Refs #39

Scope

Add an explicit /loop dependency evidence check before existing WAIT recommendations and terminal outcomes. Refresh the full canonical MI queue and relevant explicit dependency/producer-contract evidence; trace dependencies backward to the earliest executable MI predecessor; keep unrelated verified eligible work selectable; and classify missing or unresolved evidence as UNVERIFIED, not readiness or a proven gate. Recovery progress remains nonterminal in the same authorized invocation. Preserve the existing #29 re-selection, review, security, standalone-scope and merge gates. No runtime engine, product behavior, new dependency or cross-repository mutation.

Acceptance Evidence

Offline semantic guards cover backward chains, unrelated eligible work, changed producer evidence, unverified states, MI-scoped queue-empty conditions, nonterminal recovery narration, and existing review/authority boundaries. These checks validate the declarative workflow contract, not live /loop execution.

Commit: 4d189895a497a3d507c19cd58d08ec8ed637ec55 (Trace loop dependency evidence before terminal outcomes)

Validation

  • Focused tests/test_workflow_contract.py: 22 passed.
  • Sanitized offline make check: PASS, 178 tests; locked sync, Ruff lint/format, basedpyright (0 errors/warnings), and staged/unstaged whitespace checks.

Issue #39 remains open. No merge, release, deployment, main-branch mutation or product GO is claimed.
