Refs #57. Supersedes closed, unmerged #114; its original 10/10 STOP_REVISE history is preserved and not reset.

Distinct owner-authorized recovery retains the original entire implementation and addresses the two final review findings: fence preparation acceptance to the caller's post-claim revision inside the existing transaction, and deduplicate decision notifications by original actionable decision rather than Attempt alone. No remote exposure or production readiness is claimed.

Validation in a sanitized environment: make check passed (2447 tests, 89 optional skips, 106 subtests), make package-check passed including fresh/replayed final-observation races and the same-notifier review transition, and make audit found no known vulnerabilities. Fresh independent whole-PR review is pending; this delivery has a separate maximum of four review invocations.
