Refs #54.

Records the sanitized M3 live acceptance evidence and narrowly updates the roadmap, README and D-031 closeout note.

Acceptance result:

885 tests pass; basedpyright 0/0/0; diff check passes.
Live CLI status/select/simulate passed for OpenAI and Z.ai telemetry.
Live loopback REST health/status/select/simulate and foreign Host rejection passed.
Official stdio MCP initialization, exact tool discovery, status/select/simulate and structured invalid_request passed.
Deterministic parity tests remain green.
No provider, selector, catalog, policy or execution semantics changed.
No credentials or raw provider payloads were recorded; no model execution occurred.

M3 is recorded as PASS. Leave this PR open for the human merge gate; it is intentionally unmerged.
