Scope

Add final/WAIT dependency evidence checkpoints to Console /loop, recursively tracing explicit Console dependency edges to the earliest verified unmet predecessor.
Classify unavailable/incomplete evidence as UNVERIFIED, preserve independent eligible Console issues, and keep technical-recovery narration nonterminal.
Extend bounded recovery guidance and synthetic offline workflow contract coverage, including converging DAG and actual-cycle cases.

Acceptance Evidence

Focused npm test -- --run tests/workflow-contract.test.mjs: PASS (19 tests).
make check: PASS on current head (formatting, Markdown, local links, current-public secretlint, strict TypeScript, 24 tests/3 files, temporary static artifact and runtime MIT license validation).
git diff --check: PASS.

Limitations
