Goal

Owner: Console notification presentation/preferences. Surface real owner requests and consequential conditions while preserving producer authority.

Why / Current Evidence

Operators need attention, not polling/token noise or false delivery promises. Console seed d6468f3 has no notifications. Kernel eb4f4a2956712bfaf39a3271e1523e7f77a91e26, Router 8d9d4b04bcb23fe19ff702b6209fbcb1537cdf1b and MI fb7299810fdc4612d4e0559465faef571662c6ef do not deliver an accepted composed Console attention/replay contract. Source sections 4-6,8,12; G08/G09/G11/G13.

Scope / Non-Goals

Display/routing preferences and producer-condition/revision dedup, exact subject links and visible uncertainty; distinguish delivery, local dismissal and source acknowledgement. No new business event generator, scheduling engine, automatic approval or blocker clearing.

Acceptance Criteria

Duplicate/reordered/replayed conditions, reconnect gaps, restart and multiple tabs produce defined bounded dedup behavior without hiding changed real decisions.
Dismissal/read acknowledgement cannot grant authority, clear source blocker or accept candidate; commands require separate owner contract.
Unsupported/denied/offline producer does not generate fictional alerts; preserved last-known conditions labeled stale.
Quiet/responsive accessible delivery, no color-only meaning or token flood; closed/sleeping browser/PWA not claimed guaranteed delivery.
Preference version/migration and privacy-minimal retention explicit; revocation stops unauthorized delivery.

Constraints

No prompts/secrets/private task contents sent through external notifications without explicit consent. Reuse established browser/producer attention primitives after semantics/license comparison; no mandatory notification service. Priority P2 after read/history and command semantics. Live/browser permission requests and any external delivery require separately authorized scope; no inference.
