Goal

Owner: Console repository operations; administrative settings remain owner-controlled. Establish verifiable development/release-admission and private security-reporting requirements without confusing YAML with infrastructure proof.

Why / Current Evidence

Canonical repository was public/empty at bootstrap; configured Git administrator has repo-scoped rights, MCP kilo source role is pull-only. Admin API inspection on bootstrap found no branch-protection rules. Existing native Forgejo push mirror syncs to public GitHub; mirror issues/wiki disabled. Seed d6468f3 is non-functional; no runner containment/release/security channel attested. Source sections 2,8,10,12,13; G09/G13.

Scope / Non-Goals

Audit actual CI runner identity/isolation/token/network/secret exposure, selected-issue/PR protection checks, dependency security/licensing maintenance, private vulnerability intake/incident response, future release provenance and reproducibility requirements. No broad organization-rights changes, automatic promotion/release/publication/deployment, private host inspection or history rewriting.

Acceptance Criteria

  • Repository-scoped owner chooses and configures required protection/check/review policy after actual Forgejo capability evidence; record settings, not inferred defaults. COMMENT/substantive approve differs from formal APPROVED.
  • Development-only CI runs documented make check on exact PR/push revision; pinned actions and checkout credential cleanup are not presented as runner/token containment. Prove privileged mounts/host access/secrets absent or stop for owner setup.
  • Define trusted/untrusted PR code execution, bounded diagnostics, dependency/advisory update ownership and current-public/history secret-check scope before publication.
  • Private security reporting channel and response/retention policy established before operational release; no public sensitive payloads.
  • Mirror remains one-way, canonical issue/PR creation usable, no duplicate GitHub PR CI/workflow. Settings/projection migration and rollback responsibilities explicit.

Constraints

Administrative changes need owner repository-scoped approval; do not broaden rights/migrate secrets or replace private repository visibility. Reuse existing Forgejo runner/protection and secure intake mechanisms rather than new controller. Priority P1 before operational release; actual missing settings do not authorize bypass or block safe offline documentation/testing by themselves. Live infrastructure access separately authorized, no inference.

Parent #1; Console #2, validation and installation issues. Canonical https://forgejo.creatidy.com/Creatidy/creatidy-console; mirror https://github.com/creatidy/creatidy-console. Future delivery cannot claim infrastructure guarantees from bootstrap source alone.

BLOCKED in explicit owner /loop invocation loop-2026-10-05T102256Z.

Fresh full canonical queue selected #14 as oldest eligible P1 after completing #2's reviewed missing-contract design exit; downstream supported-read work remains gated. Re-fetched #14 open, no exclusion labels, no existing current PR. Checkout clean on develop at exact base/HEAD e741dbed5e.

Supported MCP list_branch_protections(owner=Creatidy, repo=creatidy-console, page=1, limit=100) failed: "user should be an owner or a collaborator with admin write of a repository". Actual current protection settings/capability evidence cannot be read through this authorized identity. No corrected retry is justified with unchanged access; no REST/Git/admin substitute or access escalation attempted.

Inspected .forgejo/workflows/ci.yml: development-only PR/push checks, immutable action references, persist-credentials:false, make install/check. These are source settings, not runner/token/host/mount/network/secret containment or current protection evidence. Live/private infrastructure access and administrative changes are separately owner-authorized and were not attempted.

Issue remains open. No issue-14 branch, PR, commit, review or settings change; no completion claim. Entire loop stops, not skips to another issue. Repository-scoped authorized administrative evidence/access and separately scoped runner evidence are needed before this issue can be completed. Owner continuation is required for a subsequent loop; no credentials requested or policy choice invented.

NOT_REQUIRED / owner-resolved.

Explicit owner decision received 2026-10-05T13:02:30Z supersedes the administrative-evidence blocker in comment 14709 and this issue's treatment as an agent delivery prerequisite.

Repository protection, runner administration and Forgejo administrative settings are owner/operations concerns enforced outside the agent workflow. They are not required for Creatidy Console development, agent operation or continuation of the repository delivery loop.

  • No administrative access escalation is requested or permitted for this purpose.
  • No alternative/private API or infrastructure inspection is required.
  • No implementation, branch, PR or remediation is needed.
  • Inability to inspect Forgejo administrative settings is not a development blocker.
  • This topic must not be reintroduced as a prerequisite for Console work unless the owner explicitly opens a new task for it.

Close #14 as NOT_REQUIRED / owner-resolved, not implemented or infrastructure-certified. Historical evidence is retained; no protection, runner or security guarantees are fabricated. The owner explicitly authorized continuation of the same loop from a freshly fetched eligible canonical queue. #14 will not be selected again.
