts; establish a minimal empty-repository seed if needed; document architecture, UX/state vocabulary, security/commands, consumer contracts, reuse/toolchain choices, operations and G01-G13 traceability; implement reproducible development gates and register deduplicated consumer/producer work.

Acceptance Criteria

  • Every accepted requirement maps to authoritative documentation and implementation evidence or an actual owning issue.
  • Working make help/check commands and matching development-only Forgejo CI.
  • Exact base/HEAD and fresh independent whole-PR review, with bounded remediation and truthful platform review state.
  • Actual registered backlog, producer dependency links, no invented live capability or healthy fixture-backed operational view.

Constraints

Forgejo canonical; GitHub one-way public mirror. develop integration/default branch; one issue branch and PR. No producer implementation changes, paid/live product inference, secret migration, provider configuration, merge, release, deployment or publication. Preserve owner work. Repository docs English.

Initial evidence (2026-10-05): canonical repository exists, public and empty; local origin points to it; no remote heads. Approved GitHub mirror exists, public and empty. Forgejo MCP account kilo currently reports pull-only permissions; seed/push/default-branch/mirror administration remain unproven and must not be reported as completed.

Owner bootstrap mandate sections 1-14; accepted architecture v1.0 (2026-10-04), SHA-256 4e64121599ac30896afb77574b2fd16cddfc3420afde37108611715c24b56e92. Primary sibling identities: Creatidy/creatidy-kernel, BioMedical-IT/scarcity-router, Creatidy/model-intelligence.

Selected issue: #1, explicitly authorized by the owner's mandate. No Console AGENTS.md or repository development policy exists in this empty checkout; parent instruction search found no applicable ancestor AGENTS.md. Policy origin: current owner mandate plus this session's applicable native development instructions, not imported sibling model/review budgets.

Finite delivery/review budget, declared before substantive edits: up to 3 fresh independent whole-PR reviews, with at most 2 implementation-remediation cycles between them; at most 2 bounded diagnostic/retry attempts for each failing infrastructure operation. Final readiness requires substantive approval of the exact final HEAD/base, passing documented gates and truthful CI/platform evidence. Stop on exhausted budget, genuine scope/authority/security decision, or unavailable required infrastructure after bounded diagnosis. Native Task delegation/review inherits the owner-selected session model configuration (no override); actual runtime dispatch evidence will be reported only where exposed. Development orchestration is not Console product functionality.

Empty-repository seed is limited to Apache-2.0 license, ignore rules and a truthful short README on develop; record its exact SHA before substantive work on an issue branch. No main/release/deployment/merge authorization. GitHub mirror/default branch require existing one-way mechanism and repository-scoped administration, not broader organization rights.

Repository identity and bounded permission diagnosis resolved: existing configured Git credential authenticates the repository administrator with push/admin access; no new credential/organization rights were requested or secrets copied. Existing Forgejo push mirror already targets https://github.com/creatidy/creatidy-console.git, sync-on-commit with 8h fallback interval; last error absent at inspection. It is preserved, not recreated.

Authorized non-functional root seed pushed to develop: d6468f3 (full SHA recorded in delivery evidence). Files only .gitignore, LICENSE and short truthful README. Substantive branch: bootstrap/1-console-foundation. No main branch, tag, merge, release or deployment created. Primary issue remains selected; actor assignment is not needed to rediscover owner selection.

Early verified integration risks: Router /v1/status performs fresh capacity collection on each read and is not a passive cache. Kernel current status/export open an exclusive SQLite store and cannot be used as a concurrent Console database view. Existing producer work #183 in Router and #57 in Kernel will be linked rather than duplicated. Concurrent sibling architecture working-tree edits are not treated as integrated capabilities.

Foundation integration gate passed: make help; make check (Prettier, Markdown lint for all 10 docs, local AST links, current-public-file secretlint, strict TypeScript, 5 deterministic tests in 2 files, actual Vite static build outside source with HTML/assets/license validation and cleanup); git diff --check. Worker additionally ran clean make install/npm ci and make build, plus actual Chromium dev320x640/preview1280x720 smoke: truthful scope page, one protected canonical link, no controls/horizontal overflow, visible focus, no console errors. These are scaffold/tooling tests, not producer/auth/event/live application acceptance.

Registered complete consumer/governance backlog #2-#14, G01-G13 traced in docs/roadmap.md. Existing Kernel #57, Router #183/#140 and MI #13/#16 cover current producer gaps; no duplicate producer requests were created. Counterpart comments link actual Console children. Priority/security/reuse/migration/live-authority requirements are included in each issue. Native dependency edges recorded for read/projection/install gates.

Native dispatch evidence: read-only research Tasks ses_ef6e5f2b1ffewLpoQsO4Sc123F (Kernel), ses_ef6e5f2adffe91Jo5ltblS5DK1 (Router), ses_ef6e5f2abffeB8a5jkFYwBqRIE (MI); scoped tooling implementation Task ses_ef6e0373effecbndhcCUTFGliV. No model/provider/variant override requested or sent; selection inherited. No independent verdict is claimed yet; next step exact-subject whole-PR review. Runtime identity-resolution details not exposed by these Task receipts are not fabricated.

Exact seed/base: d6468f3a6c. Mirror now holds develop; GitHub issues/wiki disabled, native Forgejo mirror preserved. No branch protection exists at admin read; runner containment and private security intake unproved, tracked #14. No producer implementation changes, live task/paid product inference, secret migration, provider configuration, merge/release/deployment.

Full Final Reviewer Report

Regenerated after the owner's terminology-only remediation. READY_FOR_OWNER_MERGE applies only to bootstrap PR #15, which remains open/unmerged. This current report supersedes the earlier delivery snapshot; old review/CI receipts remain historical and are not extended to another HEAD.

1. Current Inconsistencies and Closure Conditions

Evidence and consequence Urgency, owner and closure
Kernel offline status/export opens lifetime-exclusive SQLite, unsuitable for a concurrent Console view Before live reads: Kernel #57 and Console #2/#3; authorized owner-served view plus concurrent conformance, not weaker locking or shared ORM
Router status performs fresh collection; static admin resource views omit derived resources and historical inventory is not live connection Before truthful resource views: Router #140/#183 and Console #2/#5; complete supported facts, observation/freshness semantics and bounded collection
No delivered composed delegated Console observer, public replay/correlation or command interface P1 design: Kernel #57, Router #183, MI #13/#16 and Console #2/#3/#7; producer-owned supported auth/state/command contracts and negative consumer tests
MI integrated temporal proof is synthetic, not a published operational snapshot/feed Before MI view: MI #13/#16 and Console #6; actual compatible publication/evidence cut and consumer receipt
Repository/runner/security guarantees are not established by YAML Before operational delivery: Console #14; actual repository-scoped protection/runner containment/private intake evidence. Earlier admin reads found no rules; this review's admin read was denied, so no current infrastructure guarantee is claimed

No naming ambiguity remains in current source or mutable Console architecture. No producer gap was fixed by fabricating operational UI data. Detailed risk and evidence home: corrected contracts.

2. Identity and Exact Delivery

  • Product: Creatidy Console; repository: creatidy-console.
  • Canonical public repository: https://forgejo.creatidy.com/Creatidy/creatidy-console.
  • Public mirror: https://github.com/creatidy/creatidy-console. Existing one-way native Forgejo synchronization preserved; exact corrected branch mirrored; GitHub issues/wiki disabled, no parallel development CI.
  • Primary owner-selected bootstrap issue: #1.
  • Existing PR: #15, targeting develop from bootstrap/1-console-foundation. Open/unmerged; no main or tags.
  • Minimal non-functional root seed and exact PR base: d6468f3a6c. Seed files only LICENSE/.gitignore/truthful README.
  • Remediation starting HEAD: ae6a59b3d9.
  • Final and freshly reviewed HEAD: 332624533a.
  • Correction commit: docs: remove obsolete product naming interpretation. One new commit, no amend/force push/history rewriting. Final source/index clean; local/tracked/canonical/PR/mirror revisions match.

3. Terminology Correction Inventory

Repository file Change and classification
docs/product.md Removed the unnecessary naming-error explanation; preserved the source-divergence statement and unchanged ownership/control/inference tables. Removed as unnecessary, not reassigned to Kernel or Scarcity Router
docs/roadmap.md Replaced the derived naming-error traceability label with source provenance and product terminology. Removed as unnecessary

Exactly two files changed by this remediation: 3 insertions, 5 deletions. No source/config/test/fixture/dependency/check/CI edits. No alias, deprecation/migration alias, glossary, rename, new router, component/API or functional behavior. Creatidy Kernel and Scarcity Router keep their separate existing ownership.

One exact tracked-tree occurrence and one derived traceability reference were corrected. Kernel substitutions:0; Scarcity Router substitutions:0; historical naming quotations retained in current files:0. Historical immutable source is retained only outside current-tree scope.

4. Mutable Canonical Records

Updated current Console surfaces:

  • PR #15 description: corrected-HEAD authoritative documentation links, exact current subject, renewed review/CI and terminal status. Historical earlier review evidence explicitly distinguished.
  • Issue #1 current delivery comment 14443: this regenerated report, corrected-HEAD documentation links and current result.
  • Issue #1 new comment 14471: owner remediation scope and preserved finite budget.
  • PR #15 new stored review 693, comment 14519: relayed fresh independent native verdict for corrected HEAD, stored COMMENT, not formal APPROVED.

No open issue title/description needed direct terminology replacement. Issues #1-#14 otherwise unchanged by the correction. No sibling records changed. Before final bookkeeping, two independent reads covered39 text fields/24 Console records:15 titles,15 descriptions,8 issue-thread comments and full historical review692; zero exact/case/format variants. Ordinary PR and review-inline comments were empty; no closed records existed at this audit. Current active roadmap links in PR15/comment14443 were repointed rather than leaving the removed interpretation authoritative. Review692 and original immutable commits were not sanitized.

5. Delivered Foundation and Decision Status

English indexed product/ownership/flows, all seven UX journeys with normal/empty/stale/disconnected/denied/unsupported states and synthetic text wireframes, producer contract/source inventory, command semantics, browser security/privacy, reuse/technology alternatives, roadmap/traceability, concise AGENTS/contribution policy.

One reversible web stack: React19.3.0, TypeScript7.0.2, Vite8.3.2; Node24.19.0/npm11.17.0 exact declarations and locked dependencies. Small static scaffold says it is non-operational. No producer clients, fake healthy resources/tasks, commands, authority storage, proxy or telemetry. Actual make help/install/dev/preview/test/build/check and development-only immutable-action Forgejo CI.

Accepted: local-first web, public Apache-2.0, four product/harness responsibilities, producer authority, no private-onprem requirement, reuse first, honest uncertainty. Verified implementation: scaffold/tooling and exact-revision producer source facts, not deployment. Proposed/adopted reversible refinement: React/TypeScript/Vite static foundation, not a production auth/topology decision. Open: authenticated observation/commands, event/retention/transport contracts, production serving, public installation/upgrades, supported remote access and conditional extra surfaces.

Architecture v1.0 checksum verified at bootstrap:4e64121599ac30896afb77574b2fd16cddfc3420afde37108611715c24b56e92. The unavailable sibling source checksum remains labeled owner-provided metadata. Current owner terminology direction supersedes the removed interpretation without altering actual architecture or rewriting verbatim reference material.

6. Producer Evidence and Integration Ownership

Producer / inspected integrated SHA Verified source boundary Missing Console integration
Kernel eb4f4a2956712bfaf39a3271e1523e7f77a91e26 Durable exclusive store, offline thin export, runtime/Codex seams, recommendation adapter Concurrent authorized view/history, full correlation/cost/review evidence, public command principal, attach/lifetime proof
Scarcity Router 8d9d4b04bcb23fe19ff702b6209fbcb1537cdf1b Machine recommendation versus gateway/control/admin, distinct client/admin/worker auth, source freshness and recorded diagnostics Delegated Console observer, passive/bounded snapshot semantics, public cursor/gap/resync, complete honest derived-resource/cost presentation
MI fb7299810fdc4612d4e0559465faef571662c6ef In-process synthetic temporal/provenance/conflict/evidence-delta proof Actual publication/read/event/command contract; deltas are not replay and effective projection is not freshness enforcement

These are source-inspection receipts, not live endpoint acceptance. Kernel #46/PR63, Router #173 and MI #11/PR20 are related alignment work at their stated inspection; unmerged docs do not deliver producer APIs. Existing owning issues were reused, with original reciprocal links on Kernel #57, Router #183 and MI #16. No producer implementation, existing issue scope, architecture, credentials or integration state changed.

7. Complete Registered Console Backlog

#14 Verify repository protection, development runner containment and security operations P1 before operational delivery: actual settings/runner/security evidence Repository-scoped owner setup, not YAML claims

G01 harness visibility:#4/#8/#13; G02 intake:#4/#7; G03 review:#4/#7; G04 gateway correlation:#4/#5; G05 recorded requirements:#4/#5; G06 MI:#6; G07 evidence/export:#4/#5/#12; G08 observability:#2-#10/#12; G09 browser/security:#2/#7/#12/#14; G10 identities:#2/#4/#5/#6; G11 multiple viewers/stale commands:#3/#7/#9; G12 costs:#5; G13 compatibility/distribution:#2/#3/#11-#14. Producer closure stays producer-owned.

Exact registered titles/results/dependencies/Gxx/prompt-section mapping: corrected reviewed roadmap. Native dependency edges and normalization comments are present. Existing Kernel #47-#62, Router #140/#174-#186 and MI #12-#19 cover identified producer needs. No known actionable Console requirement or uncovered producer request remains unregistered; no additional gap was discovered by terminology remediation, so no duplicate issue created. Future issues were not started.

8. Reuse, Licensing and Avoided Duplication

ADOPT -> VENDOR/COPY -> PORT -> ADAPT -> BUILD retained. Public Apache sibling delivery/evidence/gate ideas adopted without copying application source; exact revision/file/license matrix documents fit, retained/lost semantics, supply-chain/security cost, update/tests and avoided duplication. Published UI/build/test/docs/security packages locked with integrity; actual React/ReactDOM/Scheduler MIT texts packaged with LICENSE/NOTICE. No proprietary DemandTrace code/assets, private data/config or deployment material copied. Source-code permission, data redistribution and service terms remain separate.

Next.js/server-rendered Python/plain DOM were compared rather than copied from a sibling. No production BFF/trust change silently chosen. Rich/OpenTelemetry/Langfuse/ACP/Kilo attach remain labeled candidates, not installed mandatory platforms. Router administration/Forgejo specialist views are linked rather than reimplemented; no scheduler/harness/catalog/analytics authority duplicated.

9. Checks and Fresh Independent Review

Parent and fresh reviewer make check PASS on correction: Prettier;10 Markdown files with zero lint issues; local Markdown AST links (external URLs not fetched); current-public secretlint; strict TypeScript;5 deterministic tests in2 files; real temporary Vite HTML/assets/project/runtime license validation+cleanup. Whole-PR and remediation whitespace/semantic diff PASS. No check was weakened, skipped or modified.

Required exact Git search on final tracked tree and explicit committed HEAD: zero matches, expected no-match exit1. Complete case/format/encoded-separator hidden/ignored/generated content sweeps including dist/node_modules:zero; independent path sweep:zero; .git history excluded. Canonical records likewise contain no active variant. Historical immutable source remains outside this scope.

Exact-HEAD Forgejo run2201 SUCCESS, pull_request, full HEAD332624533aa5c8b0de8735b40790310b61192a32: https://forgejo.creatidy.com/Creatidy/creatidy-console/actions/runs/2. Parent confirmed metadata; reviewer independently observed it. No CI job-log/runner-containment claim. Unsupported old job/version diagnostics were not retried; reviewer admin protection read denied, no permission bypass. Earlier clean npmci/build/desktop-mobile Chromium scaffold smoke belong to original bootstrap receipts; not rerun as operational/security/assistive/live proof.

Fresh native Task ses_ef6b473a5ffehd2WEBnAtwsB8X independently reviewed entire32-file PR+base license/ignore/seed/full lockfile, actual backlog/comments/reciprocal producer links, source spotchecks, immutable action pins, all listed security/UX/license/boundary/gate requirements. Substantive APPROVE, no findings. Stored review693/comment14519 is commit-bound/non-stale COMMENT, not formal APPROVED, because author/review tool share kilo. No self-review, guessed model resolution or protection bypass. Configuration inherited, no override.

Cumulative finite budget: 2/3 review rounds,1/2 remediation cycles; max2 bounded infrastructure diagnostics per failing operation preserved. Previous review692/run2199 remain unchanged historical exact-subject evidence for ae6a59b3d9 only.

10. Retained Historical Scope and Terminal State

Original removed wording remains in immutable Git commit ae6a59b3d9 and its old source snapshots/diffs. Verbatim supplied architecture material outside the repository remains unmodified. These are historical evidence, not current product terminology; no current file retains a naming quote/glossary/alias. Closed records were not sanitized. No active occurrence remains in the inspected current tree or mutable Console architecture.

No sibling producer implementation/configuration changes, live product tasks/paid product inference, secret migration/provider changes, authority escalation, merge, main/promotion/tags/release/publication/deployment. The PR and primary issue remain open. READY_FOR_OWNER_MERGE is for this corrected, freshly reviewed bootstrap PR only, not a complete Console, live integration readiness or future gap closure.

## 5. Delivered Foundation and Decision Status English indexed product/ownership/flows, all seven UX journeys with normal/empty/stale/disconnected/denied/unsupported states and synthetic text wireframes, producer contract/source inventory, command semantics, browser security/privacy, reuse/technology alternatives, roadmap/traceability, concise AGENTS/contribution policy. One reversible web stack: React19.3.0, TypeScript7.0.2, Vite8.3.2; Node24.19.0/npm11.17.0 exact declarations and locked dependencies. Small static scaffold says it is non-operational. No producer clients, fake healthy resources/tasks, commands, authority storage, proxy or telemetry. Actual make help/install/dev/preview/test/build/check and development-only immutable-action Forgejo CI. Accepted: local-first web, public Apache-2.0, four product/harness responsibilities, producer authority, no private-onprem requirement, reuse first, honest uncertainty. Verified implementation: scaffold/tooling and exact-revision producer source facts, not deployment. Proposed/adopted reversible refinement: React/TypeScript/Vite static foundation, not a production auth/topology decision. Open: authenticated observation/commands, event/retention/transport contracts, production serving, public installation/upgrades, supported remote access and conditional extra surfaces. Architecture v1.0 checksum verified at bootstrap:4e64121599ac30896afb77574b2fd16cddfc3420afde37108611715c24b56e92. The unavailable sibling source checksum remains labeled owner-provided metadata. Current owner terminology direction supersedes the removed interpretation without altering actual architecture or rewriting verbatim reference material. ## 6. Producer Evidence and Integration Ownership | Producer / inspected integrated SHA | Verified source boundary | Missing Console integration | | --- | --- | --- | | Kernel eb4f4a2956712bfaf39a3271e1523e7f77a91e26 | Durable exclusive store, offline thin export, runtime/Codex seams, recommendation adapter | Concurrent authorized view/history, full correlation/cost/review evidence, public command principal, attach/lifetime proof | | Scarcity Router 8d9d4b04bcb23fe19ff702b6209fbcb1537cdf1b | Machine recommendation versus gateway/control/admin, distinct client/admin/worker auth, source freshness and recorded diagnostics | Delegated Console observer, passive/bounded snapshot semantics, public cursor/gap/resync, complete honest derived-resource/cost presentation | | MI fb7299810fdc4612d4e0559465faef571662c6ef | In-process synthetic temporal/provenance/conflict/evidence-delta proof | Actual publication/read/event/command contract; deltas are not replay and effective projection is not freshness enforcement | These are source-inspection receipts, not live endpoint acceptance. ## 7. Producer closure stays producer-owned. Exact registered titles/results/dependencies/Gxx/prompt-section mapping: [corrected reviewed roadmap](https://forgejo.creatidy.com/Creatidy/creatidy-console/src/commit/332624533aa5c8b0de8735b40790310b61192a32/docs/roadmap.md). ## 8. Reuse, Licensing and Avoided Duplication ADOPT -> VENDOR/COPY -> PORT -> ADAPT -> BUILD retained. Public Apache sibling delivery/evidence/gate ideas adopted without copying application source; exact revision/file/license matrix documents fit, retained/lost semantics, supply-chain/security cost, update/tests and avoided duplication. Published UI/build/test/docs/security packages locked with integrity; actual React/ReactDOM/Scheduler MIT texts packaged with LICENSE/NOTICE. No proprietary DemandTrace code/assets, private data/config or deployment material copied. Source-code permission, data redistribution and service terms remain separate. Next.js/server-rendered Python/plain DOM were compared rather than copied from a sibling. No production BFF/trust change silently chosen. Rich/OpenTelemetry/Langfuse/ACP/Kilo attach remain labeled candidates, not installed mandatory platforms. Router administration/Forgejo specialist views are linked rather than reimplemented; no scheduler/harness/catalog/analytics authority duplicated. ## 9. Checks and Fresh Independent Review Parent and fresh reviewer **make check PASS** on correction: Prettier;10 Markdown files with zero lint issues; local Markdown AST links (external URLs not fetched); current-public secretlint; strict TypeScript;5 deterministic tests in2 files; real temporary Vite HTML/assets/project/runtime license validation+cleanup. Whole-PR and remediation whitespace/semantic diff PASS. No check was weakened, skipped or modified. Required exact Git search on final tracked tree and explicit committed HEAD: **zero matches**, expected no-match exit1. Complete case/format/encoded-separator hidden/ignored/generated content sweeps including dist/node_modules:zero; independent path sweep:zero; .git history excluded. Canonical records likewise contain no active variant. Historical immutable source remains outside this scope. Exact-HEAD Forgejo **run2201 SUCCESS**, pull_request, full HEAD332624533aa5c8b0de8735b40790310b61192a32: https://forgejo.creatidy.com/Creatidy/creatidy-console/actions/runs/2. Parent confirmed metadata; reviewer independently observed it. No CI job-log/runner-containment claim. Unsupported old job/version diagnostics were not retried; reviewer admin protection read denied, no permission bypass. Earlier clean npmci/build/desktop-mobile Chromium scaffold smoke belong to original bootstrap receipts; not rerun as operational/security/assistive/live proof. Fresh native Task **ses_ef6b473a5ffehd2WEBnAtwsB8X** independently reviewed entire32-file PR+base license/ignore/seed/full lockfile, actual backlog/comments/reciprocal producer links, source spotchecks, immutable action pins, all listed security/UX/license/boundary/gate requirements. Substantive **APPROVE**, **no findings**. Stored [review693/comment14519](https://forgejo.creatidy.com/Creatidy/creatidy-console/pulls/15#issuecomment-14519) is commit-bound/non-stale **COMMENT**, not formal APPROVED, because author/review tool share kilo. No self-review, guessed model resolution or protection bypass. Configuration inherited, no override. Cumulative finite budget: **2/3 review rounds,1/2 remediation cycles**; max2 bounded infrastructure diagnostics per failing operation preserved. Previous review692/run2199 remain unchanged historical exact-subject evidence for ae6a59b3d98049f2ced758bdaa8d0e1f77199e91 only. ## 10. Retained Historical Scope and Terminal State Original removed wording remains in immutable Git commit ae6a59b3d98049f2ced758bdaa8d0e1f77199e91 and its old source snapshots/diffs. Verbatim supplied architecture material outside the repository remains unmodified. These are historical evidence, not current product terminology; no current file retains a naming quote/glossary/alias. Closed records were not sanitized. No active occurrence remains in the inspected current tree or mutable Console architecture. No sibling producer implementation/configuration changes, live product tasks/paid product inference, secret migration/provider changes, authority escalation, merge, main/promotion/tags/release/publication/deployment. The PR and primary issue remain open. **READY_FOR_OWNER_MERGE** is for this corrected, freshly reviewed bootstrap PR only, not a complete Console, live integration readiness or future gap closure.

Owner-requested terminology remediation is being applied to the existing bootstrap PR #15, without redesign or functional implementation. Current product documentation removes the unnecessary naming-error explanation; requirement traceability now refers directly to source provenance and actual product terminology. Creatidy Kernel and Scarcity Router retain their distinct existing responsibilities. No compatibility/deprecation/glossary alias is introduced.

Inspection covers tracked source/config/docs/ADRs/agent/workflow files and the complete hidden/ignored/generated local tree excluding Git history. Canonical open issue/PR descriptions, current delivery comments and reviews are being audited independently. Historical commits/verbatim external source evidence remain unchanged.

Starting bootstrap HEAD ae6a59b3d9; PR base d6468f3a6c. Changed HEAD will need fresh whole-PR review/CI; prior verdict applies only to its original exact subject. Existing finite bootstrap budget is preserved: 1/3 independent rounds used before this correction; this owner-requested remediation uses 1/2 remediation cycles, leaving one further bounded cycle. PR remains unmerged; no producer implementation or permissions changes authorized.

Verified integrated acceptance; completing this stale-open bootstrap foundation issue under the resumed explicit owner /loop (same invocation loop-2026-10-05T102256Z).

PR #15 was already merged by the owner on 2026-10-05T07:11:46Z, before this loop. This invocation did not merge it or advance develop for #1. Original base d6468f3a6c; delivered HEAD 332624533a; actual merge commit cbdc23103a. Fresh MCP verifies merged; Git verifies base/HEAD ancestors of merge, and merge ancestor of current develop e741dbed5e.

Actual integrated acceptance checked against issue and full bootstrap source: English authoritative product/UX/security/contracts/reuse docs; actual registered Console/producer dependencies with G01-G13/requirement coverage; working help and matching development-only make check/CI; public Apache source with runtime notices; non-operational scaffold with no fabricated resources or authority. Later accepted migration and #2 design inventory are retained.

Existing independent review evidence remains exact-subject historical, not reset or repeated: original delivery reports 2/3 review rounds and 1/2 remediation; final native verdict APPROVE, no findings. Stored relay review693 is COMMENT, not formal approval; separate owner review698 is APPROVED. Earlier review692 is stale. Bounded integrated acceptance task ses_ef3cad92effep6XxbpD0Vu2jKo is not a new whole-PR review/approval.

Fresh integrated validation in this continuation: make help PASS; make install and npm_config_offline=true make check PASS (20 Markdown files, 16 tests/3 files, actual ephemeral static artifact/license validation); bootstrap full-delta whitespace and clean-checkout checks PASS. Historical exact bootstrap HEAD CI2201 succeeded; not a new run claim.

Closure means foundation accepted, not live producer integration, product completion, installation/security/runtime guarantees or permission for other features. #14 is owner-resolved NOT_REQUIRED: administrative access/settings/runner evidence cannot block development or this loop, absent a new explicit owner task. Remaining actual supported-read/auth/product gates still apply. No new implementation/branch/PR/commit, administrative inspection/escalation, external mutation, main/release/deployment.
