Close out M3 by recording sanitized live acceptance evidence for the current OpenAI and Z.ai subscription telemetry environment.

Scope:

Run the frozen regression, CLI, REST and stdio MCP acceptance gates.
Reconfirm deterministic direct/CLI/REST/MCP parity evidence.
Verify loopback, Host rejection, stdio lifecycle, secret redaction and no-model-execution invariants.
Add only sanitized acceptance evidence and narrow roadmap/README/decision status updates if all six M3 gates pass.

No new provider, selector, catalog, policy, execution, prompt-proxy, packaging or broad redesign work. The PR targets develop and remains open for human merge.
