Refs #49. SAME sole-primary /loop invocation kernel-loop-20261005T102040Z, one issue/branch/PR. #48 COMPLETE/history unchanged. #49 normal review budget 7/10 consumed; all prior COMMENT/REQUEST_CHANGES results and commits preserved. No current final approval or merge readiness.

Contract-First

0b828d5... proposed logical contracts before payload/operator claims as AC6 requires. Fresh whole-PR ordinal1 COMMENT/findings[] acknowledged logical proposal without functional acceptance; no model prose granted wire/authority/permissions. Implementation then landed37fb62b on SAMEPR; every changedHEAD has received a new full-PR review, with findings reproduced and fixed normally.

This is not global remote atomicity or a runtime gateway.
• Complete approved declaration and exact subject/decision reach real ScarcityRouterAllocator.translate_ordinary; explicit bound mapping-unavailable refusal BEFORE transport, never reference/L0 fallback/drop.
