Goal

Correct shared /loop post-selection eligibility: freshly proven prerequisite/producer/contract gates BEFORE substantive delivery return nonterminally to full SELECT, not whole-loop BLOCKED.

Why

Explicit owner2026-10-05T22:53:30Z mandate authorizes bounded sequential workflow maintenance across actual family repositories, normal validation/review/merge and automatic continuation of preserved Router invocation2026-10-05T12:38:32Z. Router175 showed the defect; Router195/PR196 now integrate the reference semantics. This is development workflow only, not Kernel architecture/runtime.

Scope

Minimum loop/task/recovery guidance and existing offline workflow guard updates. Confirm gate evidence, preserve issue/history/counters, no invented semantics/workaround, retain/return clean current develop, rebuild full canonical queue and continue other eligible work. Existing implementation commits/current PR/substantive edits remain protected. Preserve Kernel-specific package/audit checks, model policy, canonical identity, security and architecture.

Acceptance Criteria

Initial SELECT gate/exclusion/order preserved; pre-work proven missing prerequisite/producer/contract/artifact nonterminal SELECT, current-cycle ineligibility, full queue refresh; all-gated QUEUE_EMPTY.
No closure/speculative semantics/label expansion or reset; delivery/history/review ordinals retained. Substantive delivery cannot be silently abandoned or review findings evaded.
Genuine new owner decisions stillSTOP_AND_ASK, eligible execution problems bounded recovery, exhausted machineryBLOCKED, review-boundSTOP_REVISE.
Offline classification/safety/queue guards and normal make check/package-check pass; fresh exact-HEAD independent whole-PR technical/security/UX review and supportedmerge/integration verification.

Constraints

Owner grant is workflow-only registration/delivery/merge; no product source/API/architecture, Kernel execution, cross-repo feature, live inference, new dependency/service, release/deploy/main. One mutator per checkout.
