Four scoped files add fresh post-selection eligibility revalidation, command classification and offline guards. Untouched gated issues return nonterminal SELECT with complete canonical queue refresh and retained issue/history/counters; all-gated queue yields QUEUE_EMPTY. Existing substantive delivery cannot be abandoned. Genuine owner decisions, eligible execution recovery, exhausted machinery and review-bound dispositions remain distinct. No speculative semantics, new controller, schema/data/temporal changes or widened product authority.

Repository-specific rule50 recovery, locked synchronization, Ruff/strict typing/unittest, model policy and evidence gates retained. An authorized isolated maintenance checkout preserves the primary MI delivery ledger and its #12/#13 counters. Apache2 shared source provenance: Router940c685; semantics adapted, not policy overwritten.
