Goal

Promote the experimental D1 execution slice into durable, neutral bounded task execution before the first live model turn. This is owner-selected Phase 1 of a coordinated two-repository change.

Why

K1-K8 and D1-02/D1-03a are complete. Kernel develop after PR #36 is c8f105e2c0. Preflight #34 remains blocked because process runtime configuration is unprovisioned. No live task execution state requires compatibility. Temporary dogfood terminology must not become the product contract.

Scope

  • Replace dogfood CLI/domain/module/test/operation names with neutral task execution, without compatibility aliases or experimental-state migrations.
  • Durable bounded task preflight, task run, task status, task export CLI; controller-owned registry, currently frozen Scarcity Router #143 only.
  • One typed immutable neutral CREATIDY_KERNEL_* runtime configuration parser covering Router URL/key, controller runtime binding, absolute Codex binary/exact version, Forge API origin/Git remote/token/optional askpass. Separate infrastructure configuration from TaskSpec authority.
  • First-class quota-free preflight: config; exact repository/base; frozen structural/task/allowed-path contract and command shapes; Codex version/schema/initialization without thread/turn; closed child environment; Router selection constrained by controller binding; Forge read/config readiness; source/state suitability. Human and JSON outputs with typed blockers and READY_FOR_LIVE_TASK readiness/exact-base evidence.
  • Developer Makefile default help preserving existing check/package-check/audit gates; honest neutral README/operator contract consumed by onprem.

Acceptance Criteria

  1. Durable API/source/main tests use neutral names; old dogfood command and CREATIDY_DOGFOOD_* fallback are absent, with regression guard allowing justified historical references only.
  2. Config validates missing field names, URLs/paths, absolute executable/version and parses binding once; repr/log/evidence exclude credentials; no ambient controller secrets enter Codex.
  3. Controller config alone supplies exact supported_efforts, including null != literal "none". Router recommendation cannot expand runtime authority; mismatches fail closed.
  4. Quota-free preflight returns machine-checkable readiness/nonzero blockers and exact base; deterministic tests prove no thread/start, turn/start or Forge write. It validates readiness, not a generic CI/workflow engine.
  5. Run retains approval/trusted-development/exact-base, Allocation/Attempt/candidate ownership, changed-path and structural gates, controller verification, Git-clean verification state, exact accepted-subject AGit delivery and recovery. No auto merge/deploy.
  6. make check, make package-check, relevant audit, exact-head CI and fresh independent whole-PR review pass. Reviewer assesses boundaries, config/domain separation, readiness without inference, secrets and all D1 invariants. Stop READY_FOR_OWNER_MERGE; leave issue open and PR unmerged.

Constraints

One Kernel branch from develop and one PR to develop only. Implementation/review model GPT-6.1 Sol High. No workflow DSL, scheduler, registry of models, multi-agent framework or arbitrary issue ingestion. No SOPS/owner deployment paths/credentials in public Kernel. No real thread/start or turn/start, Scarcity Router #143 implementation, task PR, deployment or merge. Synthetic tests only. Onprem implementation starts only after explicit owner confirmation that Kernel PR merged; final #34 preflight occurs only after both owner merges via durable Make surfaces.

  • Parent: #30
  • Blocked preflight: #34
  • Prior repair: #35 / PR #36
  • Frozen target: BioMedical-IT/scarcity-router#143 (observed target develop f79f4521fddab4e6677faa9e5c260846bed5bc81)
  • Coordinated onprem issue: to be linked by exact number after creation in canonical Infrastructure/creatidy-onprem.

Coordination identities confirmed: Issue A = Creatidy/creatidy-kernel#37; Issue B = Infrastructure/creatidy-onprem#43. Separate branches and PRs. #43 implementation is blocked until explicit owner confirmation of #37's Kernel PR merge. #34 remains open and will be rerun after both owner merges. No live task inference or agent merge is authorized.

Phase 1 implementation started on feat/37-durable-task-execution from canonical develop c8f105e2c0, using GPT-6.1 Sol High for source/tests. Separate onprem #43 remains blocked and untouched. Stable intended surface: task preflight/run/status/export and typed CREATIDY_KERNEL_* runtime profile; TaskSpec retains execution authority. Developer help preserves all existing gates. Initial make audit passed with no known vulnerabilities. No real task inference, Scarcity Router changes, deployment or merge occurred. Final full validation, exact-head CI and independent review remain pending.

Implementation delivered in separate PR #38, feature branch feat/37-durable-task-execution, base c8f105e2c0, frozen HEAD fcf3f8df7c. Neutral bounded CLI/domain/config and quota-free preflight are implemented; make check passed 869 tests, make package-check passed, make audit found no known vulnerabilities; inward boundary/typing/secret checks clean. Exact-head CI is running.

Independent whole-PR review is blocked at the mandatory fresh Router dispatch: the valid repository_review L4/5/5/5 request pinned to owner-required openai/gpt-6.1-sol/high returned selected=null / no_eligible_candidate (catalog v4, 2026-09-24). No reviewer was substituted or dispatched, no independent verdict exists, zero review remediation cycles used. Full frozen-head review ledger. Terminal delivery status currently REVIEW_INFRASTRUCTURE_BLOCKED, not READY_FOR_OWNER_MERGE.

This issue and PR remain open/unmerged. Infrastructure/creatidy-onprem#43 has no implementation/branch/PR and must remain deferred until explicit owner confirmation of the actual Kernel merge. #34 stays blocked until both owner merges and fresh durable operator preflight. No real Kernel provider/task inference, thread/start or turn/start, Scarcity Router #143 implementation/task PR, deployment or merge occurred.

Correction to the earlier CI-running observation: exact-head CI run 2115 is SUCCESS for PR #38 HEAD fcf3f8df7c. Local make check (869 tests), make package-check, audit and clean final Git checks are green. Independent review remains REVIEW_INFRASTRUCTURE_BLOCKED due the exact GPT-6.1 Sol High Router identity being ineligible/absent; no review verdict or READY_FOR_OWNER_MERGE. PR/issue are open/unmerged; onprem #43 and post-both-merges #34 remain deferred. No live Kernel provider inference or real task PR occurred.
