Add post-selection fresh eligibility revalidation before substantive delivery; confirmed prerequisite/producer/contract gates return nonterminal SELECT with complete canonical queue refresh, no invented semantics, no issue closure, no history/counter reset. Existing commits/current PR/substantive changes must be preserved. Explicit classification table retains genuine owner stops, eligible execution recovery, exhausted machinery BLOCKED and review-bound STOP_REVISE. Initial labels/order/approval/security/product gates unchanged. Shared task/recovery rules link same precedence.

Four scoped files only. Offline classification-table/safety/queue contract guards, not runtime-controller code or proof of actual agent execution; one gated candidate allows another eligible issue, all-gated QUEUE_EMPTY and history retention modeled. No new dependencies/modelpolicy/validation changes.
