Goal

Correct the shared development workflow: deeper post-selection inspection that proves an issue ineligible BEFORE substantive delivery returns nonterminally to SELECT, rather than interrupting the owner with BLOCKED.

Why

Owner mandate2026-10-05T22:53:30Z authorizes sequential workflow-only maintenance across actual shared-family repositories, normal independent review/merge, then automatic continuation of SAME Router /loop invocation2026-10-05T12:38:32Z. #175 demonstrated the defect: missing approved Kernel producer semantics found before branch/PR/implementation should gate #175, not block unrelated work. Prior178/179 histories remain preserved.

Scope

Minimum command/shared-rule and offline workflow-contract guard changes. Revalidate pre-implementation eligibility from fresh canonical/producer evidence; record exact gate, preserve issue/history/counters, keep/return clean current develop, rebuild full canonical queue and skip the gated candidate for the current cycle. No product code, new controller/scheduler/framework or cross-product implementation.

Acceptance Criteria

  1. Initial SELECT exclusions/order remain unchanged; newly established unmet prerequisites, absent required producer/contracts/artifacts and already-known dependency gates before substantive work yield nonterminal SELECT.
  2. Do not invent semantics/workarounds, close gated issues, change labels or treat one gate as whole-loop BLOCKED; another eligible candidate remains selectable and all-gated queue yields QUEUE_EMPTY.
  3. Timing boundary prevents evasion: commits/current implementation PR/substantive issue changes require preservation/remediation/reconciliation, never silent abandonment.
  4. Genuine new owner decisions still STOP_AND_ASK; eligible-issue execution/tool failures use bounded recovery; exhausted loop-machinery failures BLOCKED; review-bound findings STOP_REVISE. Counters, prior decisions and completed histories remain intact.
  5. Offline guards express transition/safety/queue invariants, not arbitrary wording-only expectations. Normal repository checks, fresh exact-HEAD independent technical/security/UX review, supported merge and verified integration.

Constraints

Keep Router canonical identity, develop/main boundaries, full validation, reviewer policy, security gates and product ownership. Preserve current technical recovery. Explicit maintenance mandate supplies registration/delivery/merge authority only for this workflow correction; no live inference, release/deploy/main, product/architecture changes or unrelated work. Router invocation is suspended, not restarted/reset.

Workflow maintenance integrated via PR196, merge78c0013dc941fc3fd0bf896d9fac55e6801d73fc. Fetcheddevelop exactmerge, approvedHEAD940c685 andbase662facd parents/ancestry verified, integratedtree identical. Independent reviewordinal1 APPROVE/findings[] at exactHEAD/base with technical/security/UX boundaries;17guards independentlyPASS, exactrecordedfull2709 PASS17skips/type0/whitespace and exit0 assessed. Initialselection/labels/order, substantive-delivery preservation, history/counters, genuine decisions, technicalrecovery and review bounds unchanged. Confirmedpre-work gates now returnnonterminal fullSELECT; allgatedQUEUE_EMPTY, no inventedproducer semantics.

This closes only the development-workflow correction, not a product feature, richKernelTaskSpec, live integration or actualautonomous-agent proof. Sharedmaintenance continues sequentially; preserved Routerinvocation2026-10-05T12:38:32Z automatically resumes afterward,175 remainsopen/gated/unimplemented and earlier178/179 histories intact.
