Closes #158 when merged (issue stays open until human review completes; agents never merge). Decision record: D-062 in docs/decisions.md (D-060 is reserved by open issue #156, D-061 by open PR #157).

Defect reproduced (on canonical develop @ 6fec46ca…, before any change)

The OpenAI-compatible translation core accepted reasoning controls on requests (D-055) but had no normalized representation for provider reasoning output. A backend could return reasoning and Scarcity Router answered 200 with it silently discarded — in BOTH transports that share the core (server-direct HTTP, worker-loopback). Probe on the base:

non-streaming deepseek-shaped reasoning_content  -> SILENTLY DISCARDED
non-streaming openrouter-shaped message.reasoning -> SILENTLY DISCARDED
streaming delta.reasoning_content / delta.reasoning -> SILENTLY DISCARDED (both)
reasoning-only response (content=null) -> TranslationError "neither content nor tool_calls" (wrong failure; reasoning was present)
unevidenced reasoning field on openai-api preset -> silently tolerated + dropped

Semantic contract chosen

  • Normalized seam: AdapterMessage.reasoning: str | None (bounded 16 MiB, the content bound) on the assistant result; new closed stream-chunk kind reasoning_delta (bounded 1 MiB like text_delta). Reasoning is opaque provider output: never parsed, never routed on, never telemetry, never merged into content, never a tool call.
  • Translation policy: closed per-preset fact reasoning_output_policy ∈ {none, reasoning_content, reasoning}. The preset decides which response shape its evidence documents. Known reasoning-output field names (reasoning_content, reasoning, reasoning_details) in a response are either the evidenced mapping or typed protocol drift — never tolerated-unknown, never flattened, never stringified, never auto-detected.
  • Public wire contract (additive): ONE representation — choices[0].message.reasoning_content (non-streaming) and choices[0].delta.reasoning_content (streaming) — present only when reasoning was preserved (absence stays absence). Ordinary responses are byte-identical; the coordinator stays provider-free; no provider branches outside the translation policy.

Providers / shapes evidenced (official docs re-retrieved 2026-09-28)

Preset Non-streaming Streaming Policy
deepseek message.reasoning_content (string nullable, thinking mode) delta.reasoning_content reasoning_content
zai-coding-plan message.reasoning_content (GLM-4.5 series; coding parity PARTIAL as before) delta schema not separately documented (parity caveat recorded) reasoning_content
openrouter message.reasoning (reasoning_content = documented identical alias; conflicting values fail closed) delta.reasoning reasoning
openai-api / ollama / generic none documented none documented none (presence = typed drift)

Structured reasoning_details (OpenRouter) is typed drift under every policy — never flattened, deliberately unrepresented.

Normalized seam changes

gateway_adapters.py (AdapterMessage.reasoning, CHUNK_REASONING_DELTA), openai_http_core.py (_extract_reasoning, policy fact, strict typing, request-history refusal), openai_http_adapter.py (reasoning accumulation + emission, server-direct), worker_local_translation.py / worker_local_adapters.py (worker-loopback, same core), gateway_openai.py / gateway_server.py (rendering + synthesis), worker_protocol.py (v3).

Public response shape

reasoning_content is the ecosystem-standard name: defined natively by DeepSeek and Z.ai; documented by OpenRouter as an identical alias of reasoning; LiteLLM's normalized representation is exactly reasoning_content (with delta.reasoning canonicalized into it). The gateway never leaks the upstream field name variant to the client.

Streaming behavior

Reasoning deltas stay a distinct normalized kind in provider arrival order (reasoning before text within one frame); fragmentation correctness is inherited from the authoritative SSE parser (untouched); no full-stream buffering of reasoning. Tested with reasoning split at arbitrary byte boundaries including mid-UTF-8 codepoints.

History / round-trip decision

Response-only. No supported preset evidences reasoning re-injection (DeepSeek's input form is a beta base-URL-only feature; OpenRouter's is its own router facility). Ingress keeps its closed message key set — an echoed reasoning_content is the existing typed unknown_parameter 400. The request builder refuses a dispatch carrying message.reasoning rather than silently dropping it.

Reuse decision

  • LiteLLM v1.102.1 @ 1ceeefbf (MIT), litellm/types/utils.py: normalized reasoning_content on message/delta; reasoning→reasoning_content canonicalization — ADOPT the semantics, not the code (pydantic idioms do not fit the stdlib core).
  • CLIProxyAPI @ 4a2c8186 (MIT), internal/thinking/summary.go + translators — corroborates keeping provider reasoning knowledge at the translation edge; no reuse.
  • Both remain REJECTed as machinery (#150: silent-drop design center); our per-preset fail-closed policy discipline is strictly stronger.

Security / privacy result

Reasoning text flows only through the bounded execution response path. It never enters logs, the SQLite audit store (records structurally cannot carry content — marker-scanned in e2e), error messages (drift errors name parameter structure, never values), diagnostics, routing state or persistence. Worker protocol v3 (one optional bounded reasoning member; server accepts v1/v2/v3; unrepresentable evidenced reasoning fails closed worker-side, never silently drops). Not classified security_critical: no credential, transport, auth or exposure change.

Tests

New tests/test_reasoning_output_semantics.py (55 tests): policy vocabulary; non-streaming preservation/drift matrix (8+ cases incl. wrong types, alias conflict, structured drift, unevidenced null, reasoning-only, reasoning+tools, empty-string absence); streaming matrix (9 cases); fragmented SSE incl. mid-UTF-8 splits; normalized seam round trips (worker protocol message + chunk); gateway rendering (present-only semantics, one public field); loopback translation; tool-call interaction (6 cases — accumulator guarantees intact); privacy (structural errors, audit scan). Composed e2e: server-direct preservation (non-streaming + streamed delta.reasoning_content frames), unevidenced drift → 502 backend_failure with no content leakage, ordinary-client byte-compat, and worker-loopback parity through the full composed path (preservation + drift fail-closed). Full gate on this exact head: uv sync --only-dev OK; make check green in one run — 2247 tests OK, uv run basedpyright 0 errors/0 warnings/0 notes; git diff --check clean. One intermittent full-suite failure observed during development was the documented pre-existing #143 load-sensitive cancel-assert race (passes in isolation, 3 subsequent full runs green, path untouched).

Explicit non-goals (unchanged, per issue #158)

Z.ai CREDIT_LIMIT; worker chunk-buffer hardening; HTTP transport changes; SSE parser replacement; invalid-UTF-8 typing cleanup; Responses API; Anthropic Messages; new providers; Codex schema automation; client-owned tool execution; generic content-block abstractions; structured reasoning_details representation; the Codex (M06) adapter's item/reasoning/* summary handling (separate protocol/evidence path, recorded as adjacent observed behavior, unchanged); the #150 deferred items.

UX impact: positive and additive — reasoning-capable backends no longer silently lose reasoning; clients that ignore the new field see byte-identical responses; drift produces actionable typed failures instead of invisible semantic loss. No removed behavior; no new required configuration.

Per repository governance: PR left open for human review; workers never merge.

Reasoning output semantics: preserve or fail closed (D-062, #158)
Some checks failed
ci / check (pull_request) Failing after 7m52s
247e264571
The OpenAI-compatible translation core silently discarded provider
reasoning output (message/delta reasoning_content, message/delta
reasoning): a backend could return reasoning and the gateway answered
200 with it gone, in both transports that share the core.

- Normalized seam: AdapterMessage.reasoning (bounded, opaque) and a
dedicated reasoning_delta stream-chunk kind; reasoning is never
merged into content, tool calls, routing or telemetry.
- TranslationPolicy.reasoning_output_policy (closed: none /
reasoning_content / reasoning) — the preset decides which response
shape its evidence documents (DeepSeek+Z.ai reasoning_content,
OpenRouter reasoning with the documented identical alias, none for
  OpenAI/Ollama/generic; evidence re-retrieved 2026-09-28). Known
reasoning-output fields on a non-evidencing preset are typed
protocol drift; wrong types are never stringified; conflicting
equivalent fields fail closed; structured reasoning_details is
  drift under every policy.
- Public contract (additive): choices[*].message/delta
.reasoning_content, present only when preserved; ordinary
responses stay byte-identical. Response-only: request history
keeps its closed key set (echoed reasoning = unknown_parameter).
- Worker protocol v3: one optional bounded `reasoning` message
member (v2 one-member precedent); server accepts v1/v2/v3; an
unrepresentable evidenced reasoning response fails closed
  worker-side, never silently drops.
- Streaming stays streaming: reasoning deltas in provider order,
fragmentation correctness inherited from the authoritative SSE
parser; transport parity proven server-direct and worker-loopback
  through the one shared core.

Privacy: reasoning text never enters logs, audit (SQLite records
structurally cannot carry content), error messages (structural
names only) or diagnostics.

Reuse: LiteLLM v1.102.1 @ 1ceeefbf (MIT) normalized reasoning_content
semantics ADOPTED (not the code); CLIProxyAPI @ 4a2c8186 (MIT)
corroborates policy-edge discipline; both remain REJECTed as
machinery (#150).

Gate: make check green on this head (2247 tests OK; basedpyright
0/0/0; git diff --check clean). One intermittent full-suite failure
observed during development was the documented pre-existing #143
load-sensitive cancel-assert race: passes in isolation, path
untouched by this diff.

1. tests/test_openai_http_core.py: the stale defect-semantics test
   (asserted content-only on a reasoning-bearing deepseek response)
now pins its opposite — reasoning preserved alongside content —
and documents its own history so it fails loudly if preservation
ever regresses to a silent drop.
2. tests/test_gateway_server.py + fixture: the synthesized-chunk
path renders reasoning before content for a chunkless streaming
completion — now covered (review point-1 path).
3. tests/test_reasoning_dialects.py: the documented echo-400 contract
is pinned — an echoed reasoning_content in message history is
   unknown_parameter with param messages[1].reasoning_content.

Gate: make check green on this head (2249 tests, basedpyright

Independent exact-head review — round 1 (reviewed head 247e264)

Fresh independent adversarial review (GLM-5.3-Flash agent, isolated context, read-only, exact PR head) against the mandatory 12-point checklist: APPROVE, no BLOCKERs, three SHOULD_FIX, four DEFER.

SHOULD_FIX (remediated in 7390277):

  1. Stale base test test_reasoning_content_is_tolerated_and_ignored still described the defect semantics by name with a content-only assertion (would NOT catch a regression to silent drop) → re-purposed to test_reasoning_content_is_preserved_not_ignored, pinning preservation and documenting its own history.
  2. The synthesized-chunk reasoning branch (gateway_server._synthesize, reasoning before content for a chunkless streaming completion) was untested → new test_chunkless_reasoning_synthesizes_reasoning_before_content (+ chunkless_behavior(reasoning=...) fixture param).
  3. The documented echo-400 contract (echoed reasoning_content in history → unknown_parameter) was structurally guaranteed but unpinned → test_echoed_reasoning_output_is_unknown_parameter pins code + exact param.

DEFER (with reasons):
4. Rolling-upgrade window: a pre-v3 worker against the new server keeps the old silent-drop behavior on worker-bridged resources until upgraded (documented in docs/worker-protocol.md v3 section; server-direct resources are fixed server-side immediately) — inherent to worker-side defect fixes; release notes should carry one sentence.
5. OpenRouter backends emitting reasoning_details alongside reasoning fail closed on every reasoning call — the explicit documented D-062 tradeoff (structured shapes are never silently discarded); a superseding decision can map them later.
6. Pre-existing single-frame bound mismatch (8 MiB SSE frame vs 1 MiB chunk text → untyped ValueError on a >1 MiB single delta) — identical exposure existed for text_delta before this change; no new failure class; out of scope (#158 non-goal).
7. Operator diagnosability of drift: the client sees the uniform opaque 502 backend_failure (privacy-first by design); operators distinguish a preset/schema drift only by reproducing it — changing that surface is a separate contract decision.

Checklist: all 12 points PASS (silent-loss trace across both transports and all four code paths; non-streaming/streaming preservation; tool-call accumulator intact; ordering incl. tool-call index accounting; wire compatibility incl. byte-identical ordinary responses and v1/v2 peer acceptance; seam cleanliness — no provider branches outside the policy; fail-closed matrix; privacy — audit SQLite marker-scanned, structural error messages only; D-043/D-055/D-058/#151 untouched; test honesty verified against base 6fec46ca). UX impact assessed: low, mostly positive; recovery error actionability unchanged (generic 502), noted under DEFER 7.

Gate observed by the reviewer at 247e264: 2247 tests OK (full suite), basedpyright 0/0/0. Gate on the remediation head 7390277: make check green in one run — 2249 tests OK, basedpyright 0 errors/0 warnings/0 notes, git diff --check clean; the delta commit is tests-only.

Final verification — remediation head 7390277

Narrow final verification by the same independent reviewer: FINAL_VERIFICATION_PASS. All three SHOULD_FIX items closed exactly as specified (the re-purposed test fails on the old behavior two ways — AttributeError on the pre-D-062 seam, equality failure on any drop regression; the synthesis test pins the exact ordered sequence over real SSE frames; the echo test pins code + exact param). The delta commit is tests-only (git diff 247e264..7390277 -- scarcity_router/ is empty); no test was weakened; the fixture change is additive. Reviewer's own gates on this head: 143 touched-module tests OK, basedpyright 0/0/0; full-suite gate on this head: make check green — 2249 tests OK, basedpyright 0 errors/0 warnings/0 notes, git diff --check clean. No new findings.

State: READY_FOR_OWNER_MERGE. Per governance the PR stays open for the human merge gate; workers never merge.

Decision-number and worker-protocol collision with PR #159 — recorded for the human merge gate

While posting the review record, a parallel work stream surfaced: PR #159 (Codex client-tool continuation, #137, branch gateway/codex-client-tools, created 2026-09-28 17:58 — earlier than this PR's 19:02, same develop base 6fec46c) records its decision as D-062 using the same reservation logic this branch used (D-060 reserved by open #156, D-061 by open #157). Both branches therefore carry a docs/decisions.md record numbered D-062 for DIFFERENT decisions. Additionally, both branches bump WORKER_PROTOCOL_VERSION to 3 with disjoint member sets: #159 adds the execute_tool_call/execute_tool_result message types; this PR adds the optional conversation-message reasoning member. The member sets themselves do not semantically overlap, but the two v3 sections in docs/worker-protocol.md and the version constants will collide on merge.

Per the D-057/D-058 precedent (PR #152), the resolution is: whichever PR merges second performs a whole-branch textual renumber (to the next free number, D-063 as of now) and reconciles the worker-protocol version section (either one combined protocol v3 carrying both disjoint additions, or a v4 bump for the later change — the merger's documented choice). Neither head renumbers now: both are frozen, reviewed, exact-head artifacts, and a textual renumber would invalidate the completed review records for no semantic change.

The owner should treat this comment as the conflict record required by AGENTS.md ("if documents conflict, record the conflict and resolve it explicitly"). Nothing else in this PR's semantics is affected.

## Decision-number and worker-protocol collision with PR #159 — recorded for the human merge gate While posting the review record, a parallel work stream surfaced: **PR #159** (Codex client-tool continuation, #137, branch `gateway/codex-client-tools`, created 2026-09-28 17:58 — earlier than this PR's 19:02, same develop base `6fec46c`) records its decision as **D-062** using the same reservation logic this branch used (D-060 reserved by open #156, D-061 by open #157). Both branches therefore carry a `docs/decisions.md` record numbered D-062 for DIFFERENT decisions. Additionally, **both branches bump `WORKER_PROTOCOL_VERSION` to 3 with disjoint member sets**: #159 adds the `execute_tool_call`/`execute_tool_result` message types; this PR adds the optional conversation-message `reasoning` member. The member sets themselves do not semantically overlap, but the two v3 sections in `docs/worker-protocol.md` and the version constants will collide on merge. Per the D-057/D-058 precedent (PR #152), the resolution is: **whichever PR merges second performs a whole-branch textual renumber** (to the next free number, D-063 as of now) **and reconciles the worker-protocol version section** (either one combined protocol v3 carrying both disjoint additions, or a v4 bump for the later change — the merger's documented choice). The owner should treat this comment as the conflict record required by AGENTS.md ("if documents conflict, record the conflict and resolve it explicitly"). Nothing else in this PR's semantics is affected.
Integration resolution (owner-directed merge, not a rebase):

- Decision ledger: D-062 is owned by merged PR #159 (client-tool
continuation). The reasoning decision is renumbered D-062 -> D-063
(the recorded D-057/D-058 renumber precedent); the ledger keeps
D-061/D-062 from develop verbatim and carries the reasoning record
as D-063 with a renumber provenance note.
- Worker protocol: v3 keeps EXACTLY its merged D-062 meaning (the
  execute_tool_call / execute_tool_result continuation messages).
The reasoning member becomes protocol VERSION 4 on top of the
  complete v3: WORKER_PROTOCOL_VERSION = 4, server accepts
  (4, 3, 2, 1).
- Negotiation honesty (D-063): a `reasoning` member on a session that
negotiated below 4 is a schema violation — the endpoint rejects the
result typed (structural note, non-fatal protocol answer) and a v4
worker holding a reasoning-bearing result under a lower negotiated
version FAILS THE EXECUTION CLOSED instead of silently dropping it.
v1/v2/v3 peers keep their exact existing semantics; a v3 session
  retains every D-062 continuation behavior.
- #159's continuation seam (register_continuation, SuspensionHandle,
  ToolBridgeChannel, digest-only fingerprints, version-gated v3
messages) is preserved verbatim; #160's reasoning seam
  (AdapterMessage.reasoning, reasoning_delta, policy mapping, public
  reasoning_content) is preserved verbatim.

Conflicted files resolved semantically: worker_protocol.py (version
block), docs/worker-protocol.md (v3 section = D-062 verbatim; new v4
section), docs/decisions.md (both sides, reasoning renumbered).
D-063 integration: worker protocol v4 gates + combined reasoning x continuation tests

Post-merge integration on top of the develop merge:

- ensure_reasoning_representable(): the D-063 no-silent-loss negotiation
gate as a small public function on the worker result-send path — a
reasoning-bearing result under a negotiated version below 4 fails the
attempt closed (structural note, never reasoning content) instead of
being silently serialized into a v3-schema message.
- Endpoint exactness gate: a `reasoning` member on a session that
negotiated below 4 is a schema violation — the attempt resolves failed
with a structural note and a typed non-fatal protocol error (v3 peers
cannot carry v4-only semantics; no parser guesses).
- Combined D-062 x D-063 test matrix: endpoint version exactness (v4
  preserves, v3 rejects typed, v3-without-reasoning unaffected, v3-only
handshake still negotiates), worker-side gate unit tests, and the
  bridged-adapter v4 test proving reasoning_delta chunks + the message
reasoning member cross a real negotiated-v4 session (reasoning arrives
as its own kind, in order, before text).
- Stale-reference sweep: reasoning references move to D-063; every
  merged-#159 D-062 reference is untouched.

Gate on this head: make check green in one run — 2388 tests OK,

Integration: current develop merged in (D-062 ownership + worker protocol v4)

Current canonical develop @ f79f452 (merged PR #159: D-062 client-tool continuation, worker protocol v3) is now merged into this branch (--no-ff, owner-directed merge topology — not a rebase). New head: e4b4180 (2 reviewed reasoning commits + merge c4c65c6 + integration commit e4b4180).

Decision reconciliation (verified against the freshly fetched ledger): D-062 is owned by merged #159 (client-tool continuation) and appears in docs/decisions.md exactly once, untouched. The reasoning decision is renumbered D-063 (verified free before renumbering; the D-057/D-058 renumber precedent), with a provenance note in the record. All #159 D-062 references are untouched; all reasoning references now say D-063.

Worker protocol reconciliation — the two "v3" definitions were NOT merged:

  • v1: original worker execution protocol
  • v2: state-report inventory section (D-053)
  • v3: D-062 exactly — execute_tool_call / execute_tool_result, version-gated, merged unchanged
  • v4: D-063 — the OPTIONAL bounded message reasoning member + reasoning_delta chunks, on top of the COMPLETE v3 semantics. WORKER_PROTOCOL_VERSION = 4; SERVER_SUPPORTED_PROTOCOL_VERSIONS = (4, 3, 2, 1).

Negotiation honesty (the integration's central invariant): negotiation can never silently drop reasoning. (a) A reasoning member on a session that negotiated below 4 is a schema violation: the endpoint resolves the attempt failed with a structural note and answers a typed non-fatal malformed_message — a v3 peer cannot carry v4-only semantics and no parser guesses. (b) A v4 worker holding a reasoning-bearing result under a negotiated version below 4 FAILS THE EXECUTION CLOSED (ensure_reasoning_representable, on the result-send path) — falling back to v3 can never silently lose reasoning. (c) v1/v2/v3 peers keep their exact existing semantics; a v3 session retains every D-062 continuation behavior.

Combined D-062 × D-063 test matrix (new): endpoint version exactness (v4 preserves reasoning end-to-end; v3+reasoning → typed failure; v3-without-reasoning unaffected; v3-only handshake still negotiates exactly 3); worker-side gate units (below-4 fails closed, on-4 serializes, plain results unaffected, gate wired into _result_message); bridged-adapter v4 test (a reasoning_delta chunk stream + reasoning message cross a REAL negotiated-v4 session — reasoning arrives as its own kind, in order, before text); #159's full continuation suites and #160's reasoning suites all green on the combined head. Reasoning × tool-suspension: the D-062 suspension response (tool_calls) is unchanged and carries no fabricated reasoning; the Codex adapter produces no reasoning under current evidence (unchanged, documented in D-063's boundary); a continuation-leg result message can carry reasoning on v4 (covered by the endpoint v4 test).

Preserved from #159 (verified, not "simplified"): execute_tool_call/execute_tool_result remain v3+ only; v1/v2 peers cannot emit them; the continuation seam (register_continuation, SuspensionHandle, ToolBridgeChannel, digest-only fingerprints, deadlines, sticky suspended turns, capability gating) is merged verbatim.

Gate on the exact head e4b4180: make check green in ONE run — 2388 tests OK, uv run basedpyright 0 errors/0 warnings/0 notes, git diff --check clean. (One earlier full-suite run during the merge hit the documented #143 flake family twice; both pass in isolation and the rerun was clean.)

Privacy/security re-verified: reasoning never enters logs/audit/diagnostics (structural notes only); continuation fingerprints remain digest-only (reasoning plaintext never stored); v4 adds no command/path/env surface; all reasoning members remain bounded; malformed v4 content fails closed.

Fresh independent exact-head review of the combined behavior follows. PR left open; not merged.

## Integration: current `develop` merged in (D-062 ownership + worker protocol v4) Current canonical `develop` @ `f79f452` (merged PR #159: **D-062** client-tool continuation, worker protocol v3) is now merged into this branch (`--no-ff`, owner-directed merge topology — not a rebase). Review fix: the reasoning member's serializer comment says Version 4 (D-063)

The one stale pre-renumber survivor: the message_to_dict reasoning

docstring, docs/worker-protocol.md's v4 section, and the endpoint's
below-4 gate. Comment-only; zero behavioral change.

Fresh independent exact-head review — integrated head (reviewed e4b4180, final 2c66e71)

Fresh independent adversarial review (GLM-5.3-Flash agent, isolated context, read-only, exact head) against the 15-point integration checklist: APPROVE — all 15 points PASS, zero BLOCKERs, one SHOULD_FIX (remediated), two DEFER.

SHOULD_FIX (remediated in 2c66e71, comment-only): the reasoning member's serializer comment still said "Version 3" — the last pre-renumber survivor, contradicting the module docstring, the docs' v4 section, and the endpoint's below-4 gate. Now reads "Version 4 (D-063, #158) — v4-only, gated by the negotiated session version."

DEFER (with reasons):

  1. reasoning_delta CHUNK frames are not version-gated on below-4 sessions (the documented v4-only claim is scoped to the message member; the chunk kind deliberately rides the generic chunk serialization per docs; genuine below-4 peers structurally cannot emit the kind, and v4 workers never negotiate below 4 — both member gates are defense-in-depth). Optional future pass: gate the kind symmetric with the member or add a clarifying doc sentence.
  2. No single combined test for a reasoning-bearing terminal result on a CONTINUATION leg (suspension → tool result → completed result with reasoning on v4); the behavior follows from separately-pinned components (unchanged bridge parser, endpoint v4 member test, bridged v4 chunk+message test).

Checklist highlights (all 15 PASS, evidence on file): D-062/continuation files (worker_bridged_adapter.py, gateway_continuation.py, gateway_coordinator.py, routing_core.py, control_api.py, worker_codex_adapter.py) have EMPTY diffs vs origin/develop — merged #159 preserved verbatim; the ledger holds exactly one D-062 (continuation) and one D-063 (reasoning, with renumber provenance); the negotiation gates are wired end-to-end (endpoint rejection typed + worker ensure_reasoning_representable → typed failed result → 502 backend_failure, never a silent drop); no exact-shape parser accepts v4 members under v3; no reasoning in audit/fingerprints; the PR diff vs current develop contains only reasoning semantics + required integration (25 files, no duplicated #159 machinery).

Gates (reviewer-run on this head): full suite 2388 tests OK; basedpyright 0/0/0; git diff --check clean; narrow final verification of 2c66e71 (comment-only delta): FINAL_VERIFICATION_PASS, no new findings.

State: READY_FOR_OWNER_MERGE. PR left open for the human merge gate; workers never merge.

Decision-number follow-up: open PR #161 also records a D-063 (canonical ledger unaffected)

Verified after this PR's integration: canonical develop (now 8d6d59e) still ends its decision ledger at D-062 — D-063 is and remains canonically FREE, and this PR's D-063 (reasoning output) is the only D-063 on the canonical ledger. However, open PR #161 (M07 Stage 2, task/92-zcode-stage2, base 59538e9 — predating #159's merge) records its own "D-063 (amended)" in its unmerged branch, from a session that numbered before #159's D-062 landed shifted the frontier.

Same situation as the earlier D-062 double-claim, same recorded resolution: both heads are reviewed/frozen artifacts; whichever of #160/#161 merges second renumbers to the next free number (D-064 as of now) as a whole-branch textual renumber per the D-057/D-058 precedent. Nothing in this PR changes: the reasoning decision is D-063 on the canonical ledger, the worker-protocol v4 lineage stands, and head 2c66e71 remains READY_FOR_OWNER_MERGE pending the human merge gate. (This PR's integration target was the post-#159 develop f79f452, as instructed; 8d6d59e's newer non-continuation changes are not part of this task's merge scope.)

Final develop merge complete and green — but the D-063 collision is now real on canonical: GENUINE_OWNER_DECISION_REQUIRED

Done as instructed: canonical develop @ 8d6d59e (the task's stated SHA; the then-current tip) merged into this branch — merge commit 23df96b (parents 2c66e71, 8d6d59e), zero conflicts, delta pre-classified SEMANTICALLY_DISJOINT (PR #163 agent-discoverability: README.md, scarcity_router/mcp.py, tests/test_mcp.py; zero file overlap with this PR's set; NO_SEMANTIC_ADAPTATION_REQUIRED — no production code touched beyond the merge). Ledger: exactly one D-062 (continuation), one D-063 (reasoning), no duplicates. Protocol: v3 = D-062, v4 = D-063, WORKER_PROTOCOL_VERSION = 4, server (4, 3, 2, 1), both no-silent-loss gates intact.

Gates on 23df96b: focused suites 371 OK; full make check — first run hit the documented #143 flake (test_scenario_11, passes in isolation), second run green in one pass: 2388 tests OK, basedpyright 0 errors/0 warnings/0 notes, git diff --check clean. PR diff vs 8d6d59e: 25 files, reasoning semantics + integration only — no duplicated #159/#163 content. Independent narrow exact-head verification (fresh read-only agent, 9-point): INTEGRATION_VERIFICATION_PASS, no findings; #163 content preserved byte-identical, reasoning/continuation files byte-identical to the reviewed state.

Why this is not READY_FOR_OWNER_MERGE yet: after the merge was created, canonical develop advanced again to 32fe215 — PR #161 (M07 ZCode Stage 2) is now MERGED, carrying its own ### D-063 — M07 Stage 2 implementation (verified at docs/decisions.md:4901 on origin/develop). This PR carries ### D-063 — Provider reasoning output for the same number. The two claims are no longer "an unmerged branch's claim" — they now sit one merge apart on the two lines of history, and merging this PR as-is would put two different D-063 sections on the canonical ledger. That is exactly the condition this task's stop rule names (canonical develop unexpectedly gained a D-063 after the last verified state → stop, do not silently renumber), so the decision is yours:

  1. Authorize a D-064 renumber in this PR (whole-branch textual renumber of the reasoning record + references, git merge --no-ff origin/develop again to absorb 32fe215, full gate + re-verification) — the clean ledger-first path; I can execute it immediately on your word; or
  2. Merge this PR as-is and accept an immediate ledger fixup afterwards (second-merge fixup commit on develop renaming the reasoning record to D-064) — faster, but the canonical ledger carries the duplicate between merge and fixup; or
  3. Any other sequencing you prefer.

The branch itself is green, verified, and ready; the only open question is the renumber sequencing above. Per governance I have not merged, have not touched PR #161, and have not renumbered anything silently.

Owner-authorized decision-number reconciliation (2026-09-30):

- Canonical ledger after merge: D-062 = Codex client-tool continuation
  (#159, untouched); D-063 = M07 ZCode Stage 2 (#161, preserved verbatim
from develop); D-064 = provider reasoning-output preservation (this
  PR's record, renumbered D-063 -> D-064 with provenance; only
  reasoning-specific references moved — every #161 D-063 reference
  stays D-063).
- Worker protocol numbering is INDEPENDENT of decision numbering and
  unchanged: v3 = D-062 tool continuation, v4 = reasoning-capable
  protocol (the reasoning member + reasoning_delta), WORKER_PROTOCOL_
VERSION = 4, server (4, 3, 2, 1). No v5.
- #161 interaction verified from source: the ZCode local adapter never
constructs a reasoning member (no evidenced reasoning output; it even
rejects reasoning_effort requests typed) and returns through the SAME
  gated result path (ensure_reasoning_representable in _result_message);
#161's endpoint delta is the auth-state liveness filter only — the
below-4 exactness gate and negotiation are untouched.

Conflict: docs/decisions.md only (both sides appended near the same
slot); resolved by keeping develop's D-063 verbatim and renumbering the
reasoning record to D-064.

D-064 reconciliation: current develop (merged #161) integrated — decision numbering unique, protocol v4 unchanged

Merge: canonical develop @ 32fe215 (merged #161, M07 ZCode Stage 2) merged into this branch per the owner-directed topology — merge commit 43ec2cc (parents 23df96b, 32fe215). One conflict (docs/decisions.md, both sides had appended near the same slot), resolved semantically; the five overlapping production/test files (worker_client.py, worker_endpoint.py, docs/providers.md, tests/test_openai_http_adapter.py) auto-merged with both feature sets intact.

Decision reconciliation (owner-authorized 2026-09-30): the canonical ledger now reads exactly — D-062 Codex client-tool continuation (#159, untouched) · D-063 M07 ZCode Stage 2 (#161, preserved verbatim from develop) · D-064 provider reasoning-output preservation (this PR's record, renumbered D-063 → D-064 with provenance). Only reasoning-specific references moved; every #161 D-063 reference (ZCode plan lane, registration facts, execution-surface rows) stays D-063. No duplicate decision IDs.

Protocol numbering unchanged (D-number ≠ protocol version): WORKER_PROTOCOL_VERSION = 4, server (4, 3, 2, 1); v3 = D-062 tool continuation, v4 = the reasoning-capable protocol (message reasoning member + reasoning_delta chunks) on top of complete v3. No v5 invented.

#161 interaction (verified from source, no adaptation needed):

  • ZCode reasoning capability: honestly absent. ZCodeLocalAdapter constructs its result as AdapterMessage(role="assistant", content=response) — it never sets a reasoning member (the plan lane evidences none; the adapter even rejects reasoning_effort requests typed with reasoning_effort_not_enforceable). Nothing fabricated, nothing added.
  • No bypass of the no-silent-loss gate: the ZCode adapter returns through the same run_allowlisted → _execute_task → _result_message path that calls ensure_reasoning_representable (worker_client.py:1005) — a below-v4 negotiation can never silently carry or drop reasoning on any local-adapter kind. #161's worker_client delta is registry/CLI construction only; its endpoint delta is the auth-state liveness filter — the below-4 exactness gate (_complete_attempt) and negotiation are untouched.
  • No new tests were needed: #161 introduced no new route around the gate; the existing endpoint/worker gate tests plus the full ZCode suites prove the composition.

Gates on the exact head 43ec2cc: focused suites — reasoning/protocol/endpoint/client/continuation/bridged/MCP + the NEW #161 suites (test_worker_zcode_adapter, test_execution_sources): 488 OK; e2e (ZCode acceptance, execution, Codex acceptance): 44 OK; full make check green in ONE run — 2492 tests OK, uv run basedpyright 0 errors/0 warnings/0 notes, git diff --check clean. Freshness check immediately before push: origin/develop still 32fe215, fully contained in the head.

PR diff vs current develop: 25 files — reasoning-output semantics, D-064 decision/docs, worker protocol v4 reasoning extension, reasoning tests, and the minimum integration glue; no duplicated #159/#161/#163 implementation. Independent exact-head verification follows (narrow — the only semantic change was the textual renumber). Not merged; the owner gate stays intact.

One conflict (`docs/decisions.md`, both sides had appended near the same slot), resolved semantically; the five overlapping production/test files (`worker_client.py`, `worker_endpoint.py`, `docs/providers.md`, `tests/test_openai_http_adapter.py`) auto-merged with both feature sets intact. **Decision reconciliation (owner-authorized 2026-09-30):** the canonical ledger now reads exactly — **D-062** Codex client-tool continuation (#159, untouched) · **D-063** M07 ZCode Stage 2 (#161, preserved verbatim from develop) · **D-064** provider reasoning-output preservation (this PR's record, renumbered D-063 → D-064 with provenance). Only reasoning-specific references moved; every #161 D-063 reference (ZCode plan lane, registration facts, execution-surface rows) stays D-063. No duplicate decision IDs. **Protocol numbering unchanged (D-number ≠ protocol version):** `WORKER_PROTOCOL_VERSION = 4`, server `(4, 3, 2, 1)`; v3 = D-062 tool continuation, v4 = the reasoning-capable protocol (message `reasoning` member + `reasoning_delta` chunks) on top of complete v3. No v5 invented. **#161 interaction (verified from source, no adaptation needed):** - **ZCode reasoning capability: honestly absent.** `ZCodeLocalAdapter` constructs its result as `AdapterMessage(role="assistant", content=response)` — it never sets a reasoning member (the plan lane evidences none; the adapter even rejects `reasoning_effort` requests typed with `reasoning_effort_not_enforceable`). Nothing fabricated, nothing added. - **No bypass of the no-silent-loss gate:** the ZCode adapter returns through the same `run_allowlisted` → `_execute_task` → `_result_message` path that calls `ensure_reasoning_representable` (worker_client.py:1005) — a below-v4 negotiation can never silently carry or drop reasoning on any local-adapter kind. #161's worker_client delta is registry/CLI construction only; its endpoint delta is the auth-state liveness filter — the below-4 exactness gate (`_complete_attempt`) and negotiation are untouched. - **No new tests were needed:** #161 introduced no new route around the gate; the existing endpoint/worker gate tests plus the full ZCode suites prove the composition. **Gates on the exact head `43ec2cc`:** focused suites — reasoning/protocol/endpoint/client/continuation/bridged/MCP + the NEW #161 suites (`test_worker_zcode_adapter`, `test_execution_sources`): **488 OK**; e2e (ZCode acceptance, execution, Codex acceptance): **44 OK**; full `make check` green in ONE run — **2492 tests OK**, `uv run basedpyright` 0 errors/0 warnings/0 notes, `git diff --check` clean. Freshness check immediately before push: `origin/develop` still `32fe215`, fully contained in the head. **PR diff vs current develop:** 25 files — reasoning-output semantics, D-064 decision/docs, worker protocol v4 reasoning extension, reasoning tests, and the minimum integration glue; no duplicated #159/#161/#163 implementation. Independent exact-head verification follows (narrow — the only semantic change was the textual renumber). Not merged; the owner gate stays intact.
Review fix: two missed reasoning renumbers D-063 -> D-064 in test docstrings

tests/test_worker_endpoint.py (EndpointReasoningVersionTests) and
tests/test_worker_bridged_adapter.py (the combined v4 test) still said
D-063 in their docstrings — the only two reasoning references the
reconciliation sweep missed. Docstring-only; zero behavioral change.

Independent exact-head verification of the reconciled head — final

Fresh independent read-only verification of the integration + reconciliation, 12-point checklist:

  • Round 1 (head 43ec2cc): 11/12 PASS, one SHOULD_FIX — two missed reasoning renumbers in test docstrings (test_worker_endpoint.py, test_worker_bridged_adapter.py still said D-063; the only reasoning references the sweep missed). Docstring-only, zero behavioral impact.
  • Remediation: commit b4affcf (2 insertions / 2 deletions, comment-only).
  • Round 2 (head b4affcf): FINAL_VERIFICATION_PASS — no new findings; every remaining D-063 reference repo-wide is #161 ZCode-side or the historical renumber narration inside the D-064 provenance note.

Checklist (all 12 PASS on the final head): D-062 = Codex continuation (record + continuation files byte-identical to develop) · D-063 = ZCode Stage 2 (record byte-identical to develop; #161 references untouched) · D-064 = reasoning (provenance covers both renumbers) · no duplicate IDs · protocol v3 semantics unchanged · v4 reasoning semantics unchanged (merge's production delta = comment renumbers + develop's own #161 code, zero behavioral lines of ours) · no v5 (WORKER_PROTOCOL_VERSION = 4, server (4, 3, 2, 1)) · #161 worker changes cannot bypass the representability gate (ZCode result path traced through ensure_reasoning_representable; ZCode constructs no reasoning member) · ZCode semantics not falsely expanded (typed reasoning_effort_not_enforceable) · no-silent-loss invariant tested at both ends · PR diff = 25 files, reasoning set only · gates green.

Gates on the final head's code content (43ec2cc, + 2 comment lines at b4affcf): full make check green in ONE run — 2492 tests OK, uv run basedpyright 0 errors/0 warnings/0 notes, git diff --check clean; targeted rounds 232/107 tests OK; freshness confirmed (origin/develop = 32fe215, fully contained).

State: READY_FOR_OWNER_MERGE. PR left open for the human merge gate; workers never merge.
