Goal

Fix shared /loop pre-implementation eligibility revalidation: fresh prerequisite/producer/contract proof makes an untouched selected issue temporarily ineligible and returns nonterminally to full SELECT, not whole-loop BLOCKED.

Why

Explicit owner2026-10-05T22:53:30Z authorizes bounded sequential workflow-only registration/delivery/normal independentreview/merge across actual family repos, followed by automatic continuation of preserved Routerinvocation2026-10-05T12:38:32Z.
