Current Scope — Explicit Owner Amendment 2026-10-07T20:31:48Z

The owner explicitly decomposes the original combined #180 delivery into two independently verifiable units under the SAME /loop invocation 2026-10-06T16:00:17Z:

  1. This issue #180: Router-side authority and inference-only boundary, already delivered, independently technical/UX reviewed and security-reviewed, and integrated through PR #198.
  2. Remaining delivery #199: Retire legacy D-063 ZCode editing after accepted Kernel-controlled replacement. All original Kernel-controlled replacement, equivalence, ownership/isolation, operator/configuration compatibility, negative/composed acceptance and explicit destructive/incompatible retirement obligations transfer there without waiver.

This is an owner-authorized acceptance-boundary amendment, not a general relaxation of /loop COMPLETE or an implicit declaration that future gates are satisfied. Original issue body, criteria, rationale, disposition and links are preserved verbatim below as historical scope; comments, security findings, review ordinals and PR history remain intact. The prior instruction not to close #180 solely on Router-phase evidence is superseded ONLY for this explicitly separated completed unit. Outstanding substantive obligations are preserved in #199.

Migration is NOT complete. Legacy retirement is NOT authorized or implemented. The D-063 official ZCode --mode edit compatibility lane remains supported under its existing single-owner/workspace/vendor-auth/TLS/security constraints. Closing this Router unit neither authorizes #199 implementation nor establishes Kernel replacement/live/composed acceptance or end-to-end G01–G13 architecture completion.

Current Completed Acceptance — Router Delivery Only

  1. Record the current-versus-target authority/ownership map, pinned source/runtime evidence and negative/side-effect matrix, owner direction D-073, and explicit supported versus unknown/refused surfaces. No false native inference-only, physical/helper/billing or isolation claims.
  2. Implement administrator-issued strict inference_only client authorization in the shared core: current server-direct HTTP support only; native worker routes refused for that grant; client shell/edit/read tools return to the harness; logical routing, exact pins and request metadata cannot expand grants.
  3. Recheck current published registration, administrator/client grants, active identity and adapter facts at a fresh clock before dispatch. Preserve original target/identity without reranking or fallback; valid later telemetry remains usable, unavailable authority/state refuses safely and secret-safely.
  4. Keep continuations bound to their original actual adapter/turn and versioned per-resource worker/adapter authority; changed/unknown replacement bindings, revocation and failed reads terminally refuse/cancel with bounded cleanup. Benign configuration rebuilds preserve supported original continuations, not a new execution.
  5. Preserve D-063 edit/project/source/service/authentication/operator functionality and existing omitted/false grants. Check canonical project identity before/after structural probes; document actionable replacement/restart behavior and unproved inode-generation/atomic/external-editor limits. No second sandbox/workspace manager or concurrent Kernel editor is created.
  6. Provide deterministic Router-phase negative and compatibility evidence, mandatory full locked sanitized checks, independent whole-PR technical/UX approval and mandatory independent gpt-daybreak-blue-latest review through direct Codex at exact base/HEAD before merge. Integrate the Router-specific direct-Codex path/timing clarification without weakening requirements, using Kilo discovery as availability proof, substituting a reviewer or propagating policy outside this repository.
  7. Verify actual canonical merge/ancestry and integrated Router-phase acceptance, retain historical reviews/security findings/counters and remaining obligations in #199, and make no retirement/replacement/live acceptance claim.

Remaining replacement/retirement unit: BioMedical-IT/scarcity-router#199. Its explicit NOT_ELIGIBLE_NOW gate requires actual relevant Kernel #50/#52/#60 guarantees and accepted equivalence/compatibility/composed receipts plus explicit destructive/incompatible migration authorization; not blanket issue-closure dependencies. #199 links back here and to PR #198. Only Scarcity Router issue records are mutated.

Kernel counterparts remain Creatidy/creatidy-kernel#50, Creatidy/creatidy-kernel#52 and Creatidy/creatidy-kernel#60, with supported harness proof #47 and existing Router contract/upgrade/platform owners as applicable. Their requirements and outstanding authority are not changed or declared accepted by this amendment.

Historical Original Combined Scope — Preserved Verbatim

Original title: G09: Reconcile Router backend-native agents and workspace authority with Kernel ownership. The following original body is retained as history and the source of #199's transferred obligations, NOT as a second current acceptance definition for completed #180.

Goal

Product owner: Scarcity Router, with Kernel/harness/host owning task workspace and lifecycle; G09/G01/G04/G10. Implement the owner-approved staged migration to Router as an inference/resource backend only, without a second sandbox or silently removing the working D-063 operator path.

Source: Creatidy architecture v1.0 (2026-10-04), sections 1-5, 7-13, 14-18 via #173; owner disposition below, 2026-10-06T14:57:10Z.

Owner Disposition — 2026-10-06T14:57:10Z

The owner explicitly adopts the target boundary: Scarcity Router is an inference/resource backend only. Kernel/harness owns workspace lifecycle, coding-agent lifecycle, tools and repository editing.

The existing D-063 ZCode --mode edit lane is a temporary legacy compatibility path, not the target architecture. Its existing authorization and working operator behavior remain valid during migration. Do not remove, break, silently downgrade, move to scratch or relabel it as inference-only.

Implement the staged migration:

  1. Preserve the currently working D-063 operator path until a supported Kernel-controlled replacement is available and accepted.
  2. Define and implement the Router-side inference-only boundary needed by that replacement.
  3. Prevent Router and Kernel from becoming two independent workspace editors.
  4. Preserve the existing operator journey and required runtime capabilities during migration.
  5. Once the Kernel-controlled lane has equivalent accepted functionality, migrate away from Router-owned workspace editing and retire the legacy path through an explicit compatibility/migration step.

Router must not create a second sandbox/workspace lifecycle system. This settles the previously open product-direction/authority disposition for #180; it does not establish that a supported replacement, inference-only native surface, isolation profile or live acceptance already exists. No live inference, deployment or destructive migration is authorized merely by this decision; normal bounded evidence, compatibility, validation and independent security acceptance gates remain mandatory.

Why and Existing Evidence

Integrated develop 8d9d4b04bcb23fe19ff702b6209fbcb1537cdf1b: D-063 deliberately launches official ZCode CLI in an administrator-authorized project workspace with --mode edit; worker_zcode_adapter.build_run_argv and ZCodeLocalAdapter.invoke preserve that authority. test_e2e_zcode_acceptance exercises workspace edits using fake CLI. Merged PR #161 additionally records a historical real sentinel edit on a89975f (not rerun/current deployment proof), while older evidence docs still say completion blocked by TLS.

D-056/client-owned tools otherwise remain harness-owned; Codex dynamic-tool continuation returns client tools and uses isolated scratch. D-068 assigns Kernel/harness workspace control and Router provider calls. The approved disposition reconciles direction through staged migration, not immediate deletion or a claim that the current D-063 lane is already target-conformant.

Scope and Compatibility Boundary

Inspect exact supported ZCode/Codex surfaces, native tool behavior, context/config discovery, auxiliary/subagent calls and existing allowlists/isolation. Use supported inference-oriented interfaces where evidenced; an unsupported native surface remains explicitly unsupported rather than being made inference-only by changing a label or selecting a read-only mode that loses required capabilities.

Router implements its own adapter declarations, admission/refusal, diagnostics and inference/resource contract under the disposition. Kernel owns the replacement harness/workspace implementation. Distinguish legacy standalone authority from Kernel-controlled requests; do not enable concurrent uncoordinated editors or extend the legacy lane into Kernel's workspace. Preserve single-owner scope, exact TLS/vendor authentication and no credential extraction or unsupported direct coding endpoint.

No new sandbox, workspace manager, scheduler, agent framework, duplicated inventory or private runtime dependency. No new network/credential/service/permission scope is implied; any otherwise-unapproved expansion still requires its explicit security decision.

Acceptance Criteria

  1. Deliver the current-versus-target authority map, exact source/runtime revisions, producer-consumer ownership and negative/side-effect matrix. Record the owner disposition in the repository ADR/authority documents through normal issue-scoped delivery; show preserved versus changed modes and the staged migration, not false conformance prose.
  2. Define and implement the Router-side inference-only boundary with explicit support/refusal. Client shell/edit/read tools return to the harness. Backend-native tools and legacy workspace effects are declared separately. Kernel-controlled requests cannot silently use the legacy editing authority or create a second independent editor.
  3. Preserve the D-063 operator journey and required runtime capabilities until an equivalent supported Kernel-controlled replacement has been accepted. Do not silently remove a working mode, replace its project with scratch, use yolo or assume absent native controls exist.
  4. Unsupported native-tool control, helper model pinning/cost or physical identity remains unknown/unsupported; requirements for unavailable guarantees fail safely. No model-call probe is used as non-inference authentication proof.
  5. Preserve existing single-owner/TLS/vendor-auth/no extraction/no unsupported endpoint/no unauthorized multi-user subscription pooling. Evidenced shared quota pools within the authorized owner scope remain representable. Existing configuration/workspace flags receive explicit compatible migration or actionable refusal when changed.
  6. Router-phase deterministic evidence covers malicious paths, lost workspace, authority revocation, external versus native tools, hidden calls and lifecycle limitations using normal bounded fixtures/probes. Separately authorized live or installed/composed receipts remain explicit when needed; this decision grants none.
  7. Retirement gate: do not retire Router-owned workspace editing until the supported Kernel-controlled lane has equivalent accepted functionality and required authority/ownership/compatibility evidence. Retirement requires its explicit compatibility/migration step; Router-phase work alone does not prove that gate or completed retirement.

Dependencies, Ordering and Reuse

First-priority security/ownership prerequisite for affected #174/#179 integration. Current direction is settled by the owner disposition; Kernel #50/#52 completion is not a blanket prerequisite for beginning Router's own boundary phase. Their isolation/consumer implementation and composed acceptance become prerequisites for accepting the affected replacement and retiring the legacy lane, not permission to defer all Router work.

Counterparts:

Prove Router's boundary first, then accept affected consumer/replacement integration, then receive composed acceptance under Kernel #60 / Router #141 as applicable. Reuse source allowlists, Codex scratch/dynamic-tool bridge, supported official ZCode interfaces and existing process lifecycle. Upstream adoption requires exact revision/files/license, separate service terms, permissions/negative tests, data rights, security/dependency/maintenance evidence. No public protocol version or new unsupported guarantee is invented from candidate method names.

Constraints and Review Gates

Implementation remains security_critical: distinct independent technical/UX review plus the required independent gpt-daybreak-blue-latest gate. Unavailable restricted access is recorded as SECURITY_REVIEW_UNAVAILABLE, not closed by a substitute. Normal repository validation and exact-currentness/acceptance gates apply.

Bounded source inspection and inference-free structural evidence do not constitute real native-agent/provider, filesystem-effect, deployment or destructive-retirement authority. No feature implementation, merge, new /loop invocation or resumption of completed invocation 2026-10-05T12:38:32Z is performed by recording/reassessing this decision.

Refs #173, #92 / merged PR #161, D-061/D-063/D-068, U-014. Existing approvals are preserved; the new disposition selects the migration direction and conditions future retirement rather than withdrawing the working-path approval.

## Current Scope — Explicit Owner Amendment 2026-10-07T20:31:48Z The owner explicitly decomposes the original combined #180 delivery into two independently verifiable units under the SAME `/loop` invocation `2026-10-06T16:00:17Z`: 1. **This issue #180:** Router-side authority and inference-only boundary, already delivered, independently technical/UX reviewed and security-reviewed, and integrated through PR #198. 2. **Remaining delivery #199:** [Retire legacy D-063 ZCode editing after accepted Kernel-controlled replacement](https://forgejo.creatidy.com/BioMedical-IT/scarcity-router/issues/199). All original Kernel-controlled replacement, equivalence, ownership/isolation, operator/configuration compatibility, negative/composed acceptance and explicit destructive/incompatible retirement obligations transfer there without waiver. This is an owner-authorized acceptance-boundary amendment, not a general relaxation of `/loop` COMPLETE or an implicit declaration that future gates are satisfied. **Migration is NOT complete. Legacy retirement is NOT authorized or implemented. The D-063 official ZCode `--mode edit` compatibility lane remains supported under its existing single-owner/workspace/vendor-auth/TLS/security constraints.** Closing this Router unit neither authorizes #199 implementation nor establishes Kernel replacement/live/composed acceptance or end-to-end G01–G13 architecture completion. ## Current Completed Acceptance — Router Delivery Only 1. Record the current-versus-target authority/ownership map, pinned source/runtime evidence and negative/side-effect matrix, owner direction D-073, and explicit supported versus unknown/refused surfaces. No false native inference-only, physical/helper/billing or isolation claims. 2. Implement administrator-issued strict `inference_only` client authorization in the shared core: current server-direct HTTP support only; native worker routes refused for that grant; client shell/edit/read tools return to the harness; logical routing, exact pins and request metadata cannot expand grants. 3. Recheck current published registration, administrator/client grants, active identity and adapter facts at a fresh clock before dispatch. Preserve original target/identity without reranking or fallback; valid later telemetry remains usable, unavailable authority/state refuses safely and secret-safely. 4. Keep continuations bound to their original actual adapter/turn and versioned per-resource worker/adapter authority; changed/unknown replacement bindings, revocation and failed reads terminally refuse/cancel with bounded cleanup. Benign configuration rebuilds preserve supported original continuations, not a new execution. 5. Preserve D-063 edit/project/source/service/authentication/operator functionality and existing omitted/false grants. Check canonical project identity before/after structural probes; document actionable replacement/restart behavior and unproved inode-generation/atomic/external-editor limits. No second sandbox/workspace manager or concurrent Kernel editor is created. 6. Provide deterministic Router-phase negative and compatibility evidence, mandatory full locked sanitized checks, independent whole-PR technical/UX approval and mandatory independent `gpt-daybreak-blue-latest` review through direct Codex at exact base/HEAD before merge. ## Verified Delivery And Evidence - PR: https://forgejo.creatidy.com/BioMedical-IT/scarcity-router/pulls/198 - Reviewed base/merge-base: `1dae1948f372e0f1739896655bb7db97d6b08460`. - Approved HEAD: `cbfb552a9be55bc9d154a6ce81fa14e84078d176`. - Verified canonical merge: `8a0ae13d4b4de96abc1d127c855803ee5e5af5a1`, exact parents reviewed base plus approved HEAD; integrated tree `82297a5ccc2d3bce57bc0e2f1d46acc426cfcf39` identical to approved source. - Normal preserved commits: `f679bad`, `2af3390`, `cbfb552`; no history rewrite or branch deletion. - Ordinary review ordinal 4: APPROVE, empty findings. Owner Disposition Recorded — 2026-10-06T14:57:10Z

The owner explicitly selected staged migration: Router is the inference/resource backend only; Kernel/harness owns workspace and coding-agent lifecycle, tools and repository editing. D-063 --mode edit remains a temporary, working legacy compatibility path until an equivalent supported Kernel-controlled replacement is available and accepted. Preserve its operator journey/capabilities; do not remove, break, silently downgrade, move to scratch or falsely label it inference-only. Define/implement Router's own boundary, prevent two independent editors, and retire legacy editing only through the later explicit accepted compatibility/migration step. No second sandbox/workspace lifecycle system, live inference, deployment or destructive migration authority.

The issue body now records this owner decision and the phase-specific acceptance/retirement gates. Existing D-061/D-063 approval is not withdrawn. The formerly unresolved direction is settled; a supported inference-only native interface or accepted replacement is not thereby fabricated.

Eligibility Reassessment

ELIGIBLE_NOW for the bounded Router-side boundary/evidence/implementation phase. Issue remains open, has no exclusion labels or formal dependencies. Kernel #50/#52 are counterparts and later replacement/handoff/retirement gates, not a blanket prerequisite for starting Router's own portion. Unsupported interfaces must be declared/refused honestly; normal evidence, compatibility, validation, independent technical/UX and mandatory restricted gpt-daybreak-blue-latest security review remain.

Final legacy retirement is still gated on equivalent accepted Kernel-controlled functionality and explicit migration acceptance. Do not close or claim retirement based only on the Router phase or this decision. Repository ADR/authority documentation must incorporate the disposition through normal scoped delivery, not an edit on develop.

Recording/reassessment changed only canonical #180 body/comment. No branch/PR/product implementation, local-file/ledger/history changes, review/merge/deployment/inference occurred. Completed invocation2026-10-05T12:38:32Z remains terminalQUEUE_EMPTY with all prior evidence/counters preserved; this newly eligible state does not automatically restart it.

Bounded Router-side implementation is in PR #198: BioMedical-IT/scarcity-router#198.

Base/merge-base 1dae1948f372e0f1739896655bb7db97d6b08460, HEAD f679bad9804f2c1c6a0581e96e2499a513c46301. Full deterministic gate: 2729 tests PASS (17 skips), basedpyright zero diagnostics; explicit type and full/staged whitespace checks PASS. No source change between full validation and commit.

The administrator-issued inference-only grant excludes native editing channels without using client tools/metadata as authority; current grant/registration are rechecked before dispatch. Legacy D-063 project/edit/service/authentication behavior is preserved, with directory replacement refused as a renewed grant. Authority/source/negative evidence and the owner-requested direct-Codex security-review timing/path clarification are included.

Ordinary independent review is next; mandatory Daybreak runs only afterward through direct Codex at exact frozen base/HEAD. No security approval, merge, Kernel replacement, live acceptance or legacy retirement is claimed. Issue remains open, with replacement/retirement gates retained.

Router Boundary Phase Integrated; Full Migration Gate Still Open

Same invocation 2026-10-06T16:00:17Z. PR #198 merged normally through canonical Forgejo into develop: BioMedical-IT/scarcity-router#198.

Approved base 1dae1948f372e0f1739896655bb7db97d6b08460; approved HEAD cbfb552a9be55bc9d154a6ce81fa14e84078d176. Merge 8a0ae13d4b4de96abc1d127c855803ee5e5af5a1 has exactly those two parents, contains the approved HEAD, and has identical source tree 82297a5ccc2d3bce57bc0e2f1d46acc426cfcf39. Three normal commits preserved (f679bad, 2af3390, cbfb552), no force/history rewrite or branch deletion.

Full sanitized locked gate: 2738 tests PASS, 17 skips, 611.433s, both basedpyright checks zero diagnostics, whitespace PASS. Integrated develop acceptance: 45 continuation/worker-binding/composed fake-Codex/legacy-ZCode tests PASS, 30.920s. Clean exact local/fetched develop verified. No source difference from the independently approved tree.

Whole-PR ordinals retained: 1 ordinary REQUEST_CHANGES; 2 ordinary APPROVE on earlier HEAD; 3 direct-Codex Daybreak REQUEST_CHANGES; 4 fresh ordinary APPROVE; 5 fresh independent gpt-daybreak-blue-latest through direct Codex APPROVE. Current approvals 4/5 cover the same exact final base/HEAD with empty findings. Direct review used explicit model flag, fresh ephemeral/read-only execution and hard bound, not Kilo discovery/dispatch or fallback. The workflow timing/path correction is integrated.

The long-reported validation process had actually completed successfully; PID/children were gone and terminal exit 0 was present. Its result was recovered and exact tested patch verified without losing remediation or resetting counters. The subsequent security fix received a new foreground hard-bounded full gate, whose completion was consumed immediately.

This is not full #180 closure or legacy retirement. The D-063 path remains operational and unchanged in purpose. Current linked Kernel #50 comment15516 authorizes verification/test-only bubblewrap work, explicitly not whole harness/worker isolation or replacement acceptance. Kernel #52 still records producer/consumer obligations (comment14078), without an accepted Attempt-bound replacement receipt; Kernel #60 installed/composed acceptance remains unreached. These were read-only inspections, with no external mutation.

Per this issue's owner disposition/comment15420, keep #180 open: equivalent supported Kernel-controlled functionality, accepted ownership/isolation/consumer/composed evidence and the explicit compatible retirement step are still required. Router-phase tests/approval/merge cannot fabricate them. The selected issue's COMPLETE/closure gate is therefore blocked on those external receipts; no silent closure, replacement claim, new speculative issue or skip to another delivery.

Completed the owner-amended Router-only delivery boundary under explicit authorization 2026-10-07T20:31:48Z, SAME invocation 2026-10-06T16:00:17Z.

PR #198 remains canonically merged as 8a0ae13d4b4de96abc1d127c855803ee5e5af5a1; approved HEAD cbfb552a9be55bc9d154a6ce81fa14e84078d176 and base 1dae1948f372e0f1739896655bb7db97d6b08460 are its exact parents. Current clean canonical develop is unchanged, with identical approved/integrated source tree. Ordinary review #4 and independent direct-Codex gpt-daybreak-blue-latest review #5 APPROVE/empty findings remain applicable; prior reviews/findings/counters are preserved. Full gate 2738 PASS/17 skips/zero type diagnostics, integrated Router-phase acceptance 45 PASS.

The amended acceptance covers the authority/source/side-effect map, strict inference-only grant and shared-core refusal, current authority/identity/binding checks, sticky continuations and safe temporal failures, preserved D-063 behavior, deterministic evidence and required exact-object reviews/integration. Those criteria are satisfied by the unchanged merged code and receipts; no additional implementation/commit/review was created for bookkeeping.

All remaining Kernel-controlled replacement, equivalence, compatibility, security/isolation, independently composed acceptance and explicit destructive/incompatible retirement obligations are preserved in #199: BioMedical-IT/scarcity-router#199. It is explicitly gated NOT_ELIGIBLE_NOW and links back here and to relevant Kernel records. The original combined issue body is archived verbatim in this body's historical section, and all prior comments/PR/security evidence remain.

Closure is only for this owner-amended Router unit. Migration and legacy retirement are NOT complete or authorized; D-063 --mode edit remains supported under existing constraints. No external repository was modified, and #199 was not implemented. Continue the same loop with a fresh complete canonical queue after verifying closure.
