Remediation Scope

Original PR #68 was owner-merged but #67 remained open. Fresh independent integrated acceptance inspection found normal-checkout paths missing from the reviewer allowlist and stale fixed-model selection guidance.

Restore the documented canonical public normal checkout alongside the existing owner-authorized sibling exception, for the same narrowly scoped read-only Git inspection/canonical ref reads and closed-environment make gates.
Preserve mutation/secret/operator denials; no broader shell, network, credentials, global config or product authority.
Align standalone review guidance with the existing inherited reviewer binding and explicit-owner override policy; no provider/model/thinking override.
Regression checks cover both checkout forms, rejected Git mutations/other repository paths, retained denials and command/agent binding consistency.

Focused workflow:16 tests+81 subtests PASS. Parent closed-environment make check package-check audit && git diff --check:1397 tests+81 subtests PASS,53 optional verification-only native skips; format/lint/types/imports/secrets/reproducible packaging/isolated install/intake/source smoke/audit/diff passed.
Both public frontmatter records independently parsed by the existing locked safe YAML parser. Runtime config-validation hook reported No context found for instance; this is not a syntax failure, and no workspace reload or native runtime permission proof is claimed. No global settings/dependency/service/live inference changes. A reload may be needed under existing repository guidance.

Recovered historical review ordinals1/2 were COMMENT infrastructure failures; ordinal3 was cancelled with no verdict; ordinal4 REQUEST_CHANGES on original/current integrated acceptance. Next fresh complete remediation-PR review reserves ordinal5 under the preserved 10-review issue budget. Issue remains open.
