Integrated the owner-corrected offline read-only operator contract mi.operator-working/1, coherent mi-evidence status/inspect/export, typed publication/source-health correlation and independent portable consumer conformance. See OPERATOR_CONTRACT.md and #16's governing correction15780 for acceptance and deferred gates.

Offline sdist/wheel and isolated installed actual CLI full-source (29 statements) status/inspect/export parity, independent portable acceptance, artifact immutability, NOTICE and zero runtime dependencies independently verified. Negative lifecycle, UTC-domain, history, duplicate/reorder, resync and no-echo regressions included.

MI owns first producer definition; Console semantic requirements are inputs, not an existing receiver/browser prerequisite. Portable conformance is not actual Console adoption, browser/auth/transport security, installed cross-product acceptance or product GO. Empty effectful commands; no endpoints/replay/global cursor/auth/service/second store. Preserve #13/#15/#17 REJECT and MI public-fact, Router mapping/calibration/admission, Kernel requirements/actual-use ownership. No private intake, foreign mutation, inference, deployment, release/main.
