Four files: loop command, existing task/implementation recovery rules and offline workflow guards. Newly verified prerequisites/producer/contracts before substantive work yield nonterminal SELECT/full current queue; no invented semantics/closure/history reset. Existing commits/current PR/substantive changes preserve delivery. Genuine decisions, eligible execution recovery, exhausted machinery and review-bound dispositions stay distinct; allgatedQUEUE_EMPTY.
