Refs #106. Explicit owner-authorized bounded recovery delivery kernel106-final-authority-dag-20261031T203318Z, following closed-unmerged PR112. Current canonical issue body contains active acceptance criteria and constraints.

Current HEAD 31f5cf9f0154b89ce5b9076e81c541f6ab8cb1a4; base/merge-base b1c9ffca16f06596e5c3afdca3b9893cf7422d8d. The entire accumulated diff is the review subject.

The candidate contains trusted-local shared pull and managed-push SDK handlers, Forgejo discovery and synchronization, bounded review and verification, durable recovery and versioned SQLite compatibility. Existing source-boundary and offline/live limitations apply. Exact public source pins and license references are in docs/architecture/reuse.md.

Original PR112 remains closed/unmerged with its branch and permanent10/10 STOP_REVISE history. This distinct owner-authorized recovery has a maximum four fresh complete independent reviews; scope includes the owner's explicit additional P1 authorization of 2026-10-31T23:37:36Z. Detailed provenance and validation receipts remain in issue comments and excluded delivery ledger. Current approval and integrated acceptance are not claimed.
