Refs #57.

Implements a versioned, owner-thread local state projection and bounded progress/resync contract; host-bound AF_UNIX observer, worker and owner capabilities; installed CLI; and exact command/revision/recovery handling for ordinary pull and managed work. Remote exposure and authentication are not enabled. Historical receipts do not renew authority, and disconnect or cooperative quiescence does not establish physical settlement.

Validation in a sanitized environment: make check (2420 passed, 89 optional skips, 106 subtests), make package-check, and make audit passed. Installed conformance exercises the local client and ordinary work paths with synthetic fixtures. This is not a live provider or production readiness claim.

PR #114 remains permanently STOP_REVISE at 10/10 independent reviews, without approval; its original head 9e4c12d5d830525b2e0c0b598b325fb277b19fb1, branch, commits and review evidence are preserved. Closing unmerged; the new recovery has its own maximum of four reviews and does not reset this history.
