Goal

Replace Console's repository-local command policy with the current local Model Intelligence four-command workflow and supporting rules/reviewer/contracts, without changing product architecture. Owner explicitly selects this migration and authorizes exactly one deduplicated issue, normal branch and PR to develop.

Why / Evidence

Console develop cbdc23103a has no .kilo/command files, agents or rules; AGENTS/CONTRIBUTING contain the older bootstrap review/authority policy. Current authoritative local reference /home/adrian/workspace/model-intelligence is clean at013cbb43e11d7f698d359db5a456d26d8075e34e. All four commands, reviewer, five supporting rules, AGENTS and tests/test_workflow_contract.py read from actual current contents and fingerprinted. All14 Console issues paged to exhaustion, no adequate duplicate; open PR list empty. Issue14 addresses runner/protection/security, not this migration.

Scope

/implement-issue,/review-pr,/finish-pr,/loop; sole primary orchestrator; one normal checkout/single mutator; fresh isolated read-only foreground reviewer; repository-local Git-excluded .task_progress.md delivery ledger; persistent10whole-PRreview ceiling reserved before dispatch; deterministic canonical issue selection and pre-merge exclusion; only explicit /loop supported Forgejo PR merge to develop and closure after verified integrated acceptance; supporting guidance/test/attribution consistency.

Acceptance Criteria

  • Standalone implementation owner-selected, standalone review read-only, standalone finish never merges. This migration does not invoke/borrow proposed /loop authority or merge itself.
  • Every-cycle all open canonical issues paged to exhaustion; ONLY exact case-insensitive invalid/wontfix/duplicate exclusions before gates; explicit priority/required ordering/oldest created_at/issue-number ties; issues not PRs planning authority. Pre-merge excluded delivery returns clean same checkout to SELECT nonterminally without merge/closure.
  • Fresh full exactHEAD/base reviews consume persistent ordinal including COMMENT/invalidated/corrected retries; no counter reset across reentry/session/phase/model; no review11; exactAPPROVE may proceed at bound, owner decision STOP_AND_ASK, finite infra BLOCKED, remaining defects STOP_REVISE.
  • Explicit /loop revalidates PR/develop/issue/head/base/checkout/checks/authority/gates; supported PR-only merge, no directdeveloppush; verify actual merge/ancestry/acceptance before closure, return clean same checkout and SELECT again.
  • No worktrees/alternate checkout, stash/reset ownerwork, second controller/service, speculative issues, other-repository mutations, Scarcity Router operation, main/release/deployment.
  • Port reference workflow contract assertions into existing Vitest gate, adapting language/constants/paths only; preserve reviewer permissions/selection/result contract and satisfy make check with no weaker gates.
  • Update conflicting current docs consistently, inspect license/preserve attribution, document exact technical deviations and runtime limitations.

Constraints / Delivery Policy

Console product/browser/producer ownership unchanged; no live product tasks, inference, secrets/provider changes or cross-repository writes. Workflow text tests are not runtime execution/merge authority proof. New native agent files may require reload; kilo executable is absent from current shell PATH. This migration is delivered under pre-migration native Task independent review and conservative existing bounds: max3fresh whole-PR rounds/max2remediation cycles/max2bounded infrastructure attempts. Proposed10review/loopmerge semantics are not used to authorize delivery before integration. No merge authorization in this invocation; issue remains open at unmerged handoff.

Apache-2.0 Model Intelligence reference; preserve exact behavior, adapt Console identity/docs/product boundaries, Node offline validation and Python-to-Vitest assertion syntax; no Python runtime or new controller dependency. Focused workflow tests plus full make check, exact-subject independent review and exact-HEAD CI. P1 repository workflow foundation. G09/G13 development-only interest; not Console runtime scheduling. Source user workflow-migration mandate; references recorded by source SHA and inspected paths in PR/NOTICE.

Implementation validated on ordinary issue-16-loop-workflow from canonical base cbdc23103a. Existing command inventory empty; final inventory exactly implement-issue/review-pr/finish-pr/loop. No obsolete unique functionality to retain.

Reference: actual local Model Intelligence files read at clean013cbb43e11d7f698d359db5a456d26d8075e34e; all11 workflow/test input Git blob fingerprints unchanged at recheck. Concurrent reference branch-name change was not our mutation. No reference/sibling writes.

Adaptations only: Console canonical/mirror/product/document identity and existing boundaries; exact offline Node validation allowlist instead of uv/Python; one-to-one10Python workflow contract cases ported to existing Vitest plus1inventory/local-ledger guard; repository-required H1 headings/Prettier reflow/short local description and attribution. Same reviewer model/variant, deny-default permissions, isolation and6-field result contract preserved. Same loop selection/filter/order/gates/review ceiling/merge/completion/stop semantics, no Scarcity Router use or external controller. NOTICE/reuse matrix document files/revision/license.

Focused11tests PASS; fullmakecheck PASS:20Markdown documents zero issues, formatting/localASTlinks/current-public secrets/strictTypeScript,16tests3files, actual temporary licensed static artifact+cleanup. Whitespace PASS. First description/H1 formatting failures corrected in content, no test/check weakening or config exclusion. .task_progress.md excluded before creation through local Git info/exclude, never .gitignore/tracked; public gate uses Git exclusions already.

Runtime limitation: kilo executable unavailable in shell; automatic config validation reports No context found for instance. New command/native-agent loading and permission enforcement are not claimed; workspace reload may be needed after integration. Offline contracts are not live loop execution.

This migration continues under the currently valid develop policy: fresh isolated foreground NativeTask review with existing conservative3round/2remediation budget, recorded before edits. New candidate commands/rules are review content, not authority to invoke /loop, expand budget to10 or merge this migration. No self-review and no newly added workflow authorization used. Next: focused commit/PR and fresh full exact-subject independent review, unmerged handoff.

Verified integrated acceptance; completing this stale-open source-migration issue in the resumed explicit owner /loop (same invocation loop-2026-10-05T102256Z).

PR #17 was already merged by the owner before this loop, on 2026-10-05T10:21:33Z. This invocation did not merge it or advance develop for #16. Fresh MCP record: merged=true, merge commit 5d5a539b62; original base cbdc23103a; delivered HEAD 38121045b6. Git verifies original base and delivered HEAD ancestors of the merge commit, and merge commit ancestor of current develop e741dbed5e.

Actual integrated source acceptance verified against issue and complete migration delta: exactly four commands; fresh read-only reviewer model/permissions/JSON; persistent counted ledger; exact canonical selection/exclusion/order; loop-only merge/completion gates; ported Vitest guards/frozen pins; notices and documented necessary adaptations; no product architecture/dependency/validation/CI redesign. Migrated files remain unchanged in current develop. Bounded read-only acceptance verification task ses_ef3d23f3effeccLxdxiN4Fmx90 is not a new whole-PR review or approval.

Existing delivery review ordinal 1 APPROVE at original base/HEAD remains historical; no counter reset, new review, remediation or implementation. Fresh make install and npm_config_offline=true make check PASS on integrated current develop: 20 Markdown files, 16 tests/3 files, temporary licensed static artifact; original migration whitespace check and clean status pass.

Closure means integrated source migration accepted, not universal command/runtime permission/model/isolation certification or product readiness. Owner resolution #14 remains NOT_REQUIRED; administrative access/protection/runner evidence is not a development or loop prerequisite. No external mutation, administrative inspection/escalation, new branch/PR/commit, main/release/deployment.
