Router #175 local interpretation at exact public 5c48d51f1eb1f11424a5100eb2ccf20a6cba4581 is consumed through Kernel's actual approved intake/allocator seam. Typed marker bytes are reviewed and approved within the original Declaration; no prose classification, guessed minima/profile or L0 fallback.

Inert full-subject translation, explicit recommendation selection and current authority revalidation.
Preserve quality/hard constraints and intersect explicit model pins. Separate structural features require independent harness facts, including reasoning controls derived from quality reasoning mode.
Existing /v1/select profile XOR requirement; configured profile-policy version and exact full approved expansion echo. Unsupported unknown/context/access/resource/vision/privacy demands refuse.
Complete draft/revision/evidence/decision/Program, sent request, original public decision and independent compatibility retained in Allocation-v2 evidence. Original version1 bytes and sticky Attempt recovery unchanged.
Decoded/raw credential checks preserve exact approved bytes by refusing contamination, not redacting; local Declaration/approval/evidence decoding uses its owning contract rather than Router response bounds.
New ordinary reference allocation fallback prohibited. No ordinary engine, executable gateway/native-harness conformance, policy/catalogue/dependency or live-inference claim.
Producer-shaped positives/negatives, actual loopback intake/selection, unknown-effect recovery and installed package smoke; source/license/NOTICE/reuse/docs updated.
