Refs #21

Adds /loop with the invoking primary context as sole orchestrator, reusing implement-issue/finish-pr and unchanged review-pr/pr-reviewer. No controller service, product code, dependency, alternate checkout or architecture change.

Selection refreshes all canonical open MI issues each cycle; excludes exactly invalid/wontfix/duplicate case-insensitively before history; verifies explicit gates and owner decisions; orders by explicit comparable priority, required ordering, created_at and issue-number tie break. Issues, not open PRs, select work.

Review uses excluded .task_progress.md delivery ledger with ordinals reserved BEFORE dispatch; max10 whole-PR invocations including initial/COMMENT/invalidations/retries, never reset on reentry. Fresh isolated read-only exact HEAD/base review. Standalone finish does not merge. Explicit owner loop alone may use supported Forgejo PR merge to develop after current exact clean approval/validation, then verify merged ancestry/integrated acceptance before closure and clean develop return.

Owner-requested narrow remediation e3d04be: pre-merge invalid/wontfix/duplicate exclusion uses SELECT's same case-insensitive exact-match filter before other revalidation. No merge or completion; record canonical exclusion, preserve branch/PR history, safely return same checkout to clean current develop, SELECT fresh queue without terminal state. Other labels remain outside this path. Only loop.md and test_workflow_contract.py changed in remediation; no unrelated workflow/architecture changes.

Terminal QUEUE_EMPTY / STOP_AND_ASK / STOP_REVISE / BLOCKED. Genuine owner decisions stop whole invocation. No cross-repository mutation, Scarcity Router operation, main/release/deploy or direct develop push.

Full base delta and two-file remediation reviewed, owner effective authorship verified. Normal same-branch additive commit/push, no history rewrite.
