Refs #239

Reconcile standalone and Foundry responsibilities, current canonical repository selection and transport guidance; record prospective D-085 without retiring #224 Tier B or transferring its review capacity. Correct standalone Compose build context and migration-sensitive workflow tests.

Base 209f7d39f3ecebbd1b98b11d7c44c63192fe50a4; HEAD 9fecab9c5ed5dcb34f9ff63c72aca4c0e55e1e47. Validation: clean-environment uv sync --only-dev; make check 3,186 passed / 18 skipped; uv run basedpyright 0 errors; make package-check; git diff --check; Compose config and actual image build passed. First full run exposed three old-organization workflow assertions, corrected before the successful full rerun.

Independent security/architecture review #1 APPROVE, no findings, at exact HEAD/base (see PR comment). No live Windows authenticated execution, Docker Desktop host-network acceptance, automated certificate issuance/renewal or verified origin migration is claimed. #224 remains open. This PR is unmerged; standalone delivery does not authorize merge.
