Goal

Correct shared /loop handling of newly proven issue prerequisites before substantive implementation: temporarily gate that candidate, refresh the complete canonical queue and continue SELECT instead of whole-loop BLOCKED.

Why

The explicit owner mandate dated2026-10-05T22:53:30Z authorizes bounded sequential workflow maintenance, normal independent review and supported integration across verified family repositories, then automatic continuation of preserved Router invocation2026-10-05T12:38:32Z. Router195/PR196, Kernel71/PR72 and MI29/PR30 now carry equivalent semantics. Console's current loop lacks this post-selection rule. Its own previous product invocation/counters remain preserved, not restarted.

Scope

Minimum loop/task/technical-recovery rules and existing Vitest workflow guards. Keep Console names, Node/npm toolchain, formatting/link/secret/type/test/build/license gates, browser/security/producer boundaries and reviewer policy. No Python runtime or product scaffold changes. Shared source Router940c685Apache2, semantically adapted to current Console copy and NOTICE.

Acceptance Criteria

Initial SELECT labels/gates/order unchanged. Before any substantive issue edits/commit/current implementation PR, verified missing prerequisite/producer/contract/artifact triggers nonterminal SELECT with full fresh queue; another eligible issue remains selectable, all-gated QUEUE_EMPTY.
Preserve issue open, history/counters/owner decisions and clean integration checkout. No invented producer semantics, speculative workaround, automatic labels/closure or permanent progress-memory exclusion.
Substantive delivery cannot be abandoned. Genuine owner decisions STOP_AND_ASK, eligible execution problems use bounded recovery, exhausted machinery BLOCKED, review-bound findings STOP_REVISE. Failed inspection is not evidence of missing dependency.
Existing offline guards express classification/queue/timing/history invariants; full normal make install/check, ephemeral licensed build, fresh independent exact-HEAD whole-PR technical/security/UX review and supported merge/integrated acceptance.

Constraints

Owner authority is shared development workflow only. No Console product/UI/producer schema/architecture, administrative #14 prerequisites, live connections/inference, new dependency/service, private credentials, cross-repo feature, main/release/deploy. Use clean primary checkout from fetched developf4ac6faac9eb644c99f0b2c070e8478bcd603733; preserve old ledgers/closed owner decisions. No owner handoff for routine tools/review/synchronization or post-maintenance Router continuation.
