Summary

make repository topology explicit: Forgejo is canonical; GitHub is the push mirror and public issue tracker
run GitHub mirror CI on feature branch pushes as well as pull requests, scoped to GitHub verification
bound parsed HTTP method and endpoint labels to finite values, including dynamic blob normalization
add known/dynamic/arbitrary path privacy and cardinality regression coverage
keep passive external-client lifecycle validation and native Ollama architecture unchanged
verify Grafana readiness before ./bin/up reports success
use the canonical Apache License 2.0 text without project-specific changes

offline/parser/profile/privacy suite: 31/31 parser tests and 14/14 offline assertions
direct Ollama live validation: 12/12 checks
security/path-cardinality validation: 9/9 checks
restart/cursor validation: 4/4 checks
passive observer with generated traffic: 8/8 checks; normalized /v1/chat/completions observed
core-only NVIDIA-disabled startup and automatic NVIDIA startup: passed
GitHub mirror CI: passed on feature push and pull request
Forgejo Actions: existing .github workflow is explicitly skipped on Forgejo; no canonical workflow was added pending trusted runner/security audit
