Refs #58.

Adds an owner-thread, local-only versioned outcome SDK and exclusive private-file publication. It projects Program/spec/Attempt/claim/effect/check/review/remediation lineage, original delivery and reconciliation evidence, and source-qualified usage corrections from existing durable producers. IDs and private metadata use keyed pseudonyms; source contents, credentials, prompts and free-form findings are excluded. Unknown route/call identity, external usage, total cost, freshness and physical settlement are not inferred. The sole explicit policy does not grant redistribution, MI intake, remote exposure, live inference or causal quality claims.

Validation in sanitized offline environment: make check passed (2479 tests, 89 optional skips, 106 subtests); make package-check passed including installed pull/managed and independent reference producers, old and unsupported receipts, correction/privacy and real process crash cuts; make audit found no known vulnerabilities. Fresh independent whole-PR review is pending. Historical specification review #96 remains 1/10 and is not reset.
