Refs #15.

Adds /deliver-issue as a small single-issue orchestration command reusing /implement-issue and /review-pr: every independent review is a fresh repository_review Scarcity Router boundary with capability-derived monotone tightening, exact task-level Agent Manager dispatch and resolution verification, full exact-HEAD re-reviews, durable 10-cycle remediation ledger, bounded architecture correction and infrastructure retries, and no auto-merge or main target. AGENTS.md surfaces the dynamic routing requirement; implementation guidance clarifies this is development workflow only. No Kernel product/runtime routing or Program engine change.

Current PR HEAD: a8c7cfe0ca80a27a9c176e4d5ce4af8c7b66d4ed; base develop (06c374be43fc0781912a16cba0788821d6973090). make check PASS (142 tests), make package-check PASS, git diff --check PASS; exact-HEAD Forgejo CI run 28 succeeded. A fresh review route was attempted using repository_review with architecture/security L4/5/5/5 tightening; Scarcity Router returned generic invalid_request, despite the payload parsing against the documented local v1 schema. No route was selected and no reviewer was launched, so current review is NOT_RUN, no valid review cycle was added, and no remediation was consumed. Issue #15 ledger records remediation_used=0/10, two historical valid reviews on stale heads, and terminal REVIEW_INFRASTRUCTURE_BLOCKED. Issue remains open; PR remains unmerged.

Refs #15. Adds `/deliver-issue` as a small single-issue orchestration command reusing `/implement-issue` and `/review-pr`: every independent review is a fresh `repository_review` Scarcity Router boundary with capability-derived monotone tightening, exact task-level Agent Manager dispatch and resolution verification, full exact-HEAD re-reviews, durable 10-cycle remediation ledger, bounded architecture correction and infrastructure retries, and no auto-merge or `main` target. `AGENTS.md` surfaces the dynamic routing requirement; implementation guidance clarifies this is development workflow only. A fresh review route was attempted using `repository_review` with architecture/security L4/5/5/5 tightening; Scarcity Router returned generic `invalid_request`, despite the payload parsing against the documented local v1 schema. No route was selected and no reviewer was launched, so current review is `NOT_RUN`, no valid review cycle was added, and no remediation was consumed. [Issue #15 ledger](https://forgejo.creatidy.com/Creatidy/creatidy-kernel/issues/15#issuecomment-11629) records `remediation_used=0/10`, two historical valid reviews on stale heads, and terminal `REVIEW_INFRASTRUCTURE_BLOCKED`. Recorded-state note: This review is conclusive, not inconclusive. The substantive verdict is APPROVE. The reviewer first submitted this review with state APPROVED; Forgejo rejected it (approve your own pull is not allowed) because the reviewer's configured Forgejo MCP identity (kilo) equals the PR author identity. It is recorded as COMMENT solely due to that platform identity restriction; dispatch verification should treat this as a review-infrastructure identity limitation, not an inconclusive review.

PR Review: [Governance] Add bounded /deliver-issue command (#16)

Repository: Creatidy/creatidy-kernel
Branch: issue-15-deliver-issue -> develop
Frozen head: 6e29a5b788e69ca3b7f175f1b5fc26ff9000c27b (verified unchanged before, during, and after review; local checkout clean at this commit, matching origin/issue-15-deliver-issue)
Linked issue: #15 (identified from PR body Refs #15 and branch name; issue open)

Summary

Markdown-only governance change: adds .kilo/command/deliver-issue.md (111 lines) defining a bounded single-issue delivery orchestration contract reusing /implement-issue and /review-pr, plus a minimal 2-line AGENTS.md pointer. No product code, runtime, dependency, CI, or Program-workflow changes.

Intent / Acceptance Evidence

#15 acceptance criterion Evidence in frozen HEAD Verdict
Complete deterministic contract with exactly four terminal conditions; approval alone insufficient Finish section enumerates exactly READY_FOR_OWNER_MERGE, REMEDIATION_BUDGET_EXHAUSTED, REVIEW_INFRASTRUCTURE_BLOCKED, GENUINE_OWNER_DECISION_REQUIRED; every mid-flow stop maps to one of these (dispatch failure → REVIEW_INFRASTRUCTURE_BLOCKED; routing/owner-policy or material authority/architecture/security/scope decision → GENUINE_OWNER_DECISION_REQUIRED; 10/10 without approval → REMEDIATION_BUDGET_EXHAUSTED); BOUNDED_CORRECTION is explicitly non-terminal; "APPROVE alone is insufficient" is stated and operationalized (exact-HEAD validation, green CI, acceptance criteria, zero unresolved blockers; HEAD movement voids approval) Met
Fresh independent full review at each changed HEAD; distinguishes requested reviewer / valid configuration / observable model resolution / completed session / obtained verdict; no author self-review Independent Review 1–2 freeze the exact PR HEAD and base per review, require a fresh, distinct, read-only session per substantive review, forbid session reuse after HEAD change and implementation-session self-review; item 3 tracks exactly the five required stages, excludes request acceptance/session status/prompt text/self-report as resolution evidence, and forbids silent reviewer substitution; Ledger And Remediation and Finish require a new full review after every changed HEAD Met
Exact 10-cycle accounting; reconstructible durable per-cycle ledger; finite dispatch retry diagnosis; malformed dispatch never counts max_remediation_cycles = 10 initialized in the ledger and never reset; initial/fresh reviews and dispatch failures cost zero; a REQUEST_CHANGES costs one only for valid in-scope changes (batched findings = one); invalid/duplicate/out-of-scope findings cost zero; after the tenth remediation a fresh review decides, never an eleventh change or autonomous budget extension; numbered ledger entries record cycle, reviewed HEAD, class, review reference + verdict, blocker IDs, remediation status, resulting HEAD, used / 10; at most two diagnosed corrected launch retries; failed attempts recorded only as invalid diagnostics Met
Bounded in-scope remediation and architecture-correction paths; prohibits scope widening, auto-created blocker issues, auto-merge, main targeting Remediation amends the same branch/PR; no issues for ordinary blockers; out-of-scope findings are owner-triage candidates only; escalation to fresh read-only critical architecture-correction review returning BOUNDED_CORRECTION or GENUINE_OWNER_DECISION_REQUIRED, correction costing one cycle when changed; "Never widen scope or change acceptance criteria to obtain approval"; step 2: never modify/target main, never open a replacement PR, never auto-merge; Finish: issue stays open, PR unmerged Met
make check and make package-check pass; PR to develop; independent fresh reviewer assesses without merging Independently re-run by this reviewer at the frozen HEAD: make check PASS (uv lock, ruff format/check, basedpyright 0 errors, lint-imports contracts kept, 142 tests passed, secret scan clean, git diff --check) and make package-check PASS (sdist/wheel rebuild, metadata/license, isolated smoke install). Required Forgejo CI run 26 (check) on 6e29a5b: success. PR targets develop (base sha 06c374b). This review is that independent assessment; nothing merged Met

Architecture / Information Flow

  • Consistent with ADR 0005: cold reviewer with spec/code/evidence but no implementer conversation or claimed verdict; new remediation requires fresh independent review; finding identities preserved (Preserve prior entries and finding identities); finite preauthorized budget with recorded exhaustion; no generic human-gate bucket (an ordinary defect does not stop delivery); acceptance is not merge.
  • Consistent with docs/architecture/delivery.md (develop-only branch/PR flow, required check CI) and .kilo/rules/10-task-system.md, 20-forgejo-mcp.md, 30-implementation-discipline.md (issue stays open until integration, no main, no auto-merge, MCP for platform operations).
  • Explicitly disclaims Program execution and Kernel runtime state-machine semantics; the four terminal conditions are delivery-report states, not Program states — no Program exception is introduced.
  • Provider-neutral throughout: reviewer classes are capability classes, routing defers to the configured maintainer/model-routing policy, and no private model names, providers, or dispatch details are encoded.

Blocking Issues

None.

Non-blocking Suggestions

  1. The intro says to use /review-pr "for each read-only review", but the architecture-correction review returns BOUNDED_CORRECTION / GENUINE_OWNER_DECISION_REQUIRED, outside /review-pr's APPROVE | REQUEST_CHANGES | COMMENT vocabulary. Consider one clarifying clause that the architecture-correction dispatch is a distinct review contract to which /review-pr guardrails (read-only, fresh, frozen HEAD) apply rather than its verdict format.
  2. Finish's "required evidence is temporarily unavailable" case names no explicit terminal mapping or bound. REVIEW_INFRASTRUCTURE_BLOCKED already covers inability to obtain "required verification evidence" after bounded attempts; stating that mapping explicitly would remove the reading of an indefinite non-terminal hold.

Questions for the Author

None blocking.

Security / Privacy Notes

No secrets, credentials, private model/provider names, or routing details; the ledger explicitly excludes prompts, chain-of-thought, and transcripts and forbids publishing private routing details. Secret scan clean at the frozen HEAD.

Test / Documentation Gaps

No executable tests are applicable to a Markdown-only governance change; formatting/lint/link-hygiene/package gates cover the change. Remaining uncertainty (disclosed by the author, not verifiable in this context): live slash-command registration was not observed (editor hot-reload reported No context found for instance; no kilo CLI installed). The frontmatter matches the existing command convention (.kilo/command/review-pr.md, implement-issue.md), so residual risk is low.

Follow-Up Candidates

None durable; the two suggestions above are optional inline clarifications for a future governance pass, not follow-up issues.

Overall Recommendation

APPROVE — all five acceptance criteria of #15 are met at frozen HEAD 6e29a5b788e69ca3b7f175f1b5fc26ff9000c27b, repository gates and required CI are green, and no blocking defects were found. Per the contract under review, approval alone is insufficient for readiness: the delivery session must still record the ledger cycle and complete its exact-HEAD evidence verification; merge remains an owner action. Note for dispatch verification: this reviewer's Forgejo identity equals the PR author identity, so the platform cannot record an APPROVED-state review for this PR; obtaining a platform-recorded approval requires a distinct reviewer Forgejo identity (owner policy/infrastructure, not a defect in this change).

> **Recorded-state note:** This review is conclusive, not inconclusive. The substantive verdict is **APPROVE**. Substantive Recommendation: APPROVE
This is a conclusive independent full-PR review with no blocking findings, recorded as COMMENT solely because of a Forgejo identity limitation. I first submitted it as APPROVED; Forgejo rejected that call with approve your own pull is not allowed. The configured MCP identity is kilo, also the PR author, although this is a new independent reviewer session. This COMMENT is not a platform-recorded approval and cannot satisfy any required approving-identity rule. No protection is bypassed.

PR Review
[Governance] Add bounded /deliver-issue command (#16)

Repository: Creatidy/creatidy-kernel
Author: kilo
Branch: issue-15-deliver-issue -> develop
Frozen HEAD: eaf0211ce6f41c551b7650ce8cdfbf140a10b4f6
Frozen base/merge base: 06c374be43fc0781912a16cba0788821d6973090
Selected issue: #15, updated model-bound delivery contract
Scope: All three changed files and both included commits, not just the amendment or prior findings. PR metadata and the issue were re-fetched before submission; HEAD, base and issue contract remain unchanged. Earlier reviews #595/#596 apply to the old HEAD and were not reused as acceptance.

Blocking Issues
None found.

Acceptance Evidence

Updated #15 requirement Evidence at frozen HEAD Assessment
Exactly four terminal conditions; approval alone insufficient .kilo/command/deliver-issue.md:117-131 requires exact-HEAD local validation, green required CI, issue acceptance and zero blockers, then enumerates only the four requested terminal conditions. Met in the contract.
Literal logical dispatch with request-level mode/versions and task-level prompt/model/provider/variant; same binding for architecture correction deliver-issue.md:36-60 contains the required JSON and explicit placement rules. AGENTS.md:47-49 makes the binding always visible. Compared with the available Agent Manager schema; model discovery confirms GPT-6 Astra, provider openai, variant max are available. Availability is not proof of this session's dispatch. Met in the contract.
Separate request, verified dispatch, session completion and verdict; explicit resolution evidence, NOT_RUN and no fallback deliver-issue.md:66-80 requires matching Resolved models: evidence, rejects self-report/session-state substitutes, excludes malformed/unresolved attempts from both cycle counts, limits corrected launch retries to two for the frozen HEAD, and forbids all specified fallback categories. Met in the contract.
Fresh full review at every changed HEAD; durable exact 10-cycle budget; bounded remediation/correction without scope expansion deliver-issue.md:20-32,61-65,84-113 covers explicit selection/resumption, same issue/branch/PR, preserved ledger and finding identities, zero-cost reviews/invalid findings, one cycle per valid remediation batch, correction review, a fresh review after the tenth remediation and no eleventh change. No automatic ordinary-blocker issues, merge or main target. Met in the contract.
Validation and a new full review of amended PR #16 Exact-HEAD Forgejo CI run 27, internal run ID 1940, is success for eaf0211ce6f41c551b7650ce8cdfbf140a10b4f6. The unchanged .forgejo/workflows/ci.yml:39-46 runs make check, make package-check and make audit. Issue ledger comment 11615 records local make check PASS (142 tests), make package-check PASS and git diff --check PASS. This is a new whole-PR assessment; nothing merged. CI success independently observed; local gate results are author-reported, not rerun by this reviewer. Original launch-receipt verification remains with the dispatcher.

Architecture Review
The change is confined to development guidance. It introduces no package/runtime dependency, domain state transition, Program execution exception, private implementation or product routing policy. The additional edit at .kilo/rules/30-implementation-discipline.md:23-25 is justified by the prior blanket Markdown routing prohibition and is narrowly scoped to this explicitly selected development-workflow binding. Inward dependencies and the public self-contained product boundary are unaffected.

The separation of observations from acceptance, fresh exact-subject review, preserved findings, bounded corrections and genuine owner decisions aligns with ADR 0005:24-48. The development-only pin does not alter the replaceable product ports in ADR 0004. I inspected the authoritative local rules, the reused implement/review commands, README, Makefile, delivery/threat-model/target architecture, ADRs 0001/0004/0005 and repository tests. Normal approval, malformed dispatch, resumed ledger, remediation, recurring defects, tenth-cycle exhaustion, stale approval and unavailable-evidence paths were manually traced.

Non-blocking Suggestions
S1: .kilo/command/deliver-issue.md:120-122 requires bounded corrected attempts to obtain verification evidence but does not give that evidence-retrieval bound a number or explicitly reuse the launch retry limit. Naming a concrete bound would make separate sessions more consistent. The existing instruction already requires a finite stop and names REVIEW_INFRASTRUCTURE_BLOCKED; this is a clarity improvement, not a blocker.

Author Questions
None blocking.

Security Notes
No secret or private audit payload is introduced in the diff. The ledger excludes prompts, chain-of-thought and transcripts (deliver-issue.md:88-91). A fresh local read-only session is a development-review convention, not a claim of hostile-worker isolation; the accepted security boundary is unchanged.

Verification Limits

  • Independently ran git diff --check 06c374be43fc0781912a16cba0788821d6973090...eaf0211ce6f41c551b7650ce8cdfbf140a10b4f6: PASS. The complete local Git diff matches the MCP diff; inspected files match the frozen commit and the checkout remains clean.
  • Did not execute PR tests/build scripts in this read-only reviewer context. Existing tests do not exercise Agent Manager orchestration or live slash-command registration; those semantics were inspected manually, not runtime-tested.
  • Job/log retrieval returned 404 from the MCP jobs endpoint. Browser access to the CI run required login. Aggregate exact-SHA CI success is independently verified, but individual job logs were unavailable.
  • Branch-protection inspection was denied to the configured MCP identity; no claim is made that merge protections or deployed runner/token isolation are verified.
  • The dispatcher's original Resolved models: receipt is not visible in this reviewer context. This report, model discovery and reviewer self-description cannot replace that receipt under the new contract; the dispatcher must verify it before recording DISPATCH_VERIFIED or final readiness.

Follow-Up Candidates
None requiring a separate issue.

Overall Recommendation
APPROVE the full current PR at eaf0211ce6f41c551b7650ce8cdfbf140a10b4f6, with no blocking source/governance findings. Recorded state is COMMENT solely because Forgejo rejected self-approval under the shared identity. This recommendation does not declare READY_FOR_OWNER_MERGE, waive dispatch/evidence requirements or authorize integration. Issue #15 remains open and PR #16 remains unmerged.

The complete local Git diff matches the MCP diff; inspected files match the frozen commit and the checkout remains clean. - Did not execute PR tests/build scripts in this read-only reviewer context. Existing tests do not exercise Agent Manager orchestration or live slash-command registration; those semantics were inspected manually, not runtime-tested. - Job/log retrieval returned 404 from the MCP jobs endpoint. Browser access to the CI run required login. Aggregate exact-SHA CI success is independently verified, but individual job logs were unavailable. - Branch-protection inspection was denied to the configured MCP identity; no claim is made that merge protections or deployed runner/token isolation are verified. - The dispatcher's original `Resolved models:` receipt is not visible in this reviewer context. This report, model discovery and reviewer self-description cannot replace that receipt under the new contract; the dispatcher must verify it before recording `DISPATCH_VERIFIED` or final readiness. **Follow-Up Candidates** None requiring a separate issue. **Overall Recommendation** **APPROVE** the full current PR at `eaf0211ce6f41c551b7650ce8cdfbf140a10b4f6`, with no blocking source/governance findings. Recorded state is **COMMENT solely because Forgejo rejected self-approval under the shared identity**. This recommendation does not declare `READY_FOR_OWNER_MERGE`, waive dispatch/evidence requirements or authorize integration. Issue #15 remains open and PR #16 remains unmerged.
